REQUESTING THE TEXAS STATE DEPARTMENT OF PUBLIC WELFARE
TO HOLD A REFERENDUM OF THE EMPLOYEES OF THE CORPUS
CHRISTI POLICE DEPARTMENT WHO ARE MEMBERS OF THE TEXAS
MUNICIPAL RETIREMENT SYSTEM AND OF THE EMPLOYEES OF THE
CORPUS CHRISTI FIRE DEPARTMENT WHO ARE MEMBERS OF THE
FIREMEN'S RELIEF AND RETIREMENT TO DETERMINE WHETHER OR
NOT THEY WISH TO HAVE FEDERAL OLD AGE AND SURVIVORS
INSURANCE COVERAGE IN ADDITION TO THEIR EXISTING RETIRE-
MENT; AND DECLARING AN EMERGENCY.
WHEREAS, SECTION 218 (d) of the Federal Social Security Act
has been amended to permit coverage of employees of the Police Department
and Fire Department having their own retirement systems; and
WHEREAS, this City Council is interested in determining whether
or not members of the Police Department and members of the Fire Department
wish to have Federal old age and Survivors Insurance coverage in addition
to their existing retirement;
Now, therefore, in order to meet the requirements of Section
218 (d) of the Federal Social Security Act, as amended, the City Council
of the City of Corpus Christi, Texas, requests the Texas State Department
of Public Welfare to hold as expeditiously as possible a referendum of
the members of the Fire department retirement system and the Police department
retirement system as required in said law and in House Bill 603, Acts of
the 52nd Legislature of the State of Texas, 1951.
The necessity for immediately requesting the holding of the
referendum mentioned creates a public emergency and an imperative necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor, having declared such emergency and necessity to exist,
having requested the suspensions of the Charter rule and that this resolution

take effect and be in full force and effect from and after its p sage, IT IS
ACCORDINGLY PASSED AND APPROVED, THIS THE J day of 1965.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
