HomeMy WebLinkAbout06977 ORD - 07/31/1963AN ORDINANCE AMENDING ORDINANCE NO. 3656, PASSED AND APPROVED ON THE 10th DAY OF FEBRUARY, 1954, ENTITLED "ADOPTING AND PROVIDING FOR'THE ADMINISTRATION OP THE COMPENSATION PLAN FOR ALL POSSITIONS IN THE CITY SERVICE; REPEALING ALL ORDINANCES IN CONFLICT HERB,- WITH; CONTAINING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY ",-BY AMENDING PARAGRAPH (5) OEI SUBSECTION (A) OF SECTION 2 TO PROVIDE FOR THE PROMOTION OF SEMI - SKILLED LABORERS TO EQUIPMENT OPERAT=; AND BY AMENDING PARAGRAPH (4) OF SUBSECTION (B) OF SECTION 2 TO PROVIDE FOR THE RE- LETTERING OF PAY STEPS FOR THE POSITIONS OF LABORER AND SEMI - SKILLED LABORER; BY PROVIDING A SAVINGS CLAUSE; AND BY PE- CLARING AN EMERGENCY. BE IT ORDAINED BY TIM CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TRW : SECTION 1. That Paragraph (5) of Subsection (A) of Section 2 of said Ordinance 3656, as amended, be amended by adding the following sentence to said paragraph: (5) ...; However, when an employee is promoted from the classification of Semi - Skilled Laborer to the classi- fication of Equipment Operator and the work week of the individual in the Semi- Skilled position regularly- involved a minimum of four (4) hours overtime per week, the employee shall be placed in the step of the higher salary grade which corresponds to the same salary, including overtime, as that earned in the lower salary grade. SECTION 2. That paragraph (4) of Subsection (B) of Section 2 be revised to hereafter read as follows: (2) No advancement of salary within the salary schedule for Laborer and Semi- Skilled positions shall ever be made to steps Cl, Dl, E1, or F of the salary schedule. The salary step of any Laborer or Semi - Skilled Laborer vho has attained step Cl in the hourly base wage rate schedule prior to the passage of this ordinance shall remain un- changed until he has completed five years of continuous service with the City or has been promoted to a higher class. The salary step of any Laborer or Semi - Skilled Laborer who has attained step D1 in the hourly base wage 65 %77 3 rate schedule prior to the passage of this ordinance shall remain unchanged until he has completed ten years of con- tinuous service with the City or leas been promoted to a higher class. The Salary Step of any Laborer or Semi - Skilled Laborer who has attained step El or F of the hourly base wage rate schedule prior to the passage of this ordi- nance shall remain unchanged until such time that the employee is promoted to a higher class or until the salary schedules are changed by the City Council. SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this ordinance shall be held invalid, it shall not affect the valid provisions of this ordinance or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 4. The fact that there is an immediate need to make certain changes in the Cityls Compensation Plan, in order to provide for an efficient administration of Cit; affairs, creates a public emergency and an imperative public necessity requiring the suspension of the Charter Rule that no ordinance or resolution shall be passed finally on the date of its introduction and such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, haying declared such emergency and necessity to exist, having requested the suspension of the Charter Rule and that this prdi- nance be passed finally on the date of its introduction and that this ordinance take effect and be in full force and effect from and after July T/I 1963, IT IS ACCORDINGLY PA§SED AND APPROVED, this the day of A THE CITY OF CORPUS.CHRISTI, TEXAS July, 1963. FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE- GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT 13 INTRO - DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
