A RESOLUTION
WHEREAS, THE GROWTH OF THE NUCLEAR ENERGY INDUSTRY IN THE FREE
WORLD HAS CAUSED AND WILL NECESSARILY CAUSE AN INCREASE IN THE VOLUME OF
RADIOACTIVE MATERIALS BEING TRANSPORTED BY VARIOUS MEANS, INCLUDING OCEAN-
GOING VESSELS; AND
WHEREAS, A SIGNIFICANT VOLUME OF SUCH MATERIALS MAY BE CONSIGNED
TO BE SHIPPED FROM POINTS TO AND FROM THE STATE OF TEXAS; AND
WHEREAS, SUCH SHIPMENTS OFFER NEW SOURCES OF COMMERCIAL TRAFFIC,
PORT REVENUE AND INDUSTRIAL ACTIVITIES IN AND ABOUT THE PORT OF CORPUS
CHRISTI; AND
WHEREAS, THE CUSTOMARY SAFETY PROCEDURE AND ROUTINES WILL BE
FOLLOWED TO SAFEGUARD THE PUBLIC HEALTH AND SAFETY IN CONNECTION WITH
SUCH TRANSPORTATION AND HANDLING:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, THAT THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI DOES HEREBY ENDORSE AND APPROVE THE EFFORTS OF THE TEXAS COMMIS-
SION ON ATOMIC ENERGY AND SOUTHERN INTERSTATE NUCLEAR BOARD AND NUECES
COUNTY NAVIGATION DISTRICT IN THEIR EFFORTS TO INCREASE THE VOLUME OF
COMMERCIAL TRAFFIC IN RADIOACTIVE MATERIALS, WITH DUE PRECAUTIONS TO
PROTECT THE PUBLIC HEALTH AND SAFETY;
BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI DESIRES THAT SAID CITY BE IDENTIFIED AS A PIONEER AMONG
PROGRESSIVE, FORWARD - LOOKING PORTS BY SEEKING TO ENCOURAGE THE INDIRECT
AND DIRECT BENEFIT FROM NUCLEAR ADVANCES.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
