KELLEY FOR THE FURNISHING OF PROFESSIONAL SERVICES IN THE MAKING OF A COLOR MOVIE FILM TO PROMOTE THE INTERESTS OF CORPUS CHRISTI AS AN INDUSTRIAL CENTER, ALL AS MORE FULLY SET FORTH IN THE PRO- POSAL AND ACCEPTANCE, COPIES OF WHICH ARE AT- TACHED HERETO AND MADE A PART HEREOF; APPROPRIATING AND REAPPROPRIATING OUT OF THE GENERAL FUND 102, ACTIVITY NO. 4291, THE SUM OF $7500.00 FOR THE PAYMENT OF SUCH FILM; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ACCEPT THE WRITTEN PROPOSAL OF F. J. KELLEY FOR THE FURNISHING OF PROFESSIONAL SERVICES IN THE MAKING OF A COLOR MOVIE FILM TO PROMOTE THE INTERESTS OF CORPUS CHRISTI AS AN INDUSTRIAL CENTER, ALL AS MORE FULLY SET FORTH IN THE PROPOSAL AND ACCEPTANCE, COPIES OF WHICH ARE ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED OUT OF THE GENERAL FUND 102, ACTIVITY N0. 4291, THE SUM OF $7500.00 FOR THE PAYMENT OF THE AFORESAID FILM. SECTION 3. THE NECESSITY TO ACCEPT THE PROPOSAL MADE TO THE CITY BY F. J. KELLEY, AND THE NECESSITY TO APPROPRIATE THE FUNDS NEEDED FOR THE PAYMENT OF THE FILM TO BE FURNISHED BY THE AFORESAID F. J. KELLEY CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE PROVIDING THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNTIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT 6916 FROM AND AF'TER THE PASSAGE OF SAME, IT IS ACCORDINGLY SO ORDAINED THIS THE /V Z DAY OF MAY, 1963. C May 9, 1963 City Council City Manager Municipal Industrial Committee Corpus Christi, Texas Gentlemen: WI 5.1421 - CORPUS CHRISTI, TEXAS On May 1, 1963, I submitted a proposal for the production of a twenty -five minute color movie to promote the industrial efforts of Corpus Christi. In the fourth paragraph of my proposal I set forth our standard terms and it is the purpose of this letter to set forth an alternate method of payment which would permit the movie to be made over the period of the next three months thus taking advan- tage of summer weather. The entire payment for the movie could be made at the time of delivery of the color print to the City Council which could be in September of this year. All other factors would remain the same, such as, your approval of the work print and corresponding narration ' before the final color print is fabricated. I consider this method of payment to be in the best interest of the City at this time and I am hopeful it will permit your acceptance in accordance therewith. Yours very truly, -)5� F. . C - WI 5 -1421 - CORPUS CHRISTI, TEXAS May 1, 1963 City Council ✓ City Manager Municipal Industrial Committee Corpus Christi, Texas Gentlemen: It is my pleasure to submit this letter as my proposal for the production of a twenty -five minute, 16mm, sound on film, color movie to promote the industrial efforts of Corpus Christi. In addition to the motion picture film, my proposal in- cludes a black & white and a color 8 x 10 print of each important scene in the movie. The purpose of the series of still pictures is to provide an up -to -date black & white picture file for news releases, magazine promotion, etc. The color picture file would be extremely helpful for future brochures and as a supplement to the movie. My procedure in the production of a color movie is to provide the client with a black & white work print with corre- sponding sound track, thus, assuring that the script and corre- sponding scenes are completely acceptable before the color film is cut to match. The entire photography and script responsibility would be vested in me as the producer, with approval of the industrial committee, before the film is fabricated into a finished production, The total cost of the color movie and corresponding color and black & white prints is $7,500. Our standard terms are: one third at the time of acceptance of this proposal, one third at the time of your acceptance of the work print and narration and the final one third upon my delivery of the color print to you. Dupli- cate color prints of the movie are priced at $190 each. It is well known in the film business that the client should be thoroughly acquainted with the film production concern with whom he is doing business. My organization is 100 per cent locally owned and I stand on the record of past color movies produced for the Caller Times Publishing Company, Central Power and Light-Company, Core Laboratories, Inc., and our tourist organization. I assure the maximum of effort, quality, and co- operation in the production of an outstanding movie in the best interest of our city.
