CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF PROPERTY ABUTTING
ON LAMBERT STREET FROM LUM STREET TO WEST PROPERTY LINE OF KOOLSIDE ADDITION;
FRANCIS STREET, FROM LUM STREET TO WEST PROPERTY LINE OF KOOLSIDE ADDITION;
FRANCIS STREET, FROM BOBALO STREET TO LUM STREET; LUM STREET, FROM GOLLIHAR
ROAD TO MC ARDLE ROAD; BOBALO STREET, FROM DORTHY DRIVE TO FRANCIS STREET,
AS TO THE SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY AND THE REAL AND TRUE
OWNERS THEREOF BY VIRTUE OF THE IMPROVEMENTS OF SAID STREETS WITHIN SAID
LIMITS, AND AS TO ANY ERRORS, AND INVALIDITIES OR IRREGULARITIES IN ANY OF
THE PROCEEDINGS OR CONTRACT THEREOF; FINDING AND DETERMINING THAT THE
PROPERTY ABUTTING UPON SAID STREETS WITHIN THE LIMITS DEFINED WILL BE
SPECIALLY BENEFITED AND ENHANCED IN VALUE IN EXCESS OF THE AMOUNT OF THE
COST OF SAID IMPROVEMENTS PROPOSED TO BE ASSESSED AGAINST SAID PROPERTY
ABUTTING UPON SAID RESPECTIVE STREETS WITHIN THE LIMITS DEFINED AND LEVYING
AN ASSESSMENT AGAINST THE PROPERTY AND THE OWNERS THEREOF, ABUTTING UPON
SAID STREETS; AND DECLARING AN EMERGENCY.
WHEREAS, the following streets were ordered improved:
1. Lambert Street, from Lum Street to west property line of Koolside Addition;
2. Francis Street, from Lum Street to west property line of Koolside Addition;
3. Francis Street, Bobalo Street to Lum Street;
4. Lum Street, Go]lihar Road to McArdle Road;
5. Bobalo Street, from Dorthy Drive to Francis Street.
as more particularly shown by proceedings heretofore had; and
WHEREAS, a contract was duly entered into by the City of Corpus Christi
for the improvement of said streets as is more particularly shown by the terms of the
said contract and proceedings had for same; and
WHEREAS, by ordinance passed on the 26th day of June A.D. 19 63,
the City Council of the City of Corpus Christi determined the necessity of levying an`
assessment against the property and theowners thereof, abutting upon the said streets
and portions thereof named above; and
WHEREAS, in accordance with the law, the said owners of said property and
their agents were duly notified to appear before the City Council of the City of
Corpus Christi, in the Council Chamber in the City Hall on the 21st day of August ,
A.D., 1963 , at 3:00 o'clock P.M., at which time all of said owners, their agents
and attorneys, and all persons interested in said property were notified of the de-
termination of the City Council to fix the proportionate amount of the cost of the
said pavement against the said property and the owners thereof, and the said owners
were allowed to make such protest, remonstrances, and objections as they deemed
advisable; and
WHEREAS, all of the said owners were duly notified, and the said hearing has
been continued from time to time, and no protests have been made; and
WHEREAS, The City Council, after fully considering the proportionate amount
to be paid by each of the said property owners, and the particular amount that the
said property owners and their property would be benefited and enhanced in value by

reason of the making of the said improvement, are of the opinion that the assessment
shown in the ordinance this day to be passed by the Council should be made against the
property owners and the respective property in accordance with the provisions of the
applicable law, and that the said hearing heretofore referred to be, and the same is
hereby closed:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the revised assessment be, and the same is hereby made
against the property and the owners thereof abutting upon the said street, and whose
property is specially benefited by reason of making said improvement in the amounts
shown in said assessment; and the hearing heretofore had be and the same is hereby
closed.
SECTION 2. The need for promptly determining the assessments against
property owners and closing the hearing on assessments creates a public emergency and
an imperative public necessity requiring the suspension of the Charter Rule that no
ordinance or resolution shall be passed finally on the date of its introduction and
that such ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor, having declared such emergency and necessity to exist, having
requested the suspension of said Charter rule and that this resolution be passed
finally o e date of its introduction and that this resolution tak,�je feet from and

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCEy A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; 1, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO -
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL,
