AN ORDINANCE
AMENDING ORDINANCE NO. 3658, PASSED AND APPROVED
ON THE 10TH DAY OF FEBRUARY, 1954; ENTITLED "AN
ORDINANCE AMENDING THE RULES AND REGULATIONS OF
THE CIVIL SERVICE BOARD OF THE CITY OF CORPUS
CHRISTI BY ADDING ARTICLE XX PROVIDING FOR THE
ADOPTION AND ADMINISTRATION OF THE POSITION
CLASSIFICATION PLAN FOR ALL OFFICES AND POSITIONS
IN THE CLASSIFIED SERVICE ", AS AMENDED, BY AMENDING
SECTION 4 OF ARTICLE XX OF SAID ORDINANCE BY DELETING
CERTAIN POSITIONS AND CHANGING THE CLASS GRADE OF
CERTAIN POSITIONS; CREATING THE COMMERCIAL OFFICE
DIVISION OF THE DEPARTMENT OF PUBLIC UTILITIES AND
DESIGNATING THE COMMERCIAL OFFICE MANAGER AS HEAD
OF SAID DIVISION; PROVIDING A SAVINGS CLAUSE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT ORDINANCE No. 3658, AS AMENDED, BE AMENDED
BY CHANGING THE CLASS GRADE OF CERTAIN POSITIONS 50 THAT SAID SECTION 4,
ARTICLE XX WILL HEREAFTER READ AS FOLLOWS:

CHIEF TELEPHONE OPERATOR 12
SECTION 2. THAT ORDINANCE NO. 3658, AS AMENDED, BE AMENDED BY
DELETING THE,POSITIONS OF COMMERCIAL OFFICE MANAGER AND RECREATION SUPERINTENDENT.
SECTION 3. THE DIVISION OF COMMERCIAL OFFICE OF THE DEPARTMENT
OF PUBLIC UTILITIES IS HEREBY CREATED. THE COMMERCIAL OFFICE MANAGER IS
HEREBY DESIGNATED AS HEAD OF THE COMMERCIAL OFFICE DIVISION OF THE DEPARTMENT
OF PUBLIC UTILITIES.
SECTION 4. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION,
CLAUSE, PHRASE OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID, IT SHALL
NOT AFFECT ANY VALID PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF THE CITY OF
CORPUS CHRISTI TO WHICH THESE RULES AND REGULATIONS RELATE.
SECTION 5. THE FACT THAT THERE IS A NEED TO MAKE CERTAIN CLASS
GRADE CHANGES AND ADD CERTAIN POSITIONS SO THERE MAY BE AN EFFICIENT ADMINIS-
TRATION OF THE CITY AFFAIRS CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC
NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO
EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT
THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND

THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM

THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
