HINCHBERGER FOR CONSTRUCTION OF THE MEADOW PARK RECREATION CENTER AND HEALTH CLINIC (ANNEX), PROJECT NOS. 291- 64 -2.1 AND 220- 64 -83; APPRO- PRIATING OUT OF NO. 291 PARK AND NO. 220 STREET BOND FUNDS THE RESPECTIVE AMOUNTS OF $103,453 AND $8,000; APPROPRIATING AND REAPPROPRIATING OUT OF NO. 102 GENERAL FUND, ACTIVITY NO. 4299, THE SUM OF $2,500 MAKING TOTAL FUNDS APPROPRIATED $113,953, OF WHICH AMOUNT $108,707 IS FOR CONSTRUCTION CONTRACT, $961 IS FOR CONTINGENCIES, INCLUDING LABORATORY TESTING AND LEGAL ADVERTISING COSTS AND $4,285 IS FOR ARCHITECTURAL SERVICES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A CONTRACT WITH C. C. HINCHBERGER FOR CONSTRUCTION OF A BUILDING, APPROXIMATELY 1451 X 58,, CONCRETE BLOCK CONSTRUCTION, SLAB FOUNDATION, BUILT UP ROOF FOR RECREATION AREA AND CRAFT AND STORAGE ROOMS; CLINIC AREA CONTAINS LABORATORY, OFFICE, CONFERENCE, WAITING AND EXAMINING ROOMS, ALL COMPLETE WITH PLUMBING, ELECTRICAL AND AIR - CONDITIONING FACILITIES AND SITE IMPROVE- MENTS AND PARKING AREA,IN MEADOW PARK DEVELOPMENT, HIGHLAND AVENUE AND OSAGE $. STREET, PROJECT Nos. 291- 64 -2.1 AND 220- 64 -83, IN THE CITY OF CORPUS CHRISTI, 1 � NUECES COUNTY, TEXAS, ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICA- TIONS AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFERENCE, AND ACCORDING TO THE BID OF C. C. HINCHBERGER, OPENED FEBRUARY 16, 1966, THE SAID BID OF C. C. HINCHBERGER BEING THE LOWEST AND MOST-ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS. SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF No. 291 PARK AND N0. 220 STREET BOND FUNDS THE RESPECTIVE AMOUNTS OF $103,453 AND $8,000, AND THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED OUT OF No. 102 GENERAL FUND, ACTIVITY No. 42992 THE SUM OF $22500 MAKING TOTAL FUNDS APPROPRIATED $1132953, OF WHICH AMOUNT $108,707 IS FOR THE CONSTRUCTION CONTRACT, $961 IS FOR CONTINGENCIES, INCLUDING LABORATORY TESTING AND LEGAL ADVERTISING COSTS AND $4,285 IS FOR ARCHITECTURAL SERVICES. 7955 4. SECTION 3. THE NECESSITY TO PROVIDE A RECREATION FACILITY AS AUTHORIZED BY THE ELECTORATE IN 1964, AND A NEW HEALTH CLINIC, AS AN ANNEX, TO PROVIDE A MODERN FACILITY AS A REPLACEMENT FOR AN EXISTING, DETERIORATED AND INADEQUATE STRUCTURE CREATES A PUBLIC EMERGENCY ANA IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED % ND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFF CT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY b SO ORDAINED, THIS THE ?
