HomeMy WebLinkAbout06122 RES - 04/19/1961A RESOLUTION DECLARING THE POSITION OF THE CITY OF CORPUS CHRISTI TO HE THAT THE CITY OF CORPUS CHRISTI AS A LOCAL GOVERNMENTAL AGENCY, IS INTERESTED IN WORKING TOGETHER WITH OTHER GOVERNMENTAL AGENCIES IN DEVELOPING A BETTER CITY AND COMMUNITY IN WHICH TO LIVE AND IN PARTICULAR, TO IMPROVE THE PORT ARANSAS- CORPUS CHRISTI WATERWAY AND PORT FACILITIES AT THE PORT OF CORPUS CHRISTI, TEXAS AND JOINING THE CITY WITH THE NUECES COUNTY NAVIGATION.DISTRICT IN ITS PROPOSAL TO WIDEN AND DEEPEN THE PORT AHANSAS_COHPUS CHRISTI WATERWAY, EXTENDING SAID WATERWAY AND DEVELOPMENT OF A SHALLOW DRAFT CHANNEL FROM CORPUS CHRISTI BAY,INTO NUECES BAY AND INCREASE CHANNEL AND BASIN DEPTHS AND WIDTHS; AND DECLARING AN EMERGENCY WHEREAS, the Port of Corpus Christi, including the Port Aransas - Corpus ,Christi Waterway and other port facilities of Nueces County Navigation District, have been and are an important and significant factor in the economic life of the City of Corpus Christi, Nueces County and surrounding area; and WHEREAS, much of the rapid growth of the City of Corpus Christi and surrounding area is the result of the exist- ence of such waterway and port facilities and it will be nec- essary to enlarge and increase such port facilities in order to-accommodate the growth of present industries and attraction of new industry to this area for the benefit of the entire area as well as aid in the distribution of products throughout the nation and fully accommodate the transportation needs both to and from the South and West portions of the State of Texas; and WHEREAS, the proposal of Nuaces County Navigation District to provide increased channel and basin depths and widths and to develop further channel extensions and provide a shallow draft branch channel is a feasible and needed Improve- ment of said port and waterway; and WHEREAS, the City of Corpus Christi has in the past cooperated in the development of said port facilities and pro- vided for street and highway connections, the development of an adequate water supply, and cooperated in other developments of CD - 2 - the port area, and expects to continue such cooperative efforts, HOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1, It is hereby declared to be the position of the City of Corpus Christi that this City as a local govern- mental agency is interested in working together with other governmental agencies in developing a better city and community In which to live, and in particular to improve, develop, en- large and extend the Port Aransas- Corpus Christi Waterway and Port Facilities in the Port of Corpus Christi, Texas, SECTION 2, The City of Corpus Christi hereby agrees to cooperate in the carrying out of the proposals of the Nueces County Navigation District to widen and develop and extend the Port Aransas - Corpus Christi Waterway Port and Channel Facilities, and urges a favorable report of the United States Army Corps of Engineers to such proposal pursuant to its investigation hearing concerning said proposal. SECTION 3, The necessity for immediate public record of the position of the City of Corpus Christi of cooperation with the Nueces County Navigation District in the project de- scribed in the above resolution creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared such emergency and necessity to exist, having requested the suspension of said Charter rule and that this ordinance be passed finally on the date of its introduction and that this ordinance take affect and • • - 3 - be in full force and affect from and after its passage S I ACCORDINGLY PASSED AND APPROVED, this the day of , 1961, ATTEST: ` THE CITY OF CORPUS CH8 TI, TEXAS Z_� City Sec et y APPROVED AS TO LEGAL FORM THIS DAY OF , 1961: City Atto� ey • • CORPUS CHRISTI, TEXAS ,/ / PU DAY OF 19L( TO THE MEMBERS OF THE CITY COUNCIL CORPUS CHRISTI, TEXAS FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE- GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPENSION -OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I', THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
