AN ORDINANCE
AMENDING ORDINANCE NO. 3656 ENTITLED "AN ORDINANCE
ADOPTING AND PROVIDING FOR THE ADMINISTRATION OF THE
COMPENSATION PLAN', AS AMENDED, SO AS TO PROVIDE FOR
A PLAN OF COMPENSATION FOR MERIT FOR ALL DEPARTMENTS
AND DIVISIONS OF THE CITY EXCEPT THE DEPARTMENT OF
PUBLIC SAFETY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI.
TEXAS:
SECTION 1. THAT ORDINANCE N0. 3656, AS AMENDED, BE AMENDED BY
AMENDING SUBSECTION (A) OF SECTION 1 THEREOF BY DELETING FROM THE SECOND
SENTENCE OF SAID SUBSECTION THE WORDS "A MAXIMUM RATE" AND IN LIEU THEREOF
SUBSTITUTE THE WORDS "MERIT RATES ".
SECTION 2. SUBSECTION (B) OF SECTION 1 OF ORDINANCE No. 3656,
AS AMENDED] IS HEREBY AMENDED BY DELETING THE SCHEDULE OF SALARY RATES AND
SUBSTITUTING THEREFOR THE SCHEDULE OF BASE SALARY RATES AND MONTHLY LONGEVITY
SALARY RATES MARKED EXHIBIT "B" AND ATTACHED HERETO.
SECTION 3. THAT SUBSECTION (B) OF SECTION 1 OF ORDINANCE NO.
3656, AS AMENDED IS HEREBY AMENDED BY DELETING THE SCHEDULES OF HOURLY'
RATES FOR POSITIONS OF LABORERS AND SEMI - SKILLED LABORERS AND IN LIEU AND
IN SUBSTITUTION FOR HOURLY BASE WAGE RATES THE FOLLOWING IS HEREBY ADOPTED
AND MADE A PART OF SUBSECTION (B):

SECTION 4. THAT PARAGRAPH (1) OF SUBSECTION (A) OF SECTION 2 OF
ORDINANCE NO. 3656, AS AMENDED, IS HEREBY AMENDED BY DELETING ALL OF SAID
PARAGRAPH EXCEPT THE FIRST SENTENCE AND IN LIEU THEREOF THERE IS HEREBY
ADOPTED AND MADE A PART OF SAID PARAGRAPH (1) THE FOLLOWING:

„THE CITY MANAGER MAY APPROVE INITIAL COMPENSATION AT THE
B OR C STEP IN THE APPROPRIATE SALARY SCHEDULE WHEN THE
EXPERIENCE, SKILL, TRAINING OR TEMPORARY CONDITIONS OF THE
LABOR MARKET JUSTIFY THE ACTION.”
SECTION 5. THAT PARAGRAPH (5) OF SUBSECTION (A) OF SECTION 2
OF ORDINANCE N0. 3656, AS AMENDED, IS HEREBY AMENDED BY DELETING IN THE
LAST SENTENCE IN SAID PARAGRAPH THE WORDS "THE MAXIMUM AND LONGEVITY
RATES" AND IN LIEU THEREOF THERE IS HEREBY SUBSTITUTED AND ADOPTED THE
WORDS "HIGHER STEPS IN GRADE".
SECTION 6. PARAGRAPH (1) OF SUBSECTION (B) OF SECTION 2 OF
ORDINANCE NO. 3656, AS AMENDED, IS HEREBY AMENDED BY ADDING TO SAID PARA-
GRAPH THE FOLLOWING:
"HOWEVER, EMPLOYEES RATED AS {OUTSTANObNG'OF THEIR GROUP WILL
BE ELIGIBLE FOR ADVANCEMENT TO THE C AND D STEPS AT THE END
OF NINE (9) MONTHS UPON THE WRITTEN RECOMMENDATION OF THE
DEPARTMENT DIRECTOR."
SECTION 7. PARAGRAPH (2) OF SUBSECTION (B) OF SECTION 2 OF
ORDINANCE NO. 3656, AS AMENDED, IS HEREBY AMENDED BY DELETING THE WORDS
THE MAXIMUM RATE" AND SUBSTITUTING IN PLACE THEREFOR THE WORDS "D STEP."
SECTION 8. PARAGRAPHS (4) AND (5) OF SUBSECTION (B) OF SECTION
2 OF ORDINANCE No. 3656, AS AMENDED, ARE HEREBY AMENDED BY DELETING THE
ENTIRE PARAGRAPH (4) AND CHANGING THE NUMBER OF PARAGRAPH (5) TO THE NUMBER
OF PARAGRAPH (8) AND ADDING PARAGRAPHS (4)) (5)1 (6) AND (7) TO HEREAFTER
READ AS FOLLOWS:
"(4) PROGRESSION FROM STEP D TO D -1, FROM STEP E TO E -1, FROM
F TO F -1, AND FROM F -1 TO F -2 WILL BE BASED ON MERIT, THE DETERMINATION OF
MERIT BEING ASCERTAINED BY A FORMAL SEMI— ANNUAL RATING PROGRAM PRESCRIBED
BY THE CITY MANAGER. THE ADMINISTRATIVE PROCEDURE ESTABLISHED BY THE CITY
MANAGER SHALL MEET THE FOLLOWING REQUIREMENTS:
1. A PERIOD OF ONE CALENDAR MONTH AT SEMI — ANNUAL INTERVALS
SHALL BE ESTABLISHED FOR THE RATING OF THE MERIT OF EMPLOYEES
ON THE BASIS OF THE PERFORMANCE OF ALL EMPLOYEES FOR THE
PRECEDING SIX MONTHS.

Z. PRIOR TO EACH SEMI - ANNUAL RATING PERIODS A STANDARD FORM OF
RATING SHEET SHALL BE PREPARED BY THE CITY MANAGERS OR UNDER
HIS DIRECTION APPROVED BY HIMS AND A COPY OF SAME PLACED
ON FILE IN THE OFFICE OF THE CITY SECRETARY AND IN THE
OFFICE OF THE CHIEF EXAMINER OF THE CIVIL SERVICE BOARD.
3. SUCH RATING SHEET SHALL PROVIDE FOR RATINGS BY TWO STAGES
OF SUPERVISORY PERSONNEL. THE COMPOSITE RATING SHALL APPLY
UNIFORMLY TO ALL EMPLOYEES.
4. EMPLOYEES WHOSE RATINGS IN THEIR RESPECTIVE UNIT IS
"EXCELLENT" WILL BE ELIGIBLE FOR MERIT SALARY INCREASES
WITHIN BUDGETARY LIMITATIONS AND THE WRITTEN CERTIFICATION
OF THE RESPECTIVE DEPARTMENT HEAD.
5• UNITS SHALL BE ESTABLISHED BY THE CITY MANAGER PRIOR TO SAID
RATING PERIOD.
6. THE AMOUNT AVAILABLE FOR MERIT PAY INCREASES SHALL BE PRO-
RATED AMONG THE UNITS ESTABLISHED BY THE CITY MANAGER.
7. IN THE EVENT FUNDS ARE NOT AVAILABLE AT ANY RATING PERIOD
THE RATING SHALL NEVERTHELESS BE MADE AND THAT RATING AVER-
AGED WITH THE RATING OF THE PERIOD FOR WHICH FUNDS ARE
AVAILABLE. IF FUNDS ARE NOT AVAILABLE FOR TWO OR MORE
SUCCESSIVE PERIODSp ALL RATINGS FOR PERIODS AT WHICH FUNDS
WERE NOT AVAILABLE SHALL BE AVERAGED WITH THE PERIOD RATING
OBTAINED FOR THE CURRENT PERIOD WHEN FUNDS ARE AVAILABLE.
S. RATINGS MADE BY HEADS OF DEPARTMENTS FOR EMPLOYEES HOLDING
POSITIONS OF DIVISION HEADS SHALL BE SENT TO THE CITY MANAGER

FOR CONSIDERATION IN AMENDING PAY GRADES FOR SUCH POSITIONS.
NEITHER DEPARTMENT HEADS NOR DIVISION HEADS SHALL PARTICI-
PATE IN MERIT PAY PROGRAMS.
n(5) EMPLOYEES RATED AS 'OUTSTANDING' IN THEIR UNIT WILL BE
ELIGIBLE FOR CONSIDERATION FOR TWO MERITINCREASES INSTEAD OF ONLY ONE
AS PROVIDED IN THE PRECEDING PARAGRAPH AND SUCH INCREASE WILL, IN EFFECT,
BE FOR EXAMPLE, AN INCREASE FROM STEP D TO STEP E, OR FROM STEP E TO STEP
F, AS THE CASE MAY BE. SUCH MERIT INCREASES SHALL BE GIVEN ONLY ON THE
SPECIFIC RECOMMENDATION OF DEPARTMENT HEAD, APPROVAL BY THE CITY MANAGER
AND THE AVAILABILITY OF FINANCIAL RESOURCES. SUCH INCREASES SHALL BE
GIVEN ACCORDING TO DESCENDING ORDER OF, RATINGS GIVEN EMPLOYEES OF ORGANI-
ZATIONAL UNIT.
116) THE CITY MANAGER SHALL DISTRIBUTE ALL MERIT INCREASES
TO SALARY GRADES 141THIN UNITS. THE CITY MANAGER SHALL BE RESPONSIBLE
FOR THE ADMINISTRATION OF THE PROGRAM AND SHALL HAVE THE AUTHORITY AND
DUTY OF GRANTING ONLY SUCH MERIT PAY INCREASES AS CAN BE MET WITH FUNDS
AVAILABLE IN THE BUDGET FOR THE PURPOSE.
"(7) ADVANCEMENT TO STEPS B, C, D AND THE LONGEVITY STEPS
WILL REQUIRE A MINIMUM SATISFACTORY PERFORMANCE RATING AS INDICATED BY
THE EMPLOYEES SEMI - ANNUAL RATING AND THE PROCEDURES SET FORTH IN THE
CIVIL SERVICE RULES."
SECTION 9. SUBSECTION (C) OF SECTION 2 OF ORDINANCE N0. 3656,
AS AMENDED, IS AMENDED BY ADDING THE FOLLOWING SENTENCE:
"HOWEVER, LABORERS AND SEMI - SKILLED LABORERS SHALL ALSO BE
ELIGIBLE FOR MERIT INCREASES AS SET FORTH IN SECTION 2- B- 4 -6.,,
SECTION 10. SUBSECTION (C) OF SECTION 4 OF ORDINANCE No. 3656,
AS AMENDED, IS HEREBY AMENDED by ADDING TO SAID SUBSECTION (C) THE
FOLLOWING SENTENCE;
"HOWEVER, THE MERIT COMPENSATION PROVISIONS OF SAID SECTION
2 -B -4 -6 SHALL NOT BE APPLICABLE TO TEMPORARY OR PERMANENT PART -TIME
EMPLOYEES."
