d. Motion authorizing the City Manager or his designee to execute a
professional engineering materials inspection and testing contract with Rack
Engineering and Testing Laboratory, Inc. of Corpus Christi, Texas, in the
amount of $77,452 for Flour Bluff Drive Phase 1 from SPID to Graham, Flour
Bluff Drive Phase 2 from Graham to Don Patricio and Flour Bluff Drive Outfall
for Base Bid and Additive Alternates No. 2 and 5. (BOND ESSUE 2008)
