No. 4 to the Contract for Professional Services with Freese and Nichols, Inc.
of Corpus Christi, Texas, in the amount of $9,676,590, for a total restated fee
of $10,990,177 for Mary Rhodes Pipeline Phase 2 for preliminary design,
design, bidding and construction phase services and additional services.
