HomeMy WebLinkAbout07652 ORD - 07/28/1965N v CU -U 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 y , AN ORDINANCE AMENDING ORDINANCE NO. 3656 PASSED AND APPROVED ON 1954 ENTITLED "ADOPTING AND PROVIDING FOR THE ADMINISTRATIO EN- SATION PLAN FOR ALL POSITIONS IN THE CITY SERVICE• REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; CON- TAINING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY% BY CHANGING THE SCHEDULE OF MONTHLY SALARIES FOR POSITIONS IN THE COMPENSATION PLAN; BY CTMI NG THE --HOURLY' RATES OF PAY FOR POSITIONS OF LABORER: BY DELETING THE HOURLY PAY SCHEDULE FOR POSITIONS OF SEMI - SKILLED LABORER• BY PROVIDING A PROVISION ALLOWING FOR AN ORDERLY CONVERSION OF LABORERS AND SEMI- SKILLED LABORERS TO NEW SALARY SCHEDULES, PROVIDING A PROVISION AUTHORIZING THE EMPLOYMENT OF CLERKS I AND CUSTODIAL WORKERS AT A STEP WITHIN THE PROPER SALARY SCHEDULE TO PROVIDE A MINIMUM SALARY OF $1.25 PER HOUR; BY CHANGING THE SPECIAL ASSIGN- IENT PAY FOR CERTAIN POSITIONS IN THE POLICE ^ DIVISION: BY CHANGING THE CLASS GRADE OF CERTAIN 1 POSITIONS• PROVIDING AN EFFECTIVE DATE;, PROVIDING_ A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That subsection (b) of Section 1 of Ordinance No. 3656, : as amended, be amended by changing the hourly rates of pay for positions of Laborer to hereafter read as follows: Hourly Base Wage Rates A B C D (Entry Step) (After 6 (After 5 yrs. That subsection (b) of Section 1 of Ordinance No. 3656, as amended, be amended be deleting the schedule of hourly rates for the position of Semi - Skilled Laborer and by deleting other provisions having to do with the compensation of Semi - Skilled Laborers on an hourly rate pay schedule. -2- F2 $419 581 SECTION 4. That Section 2 of Ordinance No. 3656, as amended, be amended by adding subsection (f) providing for the orderly conversion of Laborers and Semi - Skilled Laborers to new salary schedules to here- after read as follows: "(f) Laborers shall be placed in the appropriate step of the revised hourly rate schedule by allowing full credit for service performed under the previous schedule in meeting the service requirements of the revised hourly rate schedule. Semi - Skilled Laborers shall be placed in the appropriate monthly salary schedule in the grade step corresponding to the step held while serving in the hourly wage schedule; providing, however, that employees in step Cl of the hourly schedule shall be placed in step D of the monthly salary schedule." "For the purpose of future salary advancement, Semi - Skilled Laborers shall be given credit for service in the step of the monthly salary schedule to which they are hereby assigned on the basis of time accumulated in the corresponding step of the hourly schedule as though the time had been contin- uously served in the corresponding step of the monthly salary schedule. All future salary adjustments shall be in accordance with the minimum periods of time established for advancement to subsequent steps; provided however, that no employee shall be eligible for advancement to steps C or D until a minimum period of 6 months in the monthly salary schedule has been served and no employee shall be eligible for advancement to steps Eor F until a minimum period of 12 months in the monthly salary schedule has been served." SECTION 5. That subsection (a) of Section 2 of Ordinance No. 3656, as amended, be amended, by adding the following paragraph: "(6) Employment in the classification of Clerk I and Custodial Worker shall be at the step within the appropriate salary schedule that provides a minimum salary of $1.25 per hour. Subsequent advancement to higher steps in grade will be on the same basis as described in paragraph (b) below.." SECTION 6. That subsection (d) of Section 5 of Ordinance No. 3656, as amended, be amended, by changing the equivalent salary schedule for the class title of Patrolman with Special Assignment as Detective and Identification Officer from the next higher salary schedule to the second higher salary schedule. SECTION 7. That subsection (e) of Section 1 of Ordinance No. 3656, as amended, be amended, by changing the class grades of certain positions to hereafter read as follows: Class Title Class Grade Librarian 30 Purchasing Agent 33 Chief Accountant 34 SECTION 8. The above mentioned changes shall be effective as of August 1, 1965. -3- I 0 SECTION 9. If for any reason any section, paragraph,-subdivision, clause, phrase, or provision of this ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 10. The fact that there is an immediate need to make the above changes in order to maintain an efficient administration of City affairs creates a public emergency and an imperative public necessity requiring the suspension of the Charter Rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having requested the suspension of the said Charter Rule and that this ordinance be passed finally on the date of its introduction and that such ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
