ABILITY AND EXPERIENCE AS A CITY MANAGER FROM THE INTERNATtONAL'CITY
MANAGERS' ASSOCIATION.V Y ELECTION TO THE OFFICE OF VICE-PRESIDENT FOR
THE SOUTHWEST REGION AT ITS 1964 SESSION; AND
IKREAS, THE PEOPLE QF CORPUS CHRISTI ARE FORTUNATE IN HAVING
A CAPABLE, EXPERIENCED, EFFICIENT, INTELLIGENT AND RESOURCEFUL ADMINIS-
TRATIVE OFFICER IN THE PERSON OF HERBERT W. WHITNEY; AND -
WHEREAS, THE CITY OF CORPUS CHRISTI HAS DEVELOPED AND PROGRESSED
AND AROWN DURING THE AOMINISTRATION OF HERBERT W. WHITNEY AND THE SERVICES -
FURNISHED BY THE CITY ARE MORE EFFICIENTLY AND ECONOMICALLY - ADMINISTERED
UNDER HIS GUIDANCE, WITH.A HUMANITARIAN ATTITUDE TOWARD ALL CITIXENS; AND
WHEREAS, PROPER LOCAL RECOGNITION SHOULD BE GIVEN TO THE CAPA+
BILITIE$, EXPERIENCE, INDUSTRY, ACCOMPLISHMENTS AND VALUE OF SUCH A DEDICATED
PUBLIC SERVANT AS CITY MANAGER HERBERT W. WHITNEY!
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, AS THE ELECTED REPRESENTATIVES OF THE PEOPLE
THAT CONGRATULATIONS BE EXTENDED TO THE SAID HERBERT 5d. WHITNEY ON HIS
BEING RECOGNIZED FOR HIS ABILITY AND SERVICE AS A CITY MANAGER BY THE
INTERNATIONAL CITY MANAGERS' ASSOCIATION AND THAT CONGRATULATIONS EXTENDED
Y TO THE PEOPLE OF THIS COMMUNITY ON THEIR GOOD FORTUNE IN HAVING HERBERT W.
WHITNEY AS A FAITHFUL, ABLE AND DEDICATED CITY MANAGER. '
BE IT FURTHER RESOLVED THAT BEST WISHES ARE EXTENDED TO SAID
HERBERT W. WHITNEY FOR HIS CONTINUED SUCCESS IN SERVICE TO HIS COMMUNITY
AND ADVANCEMENT IN HIS CHOSEN PROFESSION, y -

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCES A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO -
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
