DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER, H. W. WHITNEY, BE AND HE
IS HEREBY AUTHORIZED AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE
CITY, AN AGREEMENT AND APPLICATION FOR FEDERAL FINANCIAL ASSISTANCE UNDER
PUBLIC LAW No. 875, 81ST CONGRESS, AS AMENDED, FOR THE SUM OF $33,281.96
FOR THE CITY FOR DAMAGES CAUSED BY HURRICANE "CARLA" ON OR ABOUT
SEPTEMBER 10, 1961, AS MORE FULLY SET OUT IN THE AGREEMENT AND APPLI-
CATION, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THE NECESSITY FOR IMMEDIATE AUTHORIZATION OF
THE CITY MANAGER TO EXECUTE THE NECESSARY INSTRUMENTS AS AFORESAID
, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIR-
ING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION
SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS
INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT
THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING
DECLARED THAT SUCH PUBLIC EMERGENCY AND NECESSITY EXIST, AND HAVING
REQUESTED THE SUSPENSION OF SUCH CHARTER RULE, AND THAT THIS ORDINANCE
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND
BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS S G IT IS ACCORDINGLY

THE APPLICANT HEREIN BELOW DESIGNATED makes application to the
GOVERNOR OF THE STATE OF TEXAS
for the sum of $ 3_ g8 to cover estimated Federal costs of
the work described in EXHIBTT "A" to this application, located at
CORPUS CHRISTI TEXAS which was damaged by
HURRICANE "CARLA"
These funds to be paid from the Federal Disaster Fund made available
under the provisions of Public Law 875, 81st Congress, as amended, by
order of the President of the United States of America, under date of

Law 875, 81st Congress, as amended, said Agreement between the United
States of America and the State of TEXAS
and regulations issued by the Government of the United States of America
and by the State of Tye , shall become
a part of this application and agreement between the applicant and the
State of TFSeG , with respect to any
moneys that may be made available to the applicant as a result of this
application. In cases of conflict, applicable Federal regulations will
govern.
ASSURANCES AND AGREEMENTS
A. The applicant certifies that the disaster relief work herein described
for which Federal financial assistance is requested hereunder, has
been determined necessary and essential in accordance with the
criteria contained in Section 1710.10 of Part 1710, Federal Disaster
Assistance Regulations.
B. The applicant is the legal entity responsible under law for the per-
formance of the work herein detailed.
C. The applicant certifies that this Project Application meets all of the
requirements and conditions of the Federal -State Disaster Assistance
Agreement, the Act, the Regulations thereunder, and such other
terms established by the Director, OCDM.

COMMENTS
With -but one exception, winds caused all the damage to the
water, sewerage and gas systems. Wave action on Lake
Corpus Christi was responsible for the shifting and loss of
several yards rip -rap and gravel on,the face of the dam.
High water caused no direct damage, but the threat of the
approaching hurricane necessitated considerable overtime,
especially on the part of the Gas division. Prior to,
during, and immediately following the hurricane, various
Gas division personnel were on duty in the event of line
breaks.
The majority of all damages to the municipal facilities have,
been repaired by City forces, with overtime making up the
major part of the P.L. 875 application. One elevated tank
required sway rod tightening, and one truck window was smashed
by blowing debris. A motor an a lift station burned out, and
a vent was blown away at the main water department office.
Considerable roof damage was experienced -all of which was
covered by insurance.
