A RESOLUTION
ALLOWING FORMER EMPLOYEES, NAMED HEREIN, OF NUECES
COUNTY WATER CONTROL & IMPROVEMENT DISTRICT NO. 2,
WHICH DISTRICT HAS BEEN MERGED WITH,-THE CITY OF
CORPUS CHRISTI, CREDIT FOR THEIR PRIOR SERVICE WITH
SAID DISTRICT AS THOUGH SUCH EMPLOYEES WERE WITH THE
CITY OF CORPUS CHRISTI; NOTIFYING THE TEXAS MUNICIPAL
RETIREMENT SYSTEM OF SUCH ALLOWANCE OF CREDIT FOR
PRIOR SERVICE AND REQUESTING THAT PROPER PROCESS BE
FOLLOWED TO GIVE SUCH EMPLOYEES THE BENEFIT OF THE
TEXAS MUNICIPAL RETIREMENT SYSTEM ENDOWMENT FUND;
AND DECLARING AN EMERGENCY.

WHEREAS, THE CITY OF CORPUS CHRISTI HAS MERGED THE SYSTEM AND
SERVICES OF NUECES COUNTY WATER CONTROL & IMPROVEMENT DISTRICT,NO. 2 WITH
THE CITY OF CORPUS CHRISTI; AND

WHEREAS, SAID DISTRICT, A MUNICIPAL WATER SUPPLY DISTRICT, DULY
ORGANIZED AND AUTHORIZED AS A MUNICIPAL CORPORATION, HAS IN ITS SERVICE
SEVERAL EMPLOYEES WHO UNDER THE TERMS OF THE CONTRACT WITH SAID DISTRICT
HAVE BEEN GIVEN EMPLOYMENT WITH THE CITY OF CORPUS CHRISTI AND HAVE
BECOME EMPLOYEES OF THE CITY OF CORPUS CHRISTI IN THE DEPARTMENT OF
PUBLIC UTILITIES; AND
WHEREAS, THE CITY HAS AGREED TO ACCEPT ALL SUCH WATER DISTRICT
EMPLOYEES FOR EMPLOYMENT WITH THE CITY; AND "
'WHEREAS, THE CITY RECOGNIZES THAT THE SERVICE PERFORMED BY SAID
DISTRICT AS A MUNICIPAL WATER SUPPLY DISTRICT IS THE SAME TYPE OF SERVICE

AS IS FURNISHED BY THE DEPARTMENT OF PUBLIC UTILITIES OF THE WATER DIVISION
OF THE CITY OF CORPUS CHRISTI AND THE SERVICE OF SAID EMPLOYEES IS EQUIVALENT
TO THE SERVICE FURNISHED BY THE EMPLOYEES OF THE CITY IN THE WATER DIVI-
SION; AND
WHEREAS, THE CITY DESIRES THAT THE FORMER EMPLOYEES OF SAID
WATER DISTRICT BE ELIGIBLE FOR SUCH RETIREMENT BENEFITS AND BE EXTENDED

ALL BENEFITS, INCLUDING SENIORITY OF SERVICE THAT OTHER EMPLOYEES OF THE
CITY ENJOY:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THE FORMER EMPLOYEES OF THE NUECES COUNTY
WATER CONTROL & IMPROVEMENT DISTRICT N0. 2, NAMELY, BETTY JEAN BECK,

KATHRYN LOUISE COUCH, ZONE R. ODLE, MIKE D. JOHNSON, WESLEY R. VAN CLEAVE
AND EULALIO MEDINA CASTANON, BE AND THE SAME ARE HEREBY RECOGNIZED AS
EMPLOYEES OF THE CITY OF CORPUS CHRISTI IN THE WATER DIVISION OF THE
DEPARTMENT OF PUBLIC UTILITIES AND THAT DUE RECOGNITION BE GIVEN TO THEIR

SENIORITY OF SERVICE WITH THE SAID WATER DISTRICT.

SECTION 2. BE IT FURTHER RESOLVED THAT SAID FORMER EMPLOYEES
OF THE SAID WATER DISTRICT BE ALLOWED CREDIT FOR THEIR PRIOR SERVICE WITH
SAID WATER DISTRICT AS THOUGH IT WERE WITH THE CITY OF CORPUS CHRISTI AND
ENTITLED TO THE BENEFITS OF MEMBERSHIP IN THE TEXAS MUNICIPAL RETIREMENT
SYSTEM, AND THAT NOTICE BE GIVEN TO THE TEXAS MUNICIPAL RETIREMENT SYSTEM
OF SUCH ALLOWANCE OF CREDIT FOR PRIOR SERVICE AND REQUESTING THAT PROPER
PROCESS BE FOLLOWED TO GIVE SUCH EMPLOYEES THE BENEFIT OF THE TEXAS

MUNICIPAL RETIREMENT SYSTEM ENDOWMENT FUND.
SECTION 3. THE NECESSITY FOR IMMEDIATE RECOGNITION OF PRIOR
SERVICE OF EMPLOYEES MENTIONED HEREIN AND EXTENDING THE BENEFITS OF THE

TEXAS MUNICIPAL RETIREMENT SYSTEM TO THEM AS PROMPTLY AS POSSIBLE CREATES
A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUS-
PENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED
FINALLY ON THE DATE IT IS INTRODUCED AND THAT SUCH ORDINANCE OR RESOLUTION
SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR
HAVING DECLARED THAT SUCH PUBLIC EMERGENCY AND NECESSITY EXIST, AND HAVING
REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED, AND THAT THIS RESOLUTION BE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT FROM AND

AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE I DAY OF JULY, 1964.
