Barnard Mayor Jim Young J. R. de Leon Commissioners M. P. Maldonado W. J. Roberts W. H. Wallace, Jr. T. Ray Kring 7y Seretary with the following absent: ttime constituting a quorum, at ich the following among other business was transacted: Dr, James L. Barnard, Mayor, presented for the consideration of the Council an ordinance. The ordinance was read by the City Secretary. The Mayor presented to the Council a communication in writing pertaining to said proposed ordinance, as follows: pus Christi, Texas, t`�r, 1964. TO THE CITY COUNCIL, Corpus Christi, Texas Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds voted at the election held on June 27,.1964, and the need for assuming the bonds of Nueces County Water Control and Improvement District No. 2 (Flour Bluff) create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring ordinances to be considere and voted upon at three regular meetings. I, therefore, request that the City Council pass the proposed ordinance canvassing 7274 the returns and declaring the result of the election for the issuance of said bonds as an emergency measure. You will please consider this request in connection with the ordinance which has been introduced in the City Council on this subject. Yours very truly, /s/ J. L. Barnard Jame L. The motion was'seconded by Commissioner �C D ,� The motion was carried by a unanimous vote by the City Council, viz: AYES: Commissioners Young, fin, de Leon, Maldonado, Roberts and Wallace. NAYS: None. The Mayor requested that the records show that he voted "Aye." This was done. Commissioner made a motion that the ordinance be pa sseed fi lly. The Mayor announced that the ordinance had been pas The ordinance is as follows: ORDINANCE N0. 7274 BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF AN ELECTION ON THE QUESTION OF THE ISSUANCE OF THE FOLLOWING BONDS: $750,000 PARK BONDS FOR SOUTH BEACH IMPROVEMENTS; $550,000 PARK BONDS FOR CORPUS CHRISTI BEACH IMPROVEMENTS; $800,000 PARK BONDS FOR GENERAL PARK IMPROVEMENTS; $200,000 FIRE STATION BONDS; $300,000 EQUIPMENT AND STREET MAINTENANCE YARD AND BUILDING BONDS; $500,000 POLICE BUILDING BONDS; $130,000 COLISEUM BONDS; $500,000 MUSEUM BONDS; $200,000 LIBRARY BONDS; $1,500,000 SANITARY SEWER IMPROVEMENT BONDS; $1,960,000 STREET IMPROVEMENT BONDS; $750,000 MIDTOWN TRAFFIC INTER- CHANGE BONDS; $1,360,000 STORM DRAINAGE BONDS; $1,000,000 GAS SYSTEM REVENUE BONDS; AND ASSUMPTION OF $507,000 OF BONDS OF WATER DISTRICT NO. 2 (FLOUR BLUFF); AND DECLARING AN EMERGENCY. WHEREAS, heretofore on the 3rd day of June, 1964, the City Council of the City of Corpus Christi, Texas, passed an ordinance calling an election to be held in said City on the 27th day of June, 1964, on the Propositions hereinafter stated; and WHEREAS, said City Council has investigated all pertaining to said election, including the ordering, giving officers, holding, and making returns of said election; and WHEREAS, the election officers who held said election have duly made the returns of the result thereof, and said returns have been duly delivered to said City Council. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 1. That the City Council officially finds and de that said election was duly ordered, that proper notice of said election was duly given, that proper election officers were dul appointed by the City Council prior to said election, that said election was duly held, that due returns of the result of said election have been made and delivered, and that the City Counci has duly canvassed said returns, all in accordance with law. 2. That the City Council officially finds and determines that only resident, qualified electors who own taxabl property in said City and who.have duly rendered the same for taxation were allowed to vote at said election, and that the following votes were cast at said election on each Proposition submitted: GENERAL PARK IMPROVEMENTS" PROPOSITION NO. THAT THE CITY COUNCIL OFFICIALLY FINDS, DETERMINES AND DECLARES THE RESULT OF SAID ELECTION TO BE THAT CERTAIN OF SAID PROPO- SITIONS SO SUBMITTED RECEIVED A FAVORABLE MAJORITY VOTE AND CARRIED, AND THAT ALL OF SAID BONDS RECEIVING A FAVORABLE MAJORITY VOTE MAY BE ISSUED IN ACCORDANCE WITH LAW. i 4. THAT THE CITY COUNCIL OFFICIALLY FINDS, DETERMINES AND DECLARES THE RESULT OF SAID ELECTION TO BE THAT CERTAIN OF SAID PROPO- SITIONS SO SUBMITTED RECEIVED A FAVORABLE MAJORITY VOTE AND CARRIED, AND THAT ALL OF SAID BONDS RECEIVING A FAVORABLE MAJORITY VOTE MAY BE ISSUED IN ACCORDANCE WITH LAW. i 4. THAT THE PUBLIC IMPORTANCE AND THE PRESSING NEED FOR THE PERMANENT IMPROVEMENTS TO BE CONSTRUCTED BY USE OF THE proceeds of the sale of said bonds create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring same to be considered and voted upon at three regular meetings, and such facts require that this ordinance be passed and take effect immediately as an emergency measure, and such rules and provisions are hereby suspended and this ordinance is passed and shall take effect as an emergency measure, and shall be in full force and effect immediately upon its passage.
