WHEREBY McNAUGHTON LIBRARIES, INC., AGREES TO SET UPS ILII I•N —TF1E LAi TAMA LIBRARY A COLLECTION_ OF CURRENT FICTION AND POPULAR NON- FICTION BOOKS ON A RENTr _ BR RY BASES, AS SET OUT IN A COPY OF THE AGREEMENT ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI BE, AND HE IS HEREBY AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE SAID CITY, TO EXECUTE AN AGREEMENT WITH McNAUGHTON LIBRARIES, INC., WHEREBY McNAUGHTON- LIBRARIES, INC., AGREES TO SET UP WITHIN THE LA RETAMA LIBRARY A COLLECTION OF CURRENT FICTION AND POPULAR NON - FICTION BOOKS ON A RENTAL LIBRARY BASIS, AS SET OUT IN THE COPY OF AGREEMENT ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THE NECESSITY FOR MAINTAINING AT ALL TIMES A COLLECTION OF CURRENT FICTION AND POPULAR NON - FICTION BOOKS FOR THE LA RETAMA PUBLIC LIBRARY CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, DECLARING SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS ds AGE, T IS ACCORDINGLY PASSED AND APPROVED, THIS DAY OF � , 1960.
