18. Motion authorizing the City Manager or designee to execute a Memorandum of
Understanding with the Lavaca - Navidad River Authority (LNRA) to develop
alternatives for the leasing of the Garwood water rights to potential customers
which may include the construction of a pipeline and appurtenances to the LNRA
facility.
