AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
AN AGREEMENT BETWEEN THE CITY OF CORPUS CHRISTI, THE
STATE OF TEXAS AND THE COUNTY OF NUECES, FOR A CON-
TINUING, COMPREHENSIVE, COOPERATIVE TRANSPORTATION
STUDY FOR THE URBAN AREAS OF CORPUS CHRISTI AND
NUECES COUNTY, ALL AS MORE FULLY SET FORTH IN THE
AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND
MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
WHEREAS, THE STATE OF TEXAS, THE CITY OF CORPUS CHRISTI AND THE
COUNTY OF NUECES HAVE ENTERED INTO AN AGREEMENT FOR A COMPLETE AND COMPRE-
HENSIVE TRANSPORTATION STUDY FOR THE URBAN AREA OF CORPUS CHRISTI AND
NUECES COUNTY AND THAT STUDY HAS BEEN COMPLETED; AND
WHEREAS, IT IS THE DESIRE OF THESE AGENCIES THAT THERE BE A
CONTINUING, COMPREHENSIVE, COOPERATIVE TRANSPORTATION PLANNING PROCESS
AS PROVIDED IN THE FEDERAL HIGHWAY ACT OF 1962; AND
WHEREAS, THE CONTINUING PROCESS IS THE PRINCIPAL MEANS BY WHICH
THE TRANSPORTATION SYSTEM AND FACILITIES CAN BE TESTED AND PLANS CONTINUALLY
EVALUATED IN THE LIGHT OF NEWLY ACQUIRED DATA:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS•CHRISTI, TO EXECUTE
AN AGREEMENT BETWEEN THE CITY OF CORPUS CHRISTI, THE STATE OF TEXAS AND
THE COUNTY OF NUECES, FOR A CONTINUING, COMPREHENSIVE, COOPERATIVE TRANS-
PORTATION STUDY FOR THE URBAN AREAS OF CORPUS CHRISTI AND NUECES COUNTY,
ALL AS MORE FULLY SET FORTH IN THE AGREEMENT, A COPY OF WHICH 15 ATTACHED
HERETO AND MADE A PART HEREOF.
SECTION 2. THE NECESSITY TO IMMEDIATELY AUTHORIZE THE CITY
MANAGER TO EXECUTE THE AFOREMENTIONED'AGREEMENT IN ORDER TO ACCOMPLISH
THE INTENT OF THE SAID AGREEMENT CREATES A PUBLIC EMERGENCY AND AN IM-
PERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE
THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF
ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ

AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE
SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE SHALL BE PASSED
FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL
FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO

THIS AGREEMENT made this clay of A.D. 1965
by and between the State of Texas, the City of Corpus Christi, and the County of 1965,
Nueces.
WHEREAS, the above mentioned agencies have entered into an agreement
for a cdmplete and comprehensive transportation study for the urban area of Corpus
Christi and Nueces County and that study has been•completed; and Tr
WHEREAS, it is the desire of these agencies that there be a continuing,
comprehensive, cooperative transportation planning process as provided in the
Federal Highway Act of 1962; and,
WHEREAS, the continuing process is the principal means by which the
transportation system and facilities can be tested and plans continually evaluated
in the light of newly acquired data,
THEREFORE, it is hereby agreed that the State of Texas, the City of
Corpus Christi and the County of Nueces, in cooperation with the United`States
Department of Commerce, Bureau of Public Roads, will participate in a continuing,
comprehensive, cooperative planning process with responsibilities and undertakings
as related in the following paragraphs.
A Planning Coordinator will be assigned by the City of Corpus Christi to
work in close cooperation with the Planning Fyngineer of the Texas Highway
Department.
His duties shall be as follows:
1. Coordinate efforts of City Departments in keeping data
and records up to date.
2. Recommend special studies, revision of the Transportation Plan,
or renegotiation of the agreement when considered appropriate.

3. serve as a member of the Advisory Committee.
It is further agreed that the designated Departments of the City of Corpus
Christi will maintain and keep current the following data:
1. Economics - Maintain economic data as outlined in the
seven tables of the Corpus Christi Transportation Plan. -
Department of Planning.
2. Population - Make population estimates for Corpus Christi and
Nueces County. - Department of Planning.
3. Land Use - Maintain map showing current land use by
Census Tract and Traffic Zone. - Department of Planning.
4. Transportation Facilities:
(a) Existing Street Use - Maintain current the map
and tables of the Corpus Christi Transportation
Plan. - Department of Public Works.
(b) Capacity Study - Determine and analyze the
capacity of signalized intersections. - Depart-
ment of Traffic Engineering.
(c) Travel Time - Survey and analyze travel time for
peak -hour travel on major streets. - Department
of Traffic Engineering.
(d) Traffic Volumes - Maintain current traffic volume
counts and analyze traffic volume trends on the
major street system. - Department of Traffic
Engineering.
(e) Accident Study - Maintain records of accidents
by location and update maps and tables in the
Corpus Christi Transportation Plan. - Department
of Traffic Engineering.
(f) Bus Transit - Reevaluate the transit system and
periodically prepare a report on the operational

needs and projected development of the transit
system. - City Planning Coordinator.
5. Terminal and Transfer Facilities:
(a) Parking - Maintain current parking space inventory
and evaluate the trend in parking space versus
parking demand. - Department of Planning.
(b) Railroad, Seaport, Airport, Bus and Truck - Evaluate
adequacy of the major street system serving these
facilities and keep location map up to date. -
Department of Planning.
(c) Schools and Shopping Centers - Maintain current
the location map of school sites and shopping centers
and evaluate adequacy of the major street system
serving these facilities. - Department of Planning.
6. Traffic Engineering Features - Initiate the proposed improvements
which are outlined in the Corpus Christi Transportation Plan and
maintain a signal inventory and plan for street operation and
signalization. - Department of Traffic Engineering.
7. Zoning Ordinances and Subdivision Regulations - Review periodi-
cally and recommend improvements. - Department of Planning.
8. Financial Resources - Maintain current the expenditures by the
City of Corpus Christi for transportation facilities within the
study area. - City Planning Coordinator.
9. Community Value Factors - Develop plans and recommend
standards for improving the appearance of the urban area. -
Department of Planning.
10. Developing the Transportation Plan - initiate the proposed
improvements recommended in the long range Transportation
Plan and keep current all data pertaining to this plan. -.
Department of Public Works.
A Planning Engineer will be assigned by the Texas Highway Department to
work in close cooperation with the Planning Coordinator of the City of Corpus Christi.

His principal duties shall be as follows:
1. Serve as Chairman of the Advisory Committee.
2. Call meetings of the Advisory Committee when appropriate, or at
least once a year.
3. Coordinate the continuing planning process with the City of Corpus
Christi and Nueces County; maintain liaison between the City, the
County, and the Texas Highway Department.
4. Make available to participating agencies all projected traffic
volumes.
5. Recommend special studies, revision of the Transportation Plan, or
renegotiation of this agreement when considered appropriate.
6. Maintain the following data:
(a) Travel Patterns - Request additional or modified computer
traffic assignments and aid in the procurement of additional
data for traffic zone forecasts.
(b) Financial Resources - Maintain current the expenditures
by the Texas Highway Department and the Bureau of
Public Roads for transportation facilities within the study
area.
(c) Traffic Volumes - Request blanket volume counts by the
Planning Survey Division, Texas Highway Department,
at approximate five year intervals or as recommended by
the Advisory Committee.
7. Determine if the Transportation Plan, including general priorities
established, is being followed and if not, notify members of the
Advisory Committee in writing.
A representative of Nueces County will be assigned to work in close co-
operation with the Planning Coordinator of the City of Corpus Christi and the
Planning Engineer of the Texas Highway Department. His duties shall be as
follows:

1. Serve on the Advisory Committee.
2. Maintain current the expenditures by Nueces County for trans-
portation facilities within the study area.
It is further agreed that:
1. An Advisory Committee will guide and direct the continuing Trans-
portation Study. This Committee will include three representatives
of the Texas Highway Department, three representatives of the City
of Corpus Christi, one representative of Nueces County, and one
representative of the Bureau of Public Roads. Membership will
be a continuing office to be filled by appointment as administra-
tive changes occur in the subscribing agencies. Duties of the
Committee will include the following:
(a) Examine the adequacy of the continuing planning
process at annual meetings, at which time each
agency assigned responsibility for updating various
elements of the Plan will make a progress report.
(b) Determine if current transportation data is in accord
with previous projections and recommendations, or
if there are discrepancies of a nature that would
require extensive changes in the Nan. A com-
plete review, and if necessary, revision of all
elements of the Plan shall be Tra de at least once
every five years.
(c) Review this agreement annually and determine if
it should be supplemented or renegotiated.
(d) Review the boundary of the study area and revise
if necessary.
2. The expense of continued study, data gathering, review, and
updating the various elements of the Plan will be assumed by
the participating agency assigned responsibility as specified
in this Agreement. This Agreement may be supplemented or
