AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE
ADOPTING AND PROVIDING FOR THE ADMINISTRATION
OF THE COMPENSATION PLAN TO ALL POSITIONS IN THE
CITY SERVICE; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; CONTAINING A SAVINGS CLAUSE; AND PRO-
VIDING FOR AN EFFECTIVE DATE ", BEING ORDINANCE
NO. 3656, PASSED AND APPROVED BY THE CITY COUNCIL
ON THE 10TH DAY OF FEBRUARY, 1954, AS AMENDED BY
AMENDING SUBSECTION (E) OF SECTION 1, BY CHANGING
THE CLASS GRADE OF CERTAIN POSITIONS, BY ADDING
CERTAIN NEW POSITIONS AND BY DELETING CERTAIN
CLASS TITLES; PROVIDING AN EFFECTIVE DATE; PRO-
VIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That Ordinance No. 3656 entitled "AN ORDINANCE
ADOPTING AND PROVIDING FOR THE ADMINISTRATION OF THE COMPENSATION PLAN
FOR ALL POSITIONS IN THE CITY SERVICE; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; CONTAINING A SAVINGS CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE ", passed and approved on the 10th day of February, 1954,
as amended, is hereby amended by amending Subsection (E) of Section 1
by changing the class grade of the following positions:
Class Title Salary Grade
Airport Manager 30
Personnel Officer 31
by adding to said Subsection the following new positions:
Class Title Salary Grade
Assistant Court Clerk 25
Building Official 33
by deleting from said subsection the class titles of Civil Service
Director, class grade 18, and Corporation Court Clerk, class grade 18.
SECTION 2. The changes in Section 1 shall be effective as of
April 1, 1965.
SECTION 3. If for any reason any section, paragraph, subdi-
vision, clause, phrase, or provision of this ordinance shall be held
invalid, it shall not affect any valid provisions of this or any other
ordinance of the City of Corpus Christi to which these rules and regula-
tions relate.

SECTION 4. The fact that there is an immediate need to create
certain new position classes and a need to maintain an efficient adminis-
tration of City affairs creates a public emergency and an imperative public
necessity requiring the suspension of the Charter Rule that no ordinance
or resolution shall be passed finally on the date of its introduction and
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor, having declared such emergency and
necessity to exist, having requested the suspension of said Charter Rule
and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect fr and after its passage,
IT IS ACCORDINGLY SO ORDAINED, this the day of March, 1965.

COUNCIL; 1, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
`OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRD-
-` DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
