AMENDING ORDINANCE R 3656, PASSED AND APPROVED
ON THE 10th DAY OF FEBRUARY, 1954, ENTITLED
'ADOPTING AND PROVIDING FOR THE ADMINISTRATION OF
THE COMPENSATION PLAN FOR ALL POSITIONS IN THE CITY
SERVICE; REPEALING ALL ORDINANCES IN CONFLICT HERE-
WITH; CONTAINING A SAVINGS CLAUSE; AND DECLARING
AN EMERGENCY °, BY DELETING SUBSECTION(b)AND SUB-
SECTION (c) OF SECTION 2 OF SAID ORDINANCE IN
THEIR ENTIBETYx A19� BY ADDING A NEW SUBSECTIAN (b)

OF SAID ORDINANCE: BY PROVIDING A SAVINGS CLAUSE;
AND BY DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEM:
SECTION 1. That Subsection (b) and Subsection (c) of Section 2
of Ordinance No. 3656 be deleted in their entirety, and in lieu thereof the
following subsections are substituted:
(b) Advancement of salary within a salary schedule for positions
in the classified service. Advancement in the salary of an
employee within a salary schedule shall be based on the
achievement of minimum periods of service and satisfactory
performance.
(1) The minimum period of service required for the first
salary advance after appointment to a position shall
be six months. For each succeeding advance, at least
one year of service in the position shall be required.
(2) Advancement to the first longevity rate shall be made
at the completion of at least one year of service in
a position at D step and at least ten years of contin-
uous service with the City.
(3) Advancement to the second longevity step shall be made
after completion of at least one year of service in a
position at the first longevity rate and at least
twenty years of continuous service with the City.
(4) No advancement of salary within a salary schedule shall
ever be made to steps Dl, El, Fl, or F2 of the salary
schedule. The salary step of any employee who has
attained step D1 of the salary schedule prior to the
passage of this ordinance shall remain unchanged until

he has completed ten years of continuous service
with the City or has been promoted to a higher class.
The salary step of any employee who has attained step
El of the salary schedule prior to the passage of this
ordinance shall remain unchanged until he has completed
twenty years of continuous service with the City or has
been promoted to a higher class. The salary step of
any employee who has attained step Fl or F2 of the
salary schedule prior to the passage of this ordinance
shall remain unchanged until such time that the employee
is promoted to a higher class or until the salary
schedules are changed by the City Council.
(5) Police and Fire personnel shall not be eligible for
longevity pay as provided above. In lieu thereof,
they shall receive longevity pay in addition to the
base salary rates as prescribed above at the rate of
02.00 per month for each completed year of service, in
accordance with state law.
(c) Advancement of salary within a salary schedule for laborer
and semi- skilled positions.
(1) The minimum period of service required for the first
salary advance after appointment as a laborer or semi-
skilled laborer shall be three months. For advancement
to the third step rate at Least nine months of service
at the second rate shall be required. For advancement
to the longevity rates, at least one year of service at
the nest lower step rate and five years and ten years
respectively of continuous service with the City shall
be required. In order to be advanced to the higher step
in a salary schedule the manner of performance of
employees shall be satisfactory.
(2) No advancement of salary within the salary schedule for
laborer and semi - skilled positions shall ever be made to
steps D1, El, Fl, or F2 of the salary schedule. The
salary step of any laborer or semi- skilled laborer who

has attained step Dl in the hourly base wage rate
schedule prior to the passage of this ordinance shall
remain unchanged until he has completed five years of
continuous service with the City or has been promoted
to a higher class. The salary step of any laborer or
semi - skilled laborer who has attained step E1 in the
hourly base wage rate schedule prior to the passage
of this ordinance shall remain unchanged until he has
completed ten years of continuous service with the City
or has been promoted to a higher class. The salary
step of any laborer or semi - skilled laborer who has
attained step Fl or F2 of the hourly base wage rate
schedule prior to the passage of this ordinance shall
remain unchanged until such time that the employee is
promoted to a higher class or until the salary schedules
are changed by the City Council.
SECTION 2. If for any reason any section, paragraph, subdivision,
clause, phrase, or provision of this ordinance shall be held invalid, it shall
not affect the valid provisions of this ordinance or any other ordinance of
the City of Corpus Christi to which these rules and regulations relate.
SECTION 3. The fact that there is an immediate need to make certain
changes in the City's Compensation Plan, in order to provide for an efficient admin-
istration of City affairs, creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and such ordinance or reso-
lution shall be read at three several meetings of the City Council, and the Mayor,
having declared such emergency and necessity to exist, having requested the sus-
pension of the Charter rule and that this ordinance be passed finally on the date
of its introduction and that this ordinance take effect and be in full force and

RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; 1', THEREFORE, HERESY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED,
