THE STATE OF TEXAS
COUNTY OF NUECES
CITY OF CORPUS CHRISTI
On this 3rd day of June, 1964, the City Council of
the City of Corpus Christi, Texas, convened in regular
meeting, with the following members of said Council present,
to -wit:
Dr. James L. Barnard, Mayor
Jim Young
Jack R. Blackmon
J. R. de Leon
M. P. Maldonado Commissioners
W. J. Roberts
W. H. Wallace, Jr.
T. Ray Kring, City Secretary
with the following absent: constituting
a quorum, at which time the following among other business
was transacted:
Dr. James L. Barnard, Mayor, presented for the
consideration of the Council an ordinance. The ordinance
was read by the City Secretary. The Mayor presented to the
Council a communication in writing pertaining to said
proposed ordinance, as follows:

Corpus Christi, Texas
Gentlemen:
The public importance and pressing need for the
permanent improvements to be constructed by use of the
proceeds of the bonds contemplated to be voted pursuant to
said ordinance and the need for assuming the bonds of
Nueces County Mater Control and Improvement District No. 2
(FloWr Bluff) create an emergency and an imperative public
necessity requiring the suspension of rules and Charter
provisions requiring ordinances to be considered and voted
upon at three regular meetings. I, therefore, request that

the City Council pass the proposed ordinance calling an
election for the issuance of said bonds as an emergency
measure. You will please consider this request in
connection with the ordinance which has been introduced
in the City Council on this subject.

Charter provision prohibiting ordinances from being passed
finally on the date introduced be suspended for the reasons
stated in the written request of the Mayor and stated in

Maldonado, Roberts and Wallace.

The Mayor requested that the records show that he
voted Aye. This was done.
The Mayor announced that the ordinance had been
passed. The ordinance is as follows:
ORDINANCE NO.
BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS, CALLING AN ELECTION ON THE QUESTION OF THE
ISSUANCE OF THE FOLLOWING BONDS: $750,000 PARK BONDS
FOR SOUTH BEACH IMPROVEMENTS; $550,000 PARK BONDS FOR
CORPUS CHRISTI BEACH IMPROVEMENTS; $800,000 PARK BONDS
FOR GENERAL PARK IMPROVEMENTS, $200,000 FIRE STATION
BONDS; $300,000 EQUIPMENT AND STREET MAINTENANCE YARD
AND BUILDING BONDS; $500,000 POLICE BUILDING BONDS;
$130,000 COLISEUM BONDS: $500,000 MUSEUM BONDS;
$200,000 LIBRARY BONDS; $1,500,000 SANITARY SEWER
IMPROVEMENT BONDS; $1,960,000 STREET IMPROVEMENT BONDS;
C$750,000 MIDTOWN TRAFFIC INTERCHANGE BONDS $1,360,000
STORM DRAINAGE BONDS; $1;000,000 GAS SYSTEM REVENUE
BONDS; AND ASSUMPTION OF $507,000 OF BONDS OF 14ATER
DISTRICT NO. 2 (FLOUR BLUFF); AND DECLARING AN EMERGENCY.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
1. That an election be held in said City of Corpus
Christi, Te:cas, on the 27th day of June, 1964, at which elec-
tion the following propositions shall be submitted to the
resident, qualified electors of the City of Corpus Christi,
Texas, who own taxable property in said City and who have
duly rendered the same for taxation:
PROPOSITION NO. 1
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $750,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FOR THE PURPOSE OF IMPROVING LANDS FOR
PARK PURPOSES, TO -WIT: DEVELOPMENT OF THE BAY FRONT AT
SOUTH BEACH BY CONSTRUCTING A FILL AREA, PARKING AREA,
BATH HOUSE, CONCESSION BUILDING AND RELATED IMPROVEMENTS;
and shall said City Council be authorized to levy and
cause to be assessed and collected annual ad valorem
taxes in an amount sufficient to pay the interest on
said bonds and provide a sinking fund to pay said bonds
at maturity?
PROPOSITION NO. 2
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $550,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FOR THE PURPOSE OF PURCHASING AND IMPROVE,
ING LANDS FOR PARK PURPOSES, TO -WIT: THE BAY FRONT AT
CORPUS CHRISTI BEACH; and shall said City Council be
authorized to levy and cause to be assessed and collected
annual ad valorem taxes in an amount sufficient to pay
the interest on said bonds and providp a sinking fund
to pay said bonds at maturity?

PROPOSITION NO. 3
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $800,000,
with the bonds of each sur ;h series or issues, respective-
ly, to mature serially within not to exceed 25 years
from their date, and to bear interest at rates not to
exceed 5% per annum, FOR THE PURPOSE OF PURCHASING
AND /OR IMPROVING LANDS FOR PARK PURPOSES AT THE FOLLOW-
ING PARKS, TO -WIT: WEST GUTH, MEADOW, OSO, ELGIN,
NUECES RIVER, SCHANEN, MALIBU, POENISCH, LAMAR,
MEADOWBROOK AND CULLEN: and shall said City Council
be authorized to levy and cause to be assessed and
collected annual ad valorem taxes in an amount
sufficient to pay the interest on said bonds and provide
a sinking fund to pay said bonds at maturity?
PROPOSITION NO. 4
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of
$200,000, with the bonds of each such series or issue,
respectively, to mature serially within not to exceed
25 years from their date, and to bear interest at rates
not to exceed 5% per annum, FOR THE PURPOSE OF PROVIDING
FUNDS FOR PERMANENT PUBLIC IMPROVEMENTS, TO -WIT: THE
CONSTRUCTION OF TWO FIRE STATIONS; and shall said City
Council be authorized to levy and cause to be assessed
and collected annual ad valorem taxes in an amount
sufficient to pay the interest on said bonds and provide
a sinking fund to pay said bonds at maturity?
PROPOSITION NO. 5
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $300,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FOR THE PURPOSE OF PROVIDING FUNDS FOR
PERMANENT PUBLIC IMPROVEMENTS TO -WIT: THE ESTABLISHMENT
OF AN EQUIPMENT AND STREET MAINTENANCE YARD AND RELATED
BUILDINGS, and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the interest
on said bonds and provide a sinking fund to pay said bonds
at maturity?
PROPOSITION NO. 6
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $500,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from their
date, and to bear interest at rates not to exceed 5% per
annum, FOR THE PURPOSE OF PROVIDING FUNDS FOR PERMANENT
PUBLIC IMPROVEMENTS, TO -WIT: IMPROVEMENTS TO THE POLICE
BUILDING: and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the interest
on said bonds and provide a sinking fund to pay said bonds
at maturity?
PROPOSITION NO. 7
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $130,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FOR THE PURPOSE OF PROVIDING FUNDS FOR
PERMANENT PUBLIC IMPROVEMENTS, TO -WIT: IMPROVEMENTS TO
THE COLISEUM; and shall said City Council be authorized
to levy and cause to be assessed and collected annual
ad valorem taxes in an amount sufficient to pay the
interest on said bonds and provide a sinking fund to
pay said bonds at maturity?
PROPOSITION 90. 8
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $500,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FO': THE PURPOSE OF PROVIDING FUNDS FOR
PERMANENT PUBLIC IMPROVEMENTS, TO -WIT: A MUSEUM BUILDING;
and shall said City Council be authorized to levy and
cause to be assessed and collected annual ad valorem
taxes in an amount sufficient to pay the interest on
said bonds and provide a sinking fund to pay said bonds
at maturity?
PROPOSITION NO. 9
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $200,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 25 years from
their date, and to bear interest at rates not to exceed
5% per annum, FOR THE PURPOSE OF PROVIDING FUNDS FOR
PERMANENT PUBLIC IMPROVEMENTS, TO -WIT: A BRANCH LIBRARY;
and shall said City Council be authorized to levy and
clause to be assessed and collected annual ad valorem taxes
in an amount sufficient to pay the interest on said
bonds and provide a sinking fund to pay said bonds at
maturity?
PROPOSITION NO. 14
Shall the City Council of said City be authorized
to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of
$1,000,000, with the bonds of each such series or
issue, respectively, to mature serially within not
to exceed 25 years from their date, and to bear
interest at rates not to exceed 5% per annum, FOR THE
PURPOSE OF IMPROVING AND EXTENDING SAID CITY'S GAS
SYSTEM, with said bonds to be secured by and payable
from a first lien on and pledge of the Net Revenues
of said City's Gas System?
PROPOSITION NO. 15
Shall the City assume and pay for the outstanding
bonds of Nueces County Water Control and Improvement
District No. 2 (Flour Bluff) in the aggregate principal
amount of $507,000, dated October 1, 1950, and bearing
interest at the rates of 3% and 3k% per annum?
2. That voting machines shall be employed at the
election herein ordered in accordance with the provisions of
V. A. T. S. Election Code, Article 7.14, and said election
shall be held at the polling places in the regularly prescribed
voting precincts of the City of Corpus Christi, such voting
precincts, polling places, and the officers hereby appointed

That Edna Meador is hereby appointed Presiding Judge and
Doris Francis is hereby appointed Alternate Presiding Judge of
a special canvassing board which shall count and canvass the
absentee votes, The City Secretary shall conduct the absentee
voting, and the office of the City Secretary in the City Hall
is hereby designated as the place at which absentee voting
shall be conducted during regular office hours of the City
Secretary. That the Presiding Judge at each polling place shall
appoint not less than two nor more than three qualified election
clerks to serve at the election, but one of such clerks shall
be the Alternate Presiding Judge. If the Presiding Judge is
unable to serve at the election, the Alternate Judge shall
serve as the Presiding Judge.
3. That said election shall be held.in accordance
with the provisions of Chapter 1, Title 22 of the Revised
Civil Statutes of Texas, 1925, as amended, including the
provisions of Article 704, as amended by Chapter 382, passed
at the first called session of the 44th Legislature, and the
City Charter of the City of Corpus Christi, Texas, and only
legally qualified electors who own taxable property in the
City and who have duly rendered the same for taxation shall
be qualified to vote,
4. The ballots for said election shall have written
or printed thereon the following:

5. A substantial copy of this ordinance shall serve
as proper notice of said election. Notice shall be given in
accordance with Article 704, Revised Civil Statutes of 1925,
as amended. The Mayor is authorized and directed to have a
copy of said notice posted at the City Hall in said City and
at each of the voting places in said City, not less than
fifteen days prior to the date fixed for holding. said election.
He shall also cause said notice to be published on the same
day in each of two successive weeks in a newspaper of general
circulation published within said City, the date of the first
publication to be not less than fourteen days prior to the
date set for said election. Except as otherwise provided in
said Article 704, as amended, the manner of holding said
election shall be governed by the laws governing general
elections.
6. That the public importance and the pressing need
for the permanent improvements to be constructed by use of
the proceeds of the sale of said bonds create an emergency
and an imperative public-necessity requiring the suspension
of rules and Charter provisions requiring same to be
considered and voted upon at three-regular meetings, and.
such facts require that this ordinance be passed and take
effect immediately as an emergency measure, and such rules
and provisions are hereby suspended and this ordinance is
passed and shall take effect as an emergency measure, and
shall be in fullfprce and effect immediately upon its
passage.
