A RESOLUTION
ACKNOWLEDGING RECEIPT OF A COMPROMISE PROPOSAL OF
THE COUNTY JUDGE OF NUECES COUNTY, TEXAS, DATED
DECEMBER 6, 1963, ON BEHALF OF THE COMMISSIONERS'
COURT TO THE CITY, CONCERNING MEMORIAL HOSPITAL
OPERATIONAL FUNDS, AND ACCEPTING SAID PROPOSAL
ON BEHALF OF THE CITY.
WHEREAS, THE CITY GOVERNMENT HAS PUBLICLY EXPRESSED THROUGH
ITS CITY COUNCIL THE CONCLUSION THAT THE COST OF OPERATION OF MEMORIAL
HOSPITAL IS PROPERLY A COUNTY RESPONSIBILITY; AND
WHEREAS, DISCUSSIONS HAVE BEEN PROGRESSING FOR SOME TIME CON-
CERNING THE FINANCING OF OPERATIONAL EXPENSES OF MEMORIAL HOSPITAL; AND
WHEREAS, THE COUNTY OF NUECES THROUGH ITS COUNTY JUDGE AND
COMMISSIONERS' COURT HAVE INSISTED THAT THE COUNTY IS AT THIS TIME
UNABLE TO FINANCE THE OPERATIONS OF MEMORIAL HOSPITAL AT ITS PRESENT
LEVEL OF SERVICE WHOLLY AT COUNTY EXPENSE; AND
WHEREAS, A COMPROMISE PROPOSAL OF THE COUNTY JUDGE OF NUECES
COUNTY, TEXAS, DATED DECEMBER 6, 1963, ON BEHALF OF THE COMMISSIONERS'
COURT TO THE CITY, HAS BEEN FURNISHED TO THE CITY OF CORPUS CHRISTI; AND
WHEREAS, THE CITY COUNCIL OF THE CITY IS OF THE OPINION THAT
SAID PROPOSAL IS ACCEPTABLE TO THE CITY FOR AN INDEFINITE PERIOD:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THE PROPOSAL OF THE COUNTY OF NUECES, DATED
DECEMBER 6, 1963, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART
HEREOF, BE AND THE SAME IS HEREBY ACCEPTED FOR AND ON BEHALF OF THE
CITY FOR AN INDEFINITE TERM FOR THE FINANCING OF THE OPERATIONAL EXPENSE
OF MEMORIAL HOSPITAL, RESERVING IN BOTH PARTIES THE RIGHT TO REQUEST OF
THE OTHER, A DISCUSSION FOR REVISION, AT ANY TIME. /

Gentlemen:
It is the unanimous opinion of the individual members of
the Commissioners' Court of Nueces County, Texas, myself included,
that a proposal to create a Hospital District should be deferred
and that the following procedure for financing the cost of charity
at-Memorial Hospital is to be preferred:
That the City of Corpus Christi commit itself to contribute
$18,500.00 per month to Memorial Hospital, which is the amount
presently allocated by the City to the Hospital. This contribu-
tion would continue for an indefinite period of time, the present
Council only binding the City for the balance of their present
terms. That in return, Nueces County agrees to contribute a like
sum per '6to the operation of the Hospital together with such
additional sums as are necessary in order to maintain the present
level of services at the Hospital,
We feel that this arrangement will have certain distinct
advantages over other financial arrangements, such advantages
being:
(1) It will permit an immediate announcement by the
City and County that the present level of ser-
vices will be maintained at the Hospital which
will not only insure the operation of the 7th
floor and the out - patient clinic, but will also
prevent the loss of our very valuable intern
program.
(2) It is anticipated that almost immediately the
percentage which the County contributes will in-
crease to about two- thirds of the Hospital
operating cost, and the City contribution will
constitute about one -third of the cost. This is
i approximately the same ratio which the City and '
County presently contribute to other welfare
services.,

(3) Since the City's future contribution will be
in a fixed,amount, future discussions of in-
creased costs will be limited to the Hospital
Board and the Commissioners! Court, thus.
diminishing the present more complicated lines
Of communication.
All of the above is dependent, of course, upon the City
and County continuing to maintain their present'ratios of con-
tribution in all other joint endeavors.

commissioner has assured me that he will vote for such a proposal

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCILS I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
