summarizing the financial and strategic options available to the City for the operation and
management of the ABC; (ii) provide recommendations to the City Council related to the
operation and management of the American Bank Center; and (iii) conduct time - limited
negotiations with SMG for the operation and management of the American Bank Center
(ABC).
