SMITH, DBA THE DAILY LOCATOR, FOR THE PLACING OF "A THERMOFAX MACHINE BY SAID D. C. SMITH 1N THE UTILITIES OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES OF THE CITY OF CORPUS CHRISTI FOR THE PURPOSE OF REPRODUCING FOR SAID D. C. SMITH DUPLICATES OF IBM UTILITY CARDS CONTAINING DAILY CONNECT AND DISCONNECT INFORMATION, A COPY OF WHICH AGREEMENT IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER IS HEREBY AUTHORIZED AND DIRECTED TO ENTER INTO AN AGREEMENT WITH D. C. SMITH, DBA THE DAILY LOCATOR, FOR THE PLACING OF A THERMOFAX MACHINE BY SAID D. C. SMITH IN THE UTILITIES OFFICE OF THE DEPARTMENT OF PUBLIC UTILITIES OF THE CITY OF CORPUS CHRISTI, FOR THE PURPOSE OF REPRODUCING FOR SAID D. C. SMITH DUPLICATES OF IBM UTILITY CARDS CONTAINING DAILY CONNECT AND DISCONNECT INFORMATION, A COPY OF WHICH AGREEMENT IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THE NECESSITY TO ENTER INTO THE AGREEMENT AS OUTLINED IN SECTION 1 I-IEREINABOVE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THC MAYOR HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXISTS, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED, AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE IT IS AC 'RDINGLY SO ORDAINED.
