WHICH AGREEMENT IS ATTACHED HERETO AND MADE A

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THE CITY MANAGER IS HEREBY AUTHORIZED AND DIRECTED
TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A CONTRACT
FOR THE PROFESSIONAL SERVICES OF JOSEPH HANS DOING BUSINESS UNDER THE
NAME OF JOSEPH HANS, A.I.A., AND ASSOCIATES, ARCHITECTS, FOR THE
ARCHITECTURAL AND ENGINEERING SERVICES IN THE DESIGN AND CONSTRUCTION
OF A BRANCH LIBRARY ON PROPERTY TO BE ACQUIRED FROM PARKDALE PLAZA
SHOPPING CENTER, NEAR GOLLIHAR ROAD, A COPY OF WHICH AGREEMENT IS
ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF No. 102
GENERAL FUND THE SUM OF $9,000.00 FOR THE AFORESAID ARCHITECTURAL AND
ENGINEERING SERVICES IN THE DESIGN AND CONSTRUCTION OF BRANCH LIBRARY.
SECTION 3. THE NECESSITY FOR AUTHORIZING IMMEDIATELY THE
COMMENCEMENT OF THE NECESSARY WORK ON THE DESIGN AND LOCATION FOR THE
CONSTRUCTION OF A BRANCH LIBRARY CREATES A PUBLIC EMERGENCY AND AN
IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER
RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE
DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE. OR RESOLUTION SHALL
BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR,
HAVING DECLARED THAT SUCH PUBLIC EMERGENCY AND NECESSITY EXIST, AND
HAVING REQUESTED THE SUSPENSION OF SUCH CHARTER RULE, AND THAT THIS
