AN ORDINANCE
APPROPRIATING THE SUM OF $200.00 OUT OF STREET

AND HAROLD A. CARR F€FR THEIR 5ERVICS -lN CtrNNEC --
T ION WITH THE BALDWIN STREET SPECIAL ASSESSMENT
HEARING, AND DECLARING_ AN _EMERGENCY.
WHEREAS, THE SERVICES OF GREGORY S. MOORE AND HAROLD A. CARR
WERE OBTAINED BY THE CITY AS EXPERTS IN CONNECTION WITH THE SPECIAL
ASSESSMENT HEARING FOR THE BALDWIN STREET IMPROVEMENT PROJECT; AND
WHEREAS, THE SAID GREGORY S. MOORE AND HAROLD A. CARR SPENT
CONSIDERABLE TIME IN PREPARING FOR AND TESTIFYING AT THE SPECIAL ASSESS-
MENT HEARING HELD ON NovEMHER 11, 1959; AND
WHEREAS, THE AFORESAID REAL ESTATE APPRAISERS HAVE SUBMITTED
THEIR RESPECTIVE BILLS FOR SERVICES RENDERED IN THE AMOUNT OF $100.00
EACH, BEING THE FEE RECOMMENDED BY THE NUECES COUNTY CHAPTER OF REALTORS
AND APPRAISERS AND THAT SAID FEES ARE REASONABLE; AND
WHEREAS, IT IS NECESSARY TO APPROPRIATE SUFFICIENT MONEY TO
PAY SAID FEES:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. THE SUM OF $200.00 15 HEREBY APPROPRIATED OUT OF
STREET BOND IMPROVEMENT FUND N0. 220 FOR PROJECT N0. 220- 53 -1.2 TO PAY
THE FEES OF GREGORY S. MOORE AND HAROLD A. CARR FOR THEIR SERVICES IN
CONNECTION WITH THE BALDWIN STREET SPECIAL ASSESSMENT HEARING.
SECTION 2. THE IMMEDIATE NECESSITY OF APPROPRIATING SUFFICIENT
FUNDS TO .PAY THE FEES OF THE APPRAISERS FOR THEIR SERVICES CREATES A
PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NFCE55ITY REQUIRING THE SUS-
PENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE
OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY
TO EXIST, HAVING REQUESTED THE SUSPENSION OF THE SAID CHARTER RULE AND

THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT
FROM AND AFTER ITS PASSA , IT IS ACCORDINGLY PASSED AND APPROVED,

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST POR.THE
SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE IT 15 INTRODUCED, AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL;
1, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIRE-
MENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE
PRESENT MEETING OF THE CITY COUNCIL.
