AN ORDINANCE
AUTHORIZING THE GRANTING OF A FIVE YEAR ERANCHIS!-
TO INLAND TRANSPORT COMPANY TO PROVIDE LIMOUS.I.IlL
SERVICE TO AND FROM THE CORPUS CHRISTI INTERNATIONAL
AIRPORT AND OTHER POINTS IN AND ABOUT THE CITY OF
CORPUS CHRISTI, TEXAS, AND FURTHER PROVIDING THAT THE
CITY OF CORPUS CHRISTI SHALL RECEIVE 150 OF THE GROSS
REVENUE FROM SUCH LIMOUSINE SERVICE OPERATION AND
PROVIDING RULES AND REGULATIONS FOR THE PERFORMANCE OF
SUCH LIMOUSINE SERVICE.
WHEREAS, THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI DID,
ON THE 6TH DAY OF SEPTEMBER, 1960, APPROVE THE REPORT OF THE CITY
MANAGER RECOMMENDING THE GRANTING TO INLAND TRANSPORT COMPANY OF A
FIVE -YEAR FRANCHISE TO OPERATE LIMOUSINES FROM AND TO THE CORPUS
CHRISTI INTERNATIONAL AIRPORT AND OTHER POINTS IN AND ABOUT CORPUS
CHRISTI, TEXAS; AND
WHEREAS, THE INLAND TRANSPORT COMPANY AND THE CITY OF CORPUS
CHRISTI HAVE NEGOTIATED A CONTRACT FOR THE PERFORMANCE OF SUCH LIMOUSINE
SERVICE, WHICH CONTRACT REQUIRES FOR ITS VALIDITY THE ENACTMENT OF THE
NECESSARY ORDINANCES AND APPROVAL OF THE CITY COUNCIL:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. INLAND TRANSPORT COMPANY IS HEREBY GRANTED THE
FRANCHISE FOR OPERATING A LIMOUSINE SERVICE BY AND BETWEEN THE INTER-
NATIONAL AIRPORT OF THE CITY OF CORPUS CHRISTI, AND OTHER POINTS IN
AND ABOUT THE CITY OF CORPUS CHRISTI, AS DESCRIBED IN THE SAID CONTRACT
BETWEEN THE CITY AND INLAND TRANSPORT COMPANY, SUCH CONTRACT BEING
ATTACHED TO THIS ORDINANCE AND MADE A PART THEREOF, FOR A FIVE YEAR
PERIOD BEGINNING AND ENDING AS SET OUT IN SUCH CONTRACT.
SECTION 2. THE CITY MANAGER IS HEREBY AUTHORIZED AND
DIRECTED TO EXECUTE THE FRANCHISE AGREEMENT AND UPON EXECUTION THEREOF
BY THE GRANTEE EVIDENCING ACCEPTANCE OF SAME, DELIVER SAID FRANCHISE
AGREEMENT TO THE GRANTEE.
SECTION j. SAID INLAND TRANSPORT COMPANY SHALL COMPLY WITH
ALL ORDINANCES OF THE CITY OF CORPUS CHRISTI, AND THE FRANCHISE CON-
TRACT ATTACHED HERETO AND MADE A PART OF THIS ORDINANCE.
CONTRACT FOR LIMOUSINE SERVICE

THIS AGREEMENT AND CONTRACT made and entered into this
day of October, 1960, by and between the CITY OF CORPUS
CHRISTI, a municipal corporation, acting herein by and through
its duly authorized City Manager, hereinafter called the "City,"
and INLAND TRANSPORT COMPANY, INC., hereinafter called "Inland
Limousine Service,$'
W I T N E S SETH:
Inland Limousine Service is hereby granted the right and
privilege of conducting and operating a limousine transportation
service to and from the Corpus Christi Municipal Airport and
other points in and about the city under the terms and conditions
and for the consideration hereinafter set forth:
I.
Inland Limousine Service is to operate motor vehicles
for hire as same are hereinafter defined and as hereinafter set
out for a period of five (5) years, commencing on the day
of 1960, and ending on the _ day of
, 1965.
II.
The operation of the aforementioned Inland Limousine
Service is restricted to the carrying of passengers between and
to and from the Municipal Airport of Corpus Christi and any
hotel, motel, office building, downtown and/or locations of the
various airlines, downtown terminus points, public places
and public housing accommodations.
III.
As compensation, Inland Limousine Service shall pair unto
the City fifteen Percent (15 %) of the gross revenue from the
operation of vehicles under this contract and franchise, said
amount to be payable on or before the 10th day next succeeding
each calendar month, at which time of payment a correct state-
ment of the total receipts shall be submitted accompanied by
satisfactory evidence as to correctness, and said Inland
Limousine Service shall keep a true and accurate set of books
showing the number of passengers carried and the receipts
therefrom, which records shall be accessible to the City at all
reasonable times. The payments herein provided shall be made
at the office of the Airport Manager of the City Muni

The maximum charge to be made by Inland Limousine
Service for the transportation of passengers for hire over the
public streets and public thoroughfares of the City of Corpus
Christi shall be the sum of One Dollar and Thirty -five Cents
($1.35) per passenger for transportation to the Corpus Christi
Municipal Airport from or to the points herein mentioned; but
it is further expressly understood that such maximum rate is
subject to change during the life of this contract should it
be determined by the City Council of Corpus Christi from an
inspection of the books of accounts and records of said
Limousine Service, as provided in Article 2, Section 17, and
Article g, Section 6, of the City Charter of the City of Corpus
Christi, that such maximum rate is not reasonable.
VI.
Motor vehicles operated under the terms of this contract
shall be of modern, safe and adequate construction and shall
comply with all ordinances and laws regulating the use and
operation of motor vehicles in the City of Corpus Christi and
the State of Texas.
VII.
Each operator of any motor vehicle operated under the
terms of this contract shall comply with all of the ordinances
of the City of Corpus Christi and the laws of the State of
Texas as pre - existing and as may hereinafter be enacted regulat-
ing chauffeurs and drivers of public conveyances for hire.
VIII.
Inland Limousine Service further agrees to comply with
all traffic regulations and ordinances now in force in the
City of Corpus Christi or which may be hereinafter passed and
enforced, insofar as the same are applicable.
Inland Limousine Service agrees to post such indemnity bonds
or carry public liability and property damage insurance upon any
and all motor vehicles operated under the terms of this contract
as may be required by the appropriate ordinance of the City.

Inland Limousine Service agrees to provide and maintain
modern, efficient service during the life of this contract at
rates not exceeding the maximum charge fixed herein or such
maximum charge as may be subsequently set, and a failure to
provide and maintain such efficient service, shall be grounds
for the forfeiture of the right of the franchise herein granted,
all as is provided in Paragraph XI hereof. Upon termination
of the five -year period herein provided, this contract shall
terminate and be of no further force and effect.

In any and all questions involving termination of the
contract prior to maturity date, Inland Limousine Service shall
first have notice in writing of the grounds of claimed breach,
and then have a five -day period in which to correct such
alleged breach or deficiency, and then and only then may the
City give an additional five (5) days notice in writing of a
City Council hearing to determine the question as to whether
or not Inland Limousine Service has given grounds for forfeiture
or termination of contract; provided, however, should the Inland
Limousine Service fail without cause for as long as forty-eight
(48) hours to furnish service to airport passengers, then City

nay, without notice, immediately suspend this contract and replace
with other airport limousine service, pending the hearing above-
mentioned.
XII.
This contract shall inure to the benefit of Inland
Limousine Service, its successors and assigns, provided, however,
no assignment of this contract shall become effective unless and
until said assignment is and has been approved by the City
Council of the City of Corpus Christi in writing. This contract
shall take effect and be binding upon and from and after the
date of its execution and the compliance with the procedural
requirements for the granting of franchises provided in the
City Charter, including the enactment of the necessary formal
resolutions and /or ordinances b;T the City Council.
VIII.
The City shall provide for Inland Limousine Service at
the Corpus Christi Municipal Airport suitable'and adequate
parking spaces for the parking of four vehicles, unless it is
determined by the City and Inland Limousine Service, acting
through their.respective duly authorized agents, that such
number of parking spaces is either not adequate or is more
than adequate, in which event adjustment will be made. City will
further furnish Inland Limousine Service space in the interior
of the Corpus Christi Municipal Airport terminal so that employees
of Inland Limousine Service shall have a place from which to
conduct operations inside the terminal building and to render
efficient service. Ouch interior space shall contain a floor
area of at least ford* (40) square feet and be designated by
the Airport Manager. City shall further post signs or placards

in conspicuous and convenient places announcing the availability
of Inland Limousine Service, and the location of motor vehicles
and method of reaching same, and will provide for a convenient
and expeditious route to be followed by ingoing and outgoing
passenger, who desire to use limousine service, providing further
that only such signs designating the availability of airport
limousine service or the parking place of the motor vehicles
used in such service shall be erected after the approval as to
size, quality, color and location by the Airport Manager of the
City. The City shall further give Inland Limousine Service pro-
tection from encroachment upon this franchise by taxicabs, livery
conveyances, public conveyances, private conveyances, and City
shall make such rules as are in the benefit of the public generally,
including keeping taxicabs at a sufficient distance from the
operation of the limousine service so that such taxicabs will not
interfere with the operation of Inland Limousine Service. T-
City will further act when necessary to protect Inland Limousine
Service from interference which would detract from its performance
under this contract. All motor vehicles shall carry a sign
designating their use as limousine service in letters substan-
tially in compliance with the requirements for signs on taxi-
cabs under the City Taxicab Ordinance, and the sign "Inland
Limousine Service "' shall suffice. No other signs shall be carried
on any motor vehicle used in said service except with the approval
of the Airport Manager, and such approval shall include the right
to limit the size, quality, color and location on the vehicle of
any and all such signs. No use shall be tirade of any of the
Municipal Airport property or any structures thereon by Inland
Limousine Service or any of its employees other than as herein
specifically provided.
