AN ORDINANCE
AMENDING ORDINANCE NO. 6839, AS AMENDED, BY AMENDING
SECTION 1 OF SAID ORDINANCE SO AS TO MAKE CLEAR THAT
THE ANNEXATION TO THE CITY OF CORPUS CHRISTI OF THE
U.S. NAVAL AIR STATION, CORPUS CHRISTI, TEXAS, IN SO
FAR AS CERTAIN AREAS OF SAID TERRITORY ARE CONCERNED,
IS ANNEXED SUBJECT TO THE ORDER OF THE GOVERNOR OF
THE STATE OF TEXAS GRANTING EXCLUSIVE JURISDICTION
TO THE UNITED STATES OF AMERICA OVER SAID AREAS; AND
DECLARING AN EMERGENCY.
WHEREAS, THE STATE OF TEXAS, ACTING BY AND THROUGH ITS THEN DULY
AUTHORIZED GOVERNOR, DID ON THE 12TH DAY OF DECEMBER, A.D., 1940, CEDE TO THE
UNITED STATES OF AMERICA EXCLUSIVE JURISDICTION OVER CERTAIN AREAS OF THE U. S.
NAVAL AIR STATION, CORPUS CHRISTI, TEXAS, AS LONG AS THE SAME REMAINED THE
PROPERTY OF THE UNITED STATES OF AMERICA; AND
WHEREAS, SAID AREAS ARE STILL OWNED BY THE UNITED STATES OF AMERICA
AND ARE WITHIN THE CONFINES OF THE I.I.S. NAVAL AIR STATION, CORPUS CHRISTI, TEXAS;
AND
WHEREAS, IT IS DESIRED THAT SUCH ORDINANCE CLEARLY REFLECT THAT THE
U.S. NAVAL AIR STATION, CORPUS CHRISTI, TEXAS, WAS ANNEXED SUBJECT TO SAID
CESSION ORDER:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. THAT ORDINANCE NO. 6839, PASSED AND APPROVED BY THE CITY
COUNCIL ON THE 6TH DAY OF MARCH, 1963, AND AS AMENDED BY ORDINANCE N0. 6912,
PASSED AND APPROVED BY THE CITY COUNCIL ON THE 15TH DAY OF MAY, 1963, BE AND
THE SAME IS HEREBY AMENDED BY AMENDING SECTION 1 OF SAID ORDINANCE BY ADDING A
CLAUSE AT THE END OF SAID SECTION TO READ AS FOLLOWS:
'NOTWITHSTANDING ANY OTHER PROVISION OF THIS ORDINANCE THE EXCLUSIVE
JURISDICTION GRANTED TO THE UNITED STATES OF AMERICA BY THE GOVERNOR OF THE
STATE OF TEXAS OVER CERTAIN AREAS OF SAID TERRITORY IS RECOGNIZED AND SHALL
PREVAIL IN SAID AREAS SO LONG AS SAID EXCLUSIVE JURISDICTION SHALL REMAIN IN
EFFECT."
SECTION 2. EXCEPT AS AMENDED BY ORDINANCE No. 6912, AND THIS
ORDINANCE, ORDINANCE N0. 6839 SHALL CONTINUE IN FULL FORCE AND EFFECT.

SECTION 3. THE NECESSITY FOR IMMEDIATELY AMENDING ORDINANCE N0.
6B39, AS AMENDED, TO CLARIFY THE STATUS OF THE U. S. NAVAL AIR STATION,
CORPUS CHRISTI, TEXAS, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC
NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST,
HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS
ACCORDINGLY SO ORDAINED THIS THE ly DAY OF JULY, 1963.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
' DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
