I; Corpus Christi, Texas October �, 1964 TO THE CITY COUNCIL CORPUS CHRISTI, TEXAS, Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds voted at an election held on June 27, 1964, create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring ordinances to be considered and voted upon at three regular meetings. I, therefore, request that the City Council pass the proposed ordinance amending the ordinance passed on October 1, 1964, authorizing the issuance of City of Corpus Christi, Texas, Park Improvement Bonds, Series 1964, as an emergency. You will please consider this request in connection with the ordinance which has been introduced in the City Council on this subject. Yours very truly,_ Mayor THE STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI On this the Iq day of October, 1964, the City Council of the City of Corpus Christi, Texas, convened in Meeting, with the following members of said Council present, to -wit: Dr. James L. Barnard Mayor, W. H. Wallace, Jr. Jack R. Blackmon Commissioners J. R. de Leon M. P. Maldonado W. J. Roberts Boris �� -cane s T__=Ray=KriRg Ac.4,n9 City Secretary, with the following absent: 921_ constituting a quorum, at which time the following among other business gqswas ;;transacted: Mr. , pre for the considera- tion of the Council an ordinance. The ordinance was read by the City Secretary. The Mayor presented to the Council a communication in writing pertaining to said proposed ordinance, as follows: "Corpus Christi, Texas October ,.1964 TO THE CITY COUNCIL ,CORPUS CHRISTI, TEXAS Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds voted at an election held on June 27, 1964, create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring ordinances to be considered and voted upon at three regular meetings. Zco-� moved that the Charter provision prohibiting ordinances from being passed finally on the date introduced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the ordinance. The motion was seconded by Commissioner 77t- o The motion was carried by a unanimous vote by the City Council, viz: AYES: Commissioners Blackmon, Wallace, 7C8uW, de Leon, Maldonado and Roberts. NOES: None. The Mayor requested that the records show that he voted Aye. This was done. Commissioner moved that the ordinance be passed finally. The motion was seconded by Commissioner /c- wrr���ai The motion was carried by the following vote: AYES: Commissioners Blackmon, Wallace, ice, de Leon, Maldonado and Roberts. •NOES: None. The Mayor requested that the records show that he voted Aye. This was done. The Mayor announced that the ordinance had been passed. The ordinance is as follows: ORDINANCE N0, 7384 BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,.TEXAS, AMENDING THE ORDINANCE PASSED ON OCTOBER 1, 1964, AUTHORIZING THE ISSUANCE OF $400;000 CITY OF CORPUS CHRISTI, TEXAS, PARK IMPROVEMENT BONDS, SERIES 1964; REPEALING ALL ORDINANCES, AND PARTS THEREOF, IN CONFLICT HEREWITH, AND DECLARING AN EMERGENCY. WHEREAS, an Ordinance was passed on October 1, 1964, authorizing the issuance of City of Corpus Christi, Texas, Park Improvement Bonds, Series 1964; and WHEREAS, it has been determined that it is necessary to amend said Ordinance. BE IT ORDAINCED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 1. That paragraph 2 of said Ordinance above described is hereby amended so as to be and read as follows: "2. That said bonds shall be dated October 1, 1964, shall be numbered consecutively from 1 through 80, shall be in the denomination of $5,000 each, and shall mature and become due and payable serially on October 1 in each of the years, and in the amounts, respectively, as set forth in the following schedule: YEARS AMOUNTS YEARS AMOUNTS 1965 $20,000 1975 ,,$20,000 1966 20,000 1976 20,000 1967 20,000 1977 20,000 1968 20,000 1978 20,000 1969 20,000 1979 20,000 1970 20,000 1980 20,000 1971 20,000 1981 20,000 1972 20,000 1982 20,000 1973 20,000 1983 20,000 1974 20,000 1984 20,000" 2, All ordinances and resolutions, and parts thereof in conflict herewith are hereby expressly repealed insofar as they conflict herewith, and all other provisions of said Ordinance dated October 1, 1964, not hereby expressly amended shall remain in full force and effect. 7384 3. The fact that the contemplated use of the proceeds of the bonds is necessary for the orderly develop- ment and growth of the City of Corpus Christi, Texas, creates a public emergency and an imperative public necessity requiring the suspension of the Charter Rule providing that no ordinance or resolution shall be read at three several meetings of the City Council and the Mayor having declared that such public emergency and imperative necessity exist;. and having requested that said Charter Rule be suspended and that this ordinance tak( effect and be in full force and effect from and after its passage, it is accordingly.so ordained.
