AN ORDINANCE
APPROPRIATING THE SUM OF $176,241 BEING $149,818 FROM
PARK BOND FUND, NO. 291, $3,251 FROM THE STORM SEWER
BOND FUND, NO, 295, AND $23,172 FROM PARK TRUST ACCOUNTS,
ALL OF SAID APPROPRIATION TO BE USED FOR THE DEVELOPMENT
OF SEVERAL PARKS IN THE CITY IN THE AMOUNTS AS ITEMIZED
AND SET FORTH ON THE SCHEDULE ATTACHED HERETO AND MADE A
PART HEREOF; AUTHORIZING THE CITY MANAGER TO COMPLETE THE
PROJECTS THROUGH THE PARK CONSTRUCTION ACTIVITY, NO. 4122,
WITHIN THE TOTAL APPROPRIATION FOR EACH PARK ACCORDING TO
THE PROCEDURE AS SET FORTH HEREIN; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. There is hereby appropriated the sum of $176,241 as
follows: $149,818 from Park Bond Fund No. 291, $3,251 from the Storm Sewer
Bond Fund No. 295, and $23,172 from Park Trust Accounts, said appropriated
funds to be used for the development of various parks and soil stabilization
and landscaping all as set forth on the itemized and attached schedule.
SECTION 2. The City Manager is hereby authorized to complete the
projects shown on the itemized and attached schedule through the Park Con-
struction Activity, No. 4122, within the total appropriation for each park.
The Park and Recreation Department shall submit final plans to the City Manager
for his approval before any expenditures are made. After approval by the City
Manager, the Park and Recreation Department will complete the project and upon
project completion, the Park and Recreation Department shall submit to the City
Manager for his approval the statement of expenditures for the particular project
as to each of the particular parks indicating what amounts are to be reimbursed
and from what source of funds.
t SECTION 3. The necessity for immediate appropriation of the funds
as above mentioned and providing a procedure for carrying out the procedures
so as to avoid delay in park improvement creates a public emergency and an
imperative public necessity requiring the suspension of the Charter rule that
no ordinance or resolution shall be passed finally on the date of its introduc-
tion and that such ordinance or resolution shall be read at three several meet-
ings of the City Council, and the Mayor having declared such emergency and
necessity to exist, having requested the suspension of the Charter rule and that
this ordinance take effect and be in full force and effect from and after its

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE .:FORE__
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
