AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO ACCEPT
THE PROPOSAL OF ALLAN MOTE, CERTIFIED PUBLIC ACCOUNTANT,
TO MAKE AN AUDIT OF THE CITY'S RECORDS FOR THE FISCAL
YEAR ENDING JULY 31, 1962, A COPY OF WHICH PROPOSAL IS
ATTACHED HERETO AND MADE A PART HEREOF; AUTHORIZING
AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF
THE CITY, TO EXECUTE AN ACCEPTANCE OF SAID PROPOSAL=
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED TO ACCEPT THE PROPOSAL OF ALLAN MOTE, CERTIFIED PUBLIC
ACCOUNTANT, TO MAKE AN AUDIT OF THE CITY'S RECORDS FOR THE FISCAL
YEAR ENDING JULY 31, 1962, A COPY OF WHICH PROPOSAL IS ATTACHED HERETO
AND MADE A PART HEREOF, AND AUTHORIZING THE CITY MANAGER, FOR AND ON
BEHALF OF THE CITY, TO EXECUTE AN ACCEPTANCE OF SAID PROPOSAL.
SECTION 2. THE NECESSITY TO ACCEPT THE AFORESAID PROPOSAL
AS PROMPTLY AS POSSIBLE AND TO AUTHORIZE THE CITY MANAGER TO DO SUCH
THINGS AS ARE NECESSARY IN THIS CONNECTION CREATES A PUBLIC EMERGENCY
AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE
CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION
SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE
MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING
REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS P AGE,
IT IS ACCORDINGLY PASSED AND APPROVED, THIS THE0 QQ DAY OF

Pursuant to your invitation, we submit herewith our proposal covering the
audit of the City's records for the fiscal year ending July 31, 1962.
Ae understand the engagement is to consist of a review of the sys tems, methods
and operations, as well as a review of the status of the ,ity's financial
affairs at the end of the fiscal year and of the results of its financial
transactions during the period, together with comments and recommendations
thereon.
It is further understood that in deference to the contractual arrangements
between the City and the School District the audit of the Tax Office will be
performed by another auditor. It is assumed that the report of said auditor
will be available to us, and that the scope of his work will be such that it
can be accepted by us without reservation in our report.
Should we be engaged, we would expect to make our studies of the systems,
methods and operations at appropriate times prior to July 31, and in accordance
with the inventory schedules set up by the Director of Finance to make adequate
inventory observations, and to do such other preliminar, work as feasible, so as
to complete the audit and the report thereon at a reasonable date subsequent
to July 31.
As the City has its own facilities for reproducing the report, we contemplate
that, as in the past, the City will furnish us with the necessary stencils,
and will multigraph and bind the reports in such quantities as may be needed.

It is anticipated that the engagement will not exceed a total of 381000.00.
Should the discovery of shortages or other irregularities indicate the ad-
visability of more extended procedures than now contemplated, conferences
would be held with the Council and /or its representatives with reference
to the approval of such procedures.
It is our expectation that the engagement will be carried out in conformity
with the standards set up by the National Committee on Governmental Accounting,
and with the full benefit of our more than twentyfive years experience in the
field of municipal and governmental accounting.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL$ 1, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED,
OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
