BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ACCEPT THE PROPOSAL OF SHILSTONE LABORATORIES DATED OCTOBER 5, 1961, FOR SUBSURFACE SOIL INVESTIGATIONS IN CONNECTION WITH THE PROPOSED STUDIES FOR DEVELOPMENT OF THE OSO BAY AND MARINA, AS MORE FULLY SET FORTH IN THE PROPOSAL, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED FROM NO. 102 GENERAL FUND, ACTIVITY No. 4299, CODE 301, THE SUM OF $3,630.00 TO BE USED IN PAYMENT FOR SUCH LABORATORY SERVICES AS MAY BE REQUIRED IN CONNECTION WITH THEAFORESAID SUBSURFACE SOIL INVESTIGATIONS. SECTION 3. THE NECESSITY TO AUTHORIZE ACCEPTANCE OF THE AFORE- SAID PROPOSAL AND TO PROVIDE THE NECESSARY FUNDS FOR SUBSURFACE SOIL INVESTIGATIONS IN CONNECTION WITHINE PROPOSED STUDIES FOR DEVELOPMENT OF THE OSO BAY AND MARINA CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF THE SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON'HiE DATE I. Mager Staphencon, Chairman Oso Study Committee 4319 South Alameda Carpus Christi, Texas U: Subsurface Investigation of Oso bey, Corpus Christi, Texas Dear SJr : At the last meeting of the Oro Study C i mittee, we were instructed to develop a cost estimate of developing data in Oso bay for the purpose of properly describing existing conditions to prospective developers. The area which would be investigated is represented by the attached sop. We were instructed that these data should provide the information as follows: 1. A survey upon a 1,000 foot grid system, using trpneit stsda methods. This work would be accomplished weeder the direction of a licensed public surveyor under the direction of a registered professional engineer. It is estimated that 115 control points would be estab- lished. 2. Obtain soil borings for the purpose of dtwleping the dopth of the stiff clay contour. This depth will vary from five feet to forty feet. Depths of water soundings would be a"@ at the saw time. 3. plot these contours for the purpose of indicating the configuration of the top of the stiff clay. 4.
