AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH REAGAN AND McCAUGHAN FOR ENGINEERING
SERVICES IN CONNECTION WITH WATER LINE RELOCATIONS FOR
I.H. 37 CONSTRUCTION: APPROPRIATING AND REAPPROPRIATING
OUT OF 17.741 WATER MAINTENANCE FUNDS TOE SUM OF $9000
FOR PAYMENT OF THE ENGINEERING FEES. AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THE CITY MANAGER IS HEREBY AUTHORIZED AND DIRECTED
TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A CONTRACT WITH
REAGAN AND MCCAUGHAN FOR ENGINEERING SERVICES IN CONNECTION WITH WATER LINE
RELOCATIONS FOR I. H. 37 CONSTRUCTION, IN ACCORDANCE WITH THE TERMS OF
THE CONTRACT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED OUT
OF No. 141 WATER MAINTENANCE FUNDS THE SUM OF $9,000 FOR PAYMENT OF THE
ENGINEERING FEES, AS OUTLINED HEREINABOVE.
SECTION 3. THE NECESSITY TO PROVIDE THE NECESSARY FUNDS AND TO
AUTHORIZE THE HEREINABOVE DESCRIBED CONTRACT IN ORDER THAT THE WATER LINE
RELOCATIONS FOR I. H. 37 CONSTRUCTION MAY CONTINUE AS SCHEDULED, WITHOUT
DELAY, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIR-
ING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION
SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY
TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND
THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT
FROM AND AFTER ITS PASSAGE,

STATEMENT OF WORK
WATER LINE RELOCATIONS:
PROJECT D: 20" MAIN RELOCATION - UP RIVER ROAD AND VIOLET ROAD:
THE CITY'S 20" CAST IRON WATER MAIN CURRENTLY LOCATED IN UP RIVER
ROAD AT THE INTERSECTION OF VIOLET ROAD MUST BE RELOCATED THROUGH THE INTER..
SECTION OF UP RIVER AND THE INTERSTATE 37 EXPRESSWAY. IN ORDER TO RELOCATE
THIS PIPE IT WOULD BE NECESSARY TO INSTALL 3260 FEET OF 16" PARALLEL AND
TEMPORARY PIPE TO SERVE AS A JUMPER TO MAINTAIN WATER TRANSMISSION FROM THE
FILTRATION PLANTS WHILE THE EXISTING PIPE WAS REMOVED AND REINSTALLED IN
THE NEW LOCATION. THE TEMPORARY LINE WOULD BE INSTALLED IN A SHALLOW
TRENCH TO AVOID BUCKLING AT THE JOINTS WHILE UNDER PRESSURE, THEM REMOVED
AND RETURNED TO CITY STOCK AFTER THE TWENTY INCH LINE HAD BEEN RECONNECTED.
THE SERVICE OF THIS MATERIAL WOULD BE CHARGED AT 10 PER CENT OF TOTAL AND
ALL LABOR, MACHINERY, AND OVERHEAD COSTS INVOLVED IN THE JUMPER INSTALLA-
TION AND REMOVAL. AFTER THE TEMPORARY LINE WAS INSTALLED AND CONNECTED,
THE CONTRACTOR WOULD UNCOVER THE EXISTING 20" PIPE, MELT THE LEAD JOINTS,
REMOVE AND CLEAN THE PIPE PRIOR TO REINSTALLING AT THE NEW LOCATION. THE
PIPE IS MANUFACTURED IN 12 -FOOT JOINTS WITH BELL AND SPIGOT ENDS AND WOULD
BE REINSTALLED WITH LEAD SALVAGED FROM THE REMOVAL PLUS NEW LEAD TO COMPEN-
SATE FOR THE LOSS WHILE BEING MELTED OUT OF THE JOINTS. NEW PIPE WOULD BE
REQUIRED TO MAKE UP THE 10 PER CENT LOSS IN SALVAGE AS WELL AS THE ADDED
LENGTH OF PIPE IN THE NEW ROUTE. DUCTILE FAST -TITE IRON PIPE FROM WAREHOUSE
STOCK WOULD BE USED TO MAKE UP THIS DEFICIENCY. THE COST ESTIMATE OF THIS
PROJECT IS EXCEPTIONALLY HIGH DUE TO THE LABOR INVOLVED IN INSTALLING AND
REMOVING THE TEMPORARY JUMPER LINE AS WELL AS THE HIGH LABOR COST OF
EXHIBIT "A"
REMOVING THE 20" PIPE AND CONSTRUCTING THE LEAD JOINTS. IT IS ESTIMATED
THAT THIS WOULD COST SOME $5,000 MORE THAN INSTALLING NEW PIPE; THEREFORE,
IT 15 PROPOSED TO INSTALL NEW DUCTILE IRON 20" MAIN ALONG THE NORTH RIGHT
OF WAY FROM THE INTERSECTION OF UP RIVER ROAD AND THE EXPRESSWAY WEST OF
VIOLET ROAD TO BONNER ROAD THEN TO CROSS THE EXPRESSWAY AT GRADE AND IN
CASING TO THE SOUTH SIDE OF THE SOUTH FRONTAGE ROAD THEN EAST ALONG THE
SOUTH FRONTAGE ROAD TO THE END OF THE CONSTRUCTION IN UP RIVER ROAD. THIS
PROJECT WILL BE CONSTRUCTED BY A PRIVATE CONTRACTOR AT THE LOWEST BID AND
SALVAGE FOR SCRAP OF THE EXISTING 20'
� MAIN WILL BE MADE PART OF THE CON-
TRACT. BY SALVAGING FOR SCRAP THE CONTRACTOR WOULD CRUSH OR BREAK THE
BELL JOINTS AS HE UNCOVERED THE PIPE THEN LIFT EACH 12 -FOOT JOINT OUT OF
THE TRENCH. THIS WOULD AVOID THE HIGH COST OF SALVAGE FOR RE -USE. IF
THIS ITEM RESULTS IN A COST TO THE PROJECT AND NOT A CREDIT, THEN IT WILL
BE ELIMINATED FROM THE CONTRACT.
THE 20" TRANSMISSION MAIN WILL BE ABANDONED IN LATER YEARS IN
HIS SECTION AND REPLACED WITH A LARGER LINE TO ADEQUATELY SERVE THE AREA;
THEREFORE, THE INSTALLATION OF NEW PIPE WILL NOT CONSTITUTE A BETTERMENT
TO THE CITY. CONSTRUCTION OF A LARGER DIAMETER PIPE SOME TWENTY YEARS
AHEAD OF THE PROJECT NEED IS NOT JUSTIFIED ON SOUND BUSINESS REASONS AND
THE CITY PLANS TO CONSTRUCT THE NEW FACILITY ALL AT THE SAME TIME. No
BETTERMENT OR EXTENDED SERVICE LIFE HAS BEEN ESTIMATED IN THIS PROJECT.
PROJECT I: 30" MAIN RELOCATION
A 30" WATER TRANSMISSION MAIN FROM THE TREATMENT PLANTS IS
LOCATED ALONG, IN OR NEAR THE NORTH RIGHT OF WAY OF THE EXISTING STATE
HIGHWAY #9, FROM THE INTERSECTION OF UP RIVER ROAD AND HIGHWAY #9 EAST TO
AND BEYOND REHFIELD ROAD. THE EXPRESSWAY CONSTRUCTION WILL NECESSITATE

THE RELOCATION OF SOME 2780 FEET OF THIS CAST IRON LINE. THIS TRANSMISSION
MAIN FROM THE TREATMENT PLANTS CANNOT BE REMOVED FROM SERVICE LONGER THAN
12 HOURS WITHOUT ADVERSELY AFFECTING THE CITY'S'WATER SUPPLY; THEREFORE,
A TEMPORARY 24" JUMPER LINE MUST BE INSTALLED PARALLEL TO THE EXISTING 30"
MAIN AND TIED TO THE MAIN TO RETAIN SERVICE WHILE THE PIPE IS BEING REMOVED,
A
CLEANED AND REINSTALLED IN THE NEW LOCATION AS REQUIRED BY HIGHWAY CONSTRUC-
TION. THE TEMPORARY PIPE WOULD BE INSTALLED IN A SHALLOW TRENCH TO PRE-
VENT BUCKLING WHILE UNDER PRESSURE AND WOULD INCLUDE 2,335 FEET OF 24"
FAST -TITE DUCTILE IRON PIPE COMPLETE WITH FITTINGS. THE SMALLER DIAMETER
PIPE CAN BE USED IN THIS SECTION OF THE TRANSMISSION MAIN SINCE THE CONSTRUC-
TION TIME WOULD BE DURING THE OFF - SEASONAL PEAK PERIOD. THE 2,335 FEET
OF 30" MAIN HAS VARIOUS DEPTHS OF COVER RANGING UP TO 16 FEET WITH MOST

A LOSS OF UP TO 50 PER CENT OF THE NORTH LANE PAVING OF THE HIGHWAY.
SALVAGE FOR RE -USE AS WATER PIPE WOULD REQUIRE UNCOVERING THE PIPE COM-
PLETELY ON EACH SIDE, REMOVAL OF THE JOINT MATERIAL BY CHIPPING THE CEMENT
OUT OF THE BELLS, LIFTING THE PIPE FROM THE TRENCH, CLEANING AND RE-
INSTALLING IN THE NEW LOCATION. THE PIPE IS BELL AND SPIGOT CAST IRON
WITH CEMENT LINING AND CEMENT JOINTS IN 16 -FOOT LENGTHS. THE CEMENT
JOINTS ARE MADE BY FIRST CALKING TWO RINGS OF BRAIDED HEMP INTO THE BELL
SOCKET THEN CALKING DAMP PORTLAND CEMENT IN THE REMAINING BELL SPACE TO
FLUSH WITH THE FACE OF THE BELL. THIS RESULTS IN A HARD FLINT -LIKE MATERIAL
THAT IS EXTREMELY DIFFICULT TO REMOVE AND RENDERS THE JOINT INFLEXIBLE.
REMOVAL OF THE CEMENT IS DONE WITH THE USE OF PNEUMATIC CHIPPING HAMMERS
AND CAPE CHISELS. AFTER THE PIPE IS REMOVED "1,11O FEET OF THE TRENCH MUST
BE BACKFILLED IN COMPACTED LAYERS IN ACCORDANCE WITH THE HIGHWAY SPECIFICATIONS

BACKFILL SINCE IT IS WITHIN THE HIGHWAY PAVING. THE REMAINING PORTION
WOULD BE COMPACTED BY JETTING WITH WATER. THE PIPE WOULD BE SUPPLEMENTED
WITH NEW 30" DUCTILE IRON FAST -TITE PIPE TO MAKE UP THE GREATER LENGTH OF
THE NEW ROUTE, THEN INSTALLED AND CONNECTED TO THE EXISTING MAIN ON EACH
END. MECHANICAL OR FAST -TITE PIPE WOULD BE USED IN THE CROSSINGS TO ASSURE
A DEPENDABLE AND TROUBLE -FREE INSTALLATION BENEATH THE HIGHWAY. AFTER THE
30" PIPE WAS PLACED IN SERVICE THEN THE TEMPORARY 21" JUMPER WOULD BE
REMOVED AND THE HIGHWAY CHARGED FOR 10 PER CENT OF MATERIAL COSTS AND
ALL OTHER COSTS INVOLVED. THIS PROJECT WOULD COST AN ESTIMATED $18,092
MORE THAN PURCHASING NEW 30" PIPE AND INSTALLING IN THE PROPOSED ROUTE
THEN SALVAGING THAT PORTION OF THE EXISTING PIPE THAT 15 ECONOMICAL;
THEREFORE, IT IS PROPOSED TO INSTALL SOME 3180 FEET OF 30" DUCTILE IRON
PIPE ALONG THE NORTH RIGHT OF WAY TO APPROXIMATE HIGHWAY STATION 717 t 00
THEN ACROSS THE EXPRESSWAY IN CASING AND RECONNECT THE 30" MAIN. THIS
PROJECT WILL BE DONE BY CONTRACT AND WILL INCLUDE AN ITEM OF SALVAGE FOR
SCRAP OF THE EXISTING 30" CAST IRON PIPE FROM MAGEE LANE WEST WITH THE
ITEM BEING DELETED OR ADDED TO THE CONTRACT, WHICHEVER IS TO THE ADVANTAGE
O F THE STATE. NO SALVAGE WILL BE REQUESTED FROM MAGEE LANE EAST SINCE
THIS PIPE IS LOCATED BENEATH THE EXISTING PAVED SHOULDER IN HIGHWAY /19
AND RANGES IN DEPTHS UP TO 16 FEET TO THE TOP OF THE PIPE. SALVAGE OF
THIS PORTION WOULD BE IMPRACTICAL DUE TO EXCESSIVE COSTS AND DAMAGE TO
THE PRESENT HIGHWAY. THE CITY IS NOT PLANNING TO ABANDON THE 30" MAIN
AND TO INSTALL A LARGER MAIN IN THIS AREA WITHIN THE NEXT 20 YEARS AND THIS
PERIOD IS EXCESSIVE, FOR INVESTMENTS IN ENLARGEMENT TO FACILITIES. SOUND
BUSINESS REASONS INDICATE GREATER ECONOMY IN ABANDONING THE 30" MAIN
AND CONSTRUCTING THE LARGER LINE WHEN IT IS NEEDED EVEN AT THE HIGHER
COSTS OVER PRESENT CONSTRUCTION WITH INTERESTS ACCRUING FOR TWENTY YEARS
OR MORE. SINCE THE 30" PIPE WOULD NOT BE INCREASED IN SIZE AND NEW
MATERIAL WILL NOT BENEFIT THE CITY AND THE PRESENT MA'N 15 PERFORMING
SATISFACTORILY NO BETTERMENT OR EXTENDED SERVICE LIFE IS OFFERED AS
CREDIT. THIS PROJECT WILL BE DONE BY CONTRACT WITH THE CITY MAKING THE
CONNECTIONS AT EACH END.
PROJECT J: 36" MAIN:
AN EXISTING 36" UNCASED WATER TRANSMISSION MAIN EXTENDS ALONG
SHARPSBURG ROAD AND ACROSS THE PROPOSED EXPRESSWAY. THIS LINE MUST BE
ADJUSTED AND CASED IN PLACE OR RELOCATED EITHER OF WHICH WILL MEET THE
REQUIREMENT OF THE HIGHWAY CONSTRUCTION. THE LINE CONSISTS OF BELL AND
SPIGOT CAST IRON CEMENT LINED PIPE WITH CEMENT JOINTS AS DESCRIBED IN
PROJECT "1" WITH THE EXCEPTION OF THREE 16 -FOOT JOINTS OR 48 FEET CROSSING
BENEATH THE PRESENT HIGHWAY. CASING AND ADJUSTING THE MAIN IN PLACE CANNOT
BE DONE FOR THE FULL WIDTH SINCE THE RIDGED CEMENT JOINTS THAT WOULD BE
LOCATED IN CASING WOULD NOT BE SUITABLE OR SAFE IN A CROSSING OF THIS
NATURE. MECHANICAL JOINT OR FAST -TITE JOINTS ARE THE ONLY JOINTS ACCEPTABLE
AT THIS TIME TO THE' CITY FOR MANOR HIGHWAY CROSSINGS; THEREFORE, THAT
PORTION THAT WILL BE IN CASING WOULD BE REPLACED BY FAST -TITE OR MECHANICAL
JOINT CEMENT LINED DUCTILE PIPE. THE REMAINING PORTION THAT MUST BE
ADJUSTED IN ALIGNMENT OR GRADE MUST HAVE THE CEMENT JOINTS CHIPPED CLEAN
THEN LEAD JOINTS REINSTALLED.' SINCE THE LINE WILL BE OUT OF SERVICE FOR
SEVERAL DAYS DURING THE TIME THE JOINTS ARE CLEANED AND 'THE SECTION TO BE
CASED IS REPLACED, A TEMPORARY TWENTY -FOUR INCH JUMPER, 46o FEET IN LENGTH,
MUST BE INSTALLED ACROSS THE CONSTRUCTION AREA TO MAINTAIN THE 15 MILLION
GALLON PER DAY CAPACITY OF THE LINE, FROM THE TREATMENT PLANTS. THE LOSS

OF THIS AMOUNT OF TRANSMISSION CAPACITY WOULD SERIOUSLY JEOPARDIZE THE
CITY'S WATER SUPPLY. THIS LINE WOULD BE INSTALLED AND CONNECTED AT EACH
END ON EACH SIDE OF THE HIGHWAY WITH THE PIPE BURIED AND PAVING RESTORED
TEMPORARILY, THEN THE DEAD SECTION OF 36" PIPE WOULD BE REWORKED AND CASED
PRIOR TO RECONNECTING. THE THREE MECHANICAL JOINTS OF 36" PIPE NOW IN
THE LINE WOULD BE REUSED AND THE BELL AND SPIGOT PIPE THAT WOULD BE
REPLACED BY THE NEW FAST -TITE OR MECHANICAL JOINT PIPE WOULD BE SALVAGED
FOR SCRAP. CONSTRUCTION WOULD BE COMPLETED TO THE CENTER OF THE EXISTING
HIGHWAY, PERMITTING TRAFFIC TO BE DIVERTED OVER THE UNDISTURBED HALF, PRIOR
TO STARTING CONSTRUCTION ON THE REMAINING PORTION. AFTER THE LINE WAS
COMPLETED AND IN SERVICE, THE TEMPORARY JUMPER WOULD BE REMOVED AND THE Y
PAVING PERMANENTLY RESTORED TO HIGHWAY SPECIFICATIONS. THE TEMPORARY 24"
PIPE AND FITTINGS WOULD BE RETURNED TO CITY WAREHOUSE STOCK AND THE PROJECT
CHARGED 10 PER CENT FOR MATERIALS AND ALL OTHER COSTS. THE 36" MAIN MUST
BE LOWERED TO CROSS UNDER, THE OPEN DRAINAGE SECTION NORTH OF THE EXPRESSWAY
' AND THIS WILL NECESSITATE THE REMOVAL AND REPLACEMENT OF THE CEMENT JOINTS
IN THE NORTH SIDE OF THE PROJECT. THIS GRADE LOCATION WILL ALSO CONFLICT
WITH THE PROPOSED LOCATION OF THE 3110" RELOCATION; THEREFORE, ONE OR THE
OTHER MUST BE LOWERED TO APPROXIMATE ELEVATION 2.25 MSL. THIS WILL
PLACE THE CONSTRUCTION AT 13 FEET BOTTOM DEPTH AND THREE FEET BELOW THE
EXISTING WATER TABLE AND WILL REQUIRE THE USE OF A WELL POINT SYSTEM TO
LOWER THE WATER TABLE FOR CONSTRUCTION. THE ESTIMATE INCLUDES THE COST OF
LOWERING THE 30" LINE TO CLEAR THE 36" MAIN SINCE THIS WOULD BE AT A LOWER
COST THAN THE 36" LOWERING. THIS EXTRA COST WAS NOT INCLUDED IN THE PROJECT
"I" ESTIMATE SINCE A LOWER COST PROPOSAL OF ADJUSTING THE 36" PIPE IS

AVAILABLE. IF THE 36" IS ADJUSTED IN PLACE THEN THIS AMOUNT OF $4,700
MUST BE ADDED TO PROJECT "I" COSTS. THE PROJECTCAN BE COMPLETED AT A
LOWER COST AND AVOIDING THE DEEP EXCAVATION BY INSTALLING A NEW LINE 23
FEET OFF THE EXISTING PIPE ACROSS THE RIGHT OF WAY. THIS PARALLEL LINE
COMPLETE IN PLACE WITH CASING AND CONNECTIONS IS ESTIMATED TO BE $2,946
LESS THAN ADJUSTING THE EXISTING LINE IN PLACE; THEREFORE, IT I5 PROPOSED
TO INSTALL 490 FEET OF 36" DUCTILE FAST -TITE PIPE 23 FEET OFF OF THE
EXISTING MAIN AND CASED UNDER THE PROPOSED PAVING AND RECONNECTED TO THE
EXISTING MAIN ON EITHER SIDE OF THE HIGHWAY RIGHT OF WAY ALL IN ACCORDANCE
WITH THE HIGHWAY REQUIREMENTS. THE LINE WOULD BE INSTALLED ABOVE THE
30" MAIN GRADE THEN ACROSS THE HIGHWAY LANES IN CASING AS SHOWN ON THE
PLANS. THE LINE WOULD BE CONNECTED AFTER COMPLETION THEN THE DEAD 36"
PIPE ABANDONED IN PLACE. SALVAGE OF THE 36" PIPE BENEATH THE PRESENT
HIGHWAY IS NOT ECONOMICALLY FEASIBLE AND SOME DOUBT EXISTS AS TO THE
REMAINING PORTION; HOWEVER, SALVAGE WILL BE MADE A PART OF THE CONTRACT
TO BE SHOWN AS A DEDUCTIBLE ITEM. IF SALVAGE 15 NOT DEDUCTIBLE, THEN IT
WILL BE DELETED FROM THE WORK. As IN THE 30" AND 20" REPLACEMENT, THE
DATE OF REPLACEMENT OF THE 36" TRANSMISSION MAIN WILL, WITH LARGER MAINS,
BE IN EXCESS OF 20 YEARS; THEREFORE, INVESTMENT IN ENLARGEMENTS IS NOT
FEASIBLE AT THIS TIME DUE TO INTEREST AND DEPRECIATION OF THE UNUSED
FACILITY. No BETTERMENT OR EXTENDED SERVICE LIFE IS DECLARED IN THIS
PROJECT. THE PIPE IS PROPOSED TO BE INSTALLED BY CONTRACTORS AND THE
CONNECTIONS AT EACH END TO BE DONE BY CITY FORCES.

Dear Mr. McDaniel:
In accordance with your request, we are pleased to submit out`
proposal for engineering services relative to the relocation of three
major water lines crossing Interstate Highway No. 37.
We propose to make necessary design surveys and prepare de-
tailed plans and specifications for the following three water line re-
locations:
(1) Project D - 20" Main Relocation - U
Road. p River Road and Violet
(2) Project I - 30" Main Relocation
(3) Project 7 - 36" Main
All relocations to be in accordance with preliminary plans as
prepared by the City and as set out in the "Statement of Work for
Water Line Relocation from County Road North of Farm -to- Market
2292 West to State Highway 9 ", account #9016 -12 -4. The plans and
specifications would be coordinated with the Texas Highway Department
either thru the City, or directly, as may be required.
It is recognized that much of the preliminary planning has been
done by the City and also that most of the material is to be furnished
by the City for installation by the Contractor. We have also been ad-
vised that the Texas Highway Department will not participate in
contractual engineering services based on a percentage of the construc-
tion cost.

Based on the above conditions, we propose to render engineering
services as necessary for the preparation of complete plans and specifi-
cations for the three water line relocations at salary cost times a multi-
plier of 2. 00 and reimbursement for direct non -labor expenses and sub-
contract expense at invoice cost plus 10% service charge. We estimate
that the total cost of these services will not exceed $7, 000. 0--
In addition to the above, we would also,like to offer engineering
services during construction to cover general supervision and also the
detailed resident inspection and construction staking. Should the City so
elect, we would perform any or all of the above services as directed.
We propose to furnish any of these services at salary cost times a multi-
plier of 2. 0 and reimbursement for direct non -labor expenses and sub-
contract expenses at invoice cost plus 10% service charge.
Since the time element in these services is dependent upon the
length of time and conditions of construction, the cost is very hard to
estimate, however, we believe they would not exceed the following:

A decision on these services can be made at a later date; however,
to meet the time schedule for plan preparation, we would appreciate a
decision on the first portion of this proposal at an early date.

each of the three projects, although we would anticipate the above totals
to be the limits for our fees, rather than having separate limits on each
project.
