HomeMy WebLinkAbout07929 RES - 03/02/1966RESOLUTION APPROVING THE OFFICIAL PLAN OF ACTION OF THE CITY OF CORPUS CHRISTI FOR EFFECTIVELY DEALING WITH THE PROBLEM OF URBAN SLUMS AND BLIGHT WITHIN SAID CITY AND AUTHORIZ- ING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO PRESENT SUCH "PROGRAM" TOGETHER WITH' ALL REQUIRED DOCUMENTS AND STATEMENTS TO THE ADMINISTRATOR OF THE DEPARTMENT'OF HOUSING AND URBAN DEVELOPMENT FOR APPROVAL PURSUANT TO THE HOUSING ACT OF 1949, AS AMENDED; AND DECLARING AN EMERGENCY. WHEREAS, as a condition to receive financial assistance and other aid from the Federal Government under the Housing Act of 1949, as amended, each community must adopt a Workable Program or official plan of action for effectively dealing with the problem of urban slums and blight and for the establishment and preservation of a well - planned community with well - organized environment for adequate family life; and WHEREAS, The Workable Program must set forth a plan for utilizing appropriate private and public resources to eliminate and prevent the de- velopment or spread of slums and urban blight; to encourage needed urban re- y� habilitation; to provide for the redevelopment of blighted, deteriorated, or slum areas; and to undertake such community activities as may be suitably -employed to achieve the objectives of such a program; and WHEREAS, the City of Corpus Christi has prepared for presentation to the Department of Housing and Urban Development such a plan of action, ✓ which plan has been reviewed and considered by the governing body of said City, and appears to be an acceptable and effective plan of action for the aforesaid purposes; and WHEREAS, it is the desire, purpose, and intent of the City Council of said City to utilize available appropriate private and public resources to the end `that our City may rid itself of and prevent the development or spread of slums and urban blight and undertake such community activities as may be 'suitably employed to achieve the objectives of such plan: .NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY / OF CORPUS CHRISTI, TEXAS, that the hereinabove mentioned "Program for V Community Improvement" for said City'be, and the same is hereby, approved a. 7929 z ' ta`l�81 %wa�i4ac as the official plan of action of our community for effectively dealing with the problem, of urban slums and blight within this community and for the establishment and preservation of a well- planned community with Well - organized environment for adequate family life, and the City Manager is hereby authorized and directed. to present, for and on bebalf.of. the City of Corpus Christi, such "Program, ", .together with all required supporting documents and statements, to the Administrator of the Department of Housing and Urban Development for approval pursuant to-the provisions of said Housing Act of 1949, as amended. SECTION 2. That it,being of,public interest that the City of Corpus Christi be recertified under the provisions of the Federal Housing Act of 1949, and it being of imperative necessity to cooperate with the Administrator of The Department of Housing and.Urban Development in order that the citizens of the City of Corpus Christi may receive the benefits of the Housing Act of 1949, as amended, all of which creates a public emergency and an,imperative public necessity requiring the suspension of the Charter rule that no ordinance or ,resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, and having re- quested that such Charter rule be suspended, ,and,that this resolution be passed finally on the date of its introduction,and take effect and be in, full force and effect from and. after its pass , IT IS ACCORDINGLY "PASSED AND APPROVED, this the day of ATTEST—-) C Ci Secretar APPROVED AOF OF siatant City /QL; rney MAY� OR / 'W i/l/Y) L6� rn _ ` THE CITY-OF CORPUS CHRISTI., TEXAS x ' ,CORPUS CHRISTI, _T^EXAS -? DAY OF /!'lw" TO THE MEMBERS OF THE CITY COUNCIL CORPUS CHRISTI, TEXAS FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE- GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE ^PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER'RULE OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO- DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL. , RESPECTFULLY, MAYOR THE CITY OF CORPUS CHRISTI, TEXAS THE CHARTER RULE WAS-SUSPENDED BY THE FOLLOWING VOTES DR.
