HomeMy WebLinkAbout07986 RES - 04/20/19664 -19 -66 — 5 A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE HOUSING AND HOME FINANCE AGENCY, UNITED STATES OF AMERICA, FOR A GRANT UNDER THE URBAN MASS TRANS- PORTATION ACT OF 1964; AND DECLARING AN EMERGENCY. WHEREAS, THE HOUSING AND HOME FINANCE ADMINISTRATOR 15 AUTHORIZED I TO MAKE GRANTS FOR MASS TRANSPORTATION PROJECTS; AND WHEREAS, THE CONTRACT FOR FINANCIAL ASSISTANCE WILL IMPOSE CERTAIN OBLIGATIONS UPON THE APPLICANT, INCLUDING THE PROVISION BY IT OF THE LOCAL SHARE OF PROJECT COSTS; AND WHEREAS, IT IS REQUIRED BY THE HOUSING AND HOME FINANCE AGENCY REGULATION, ISSUED PURSUANT TO TITLE VI OF THE CIVIL RIGHTS ACT OF 1964, THAT IN CONNECTION WITH TI-E FILING OF AN APPLICATION FOR ASSISTANCE UNDER THE URBAN MASS TRANSPORTATION ACT OF 1964, THE APPLICANT GIVE AN ASSURANCE THAT IT WILL COMPLY WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964 AND THE HOUSING AND HOME FINANCE AGENCY REGULATION THEREUNDER: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 1. THAT THE CITY MANAGER IS AUTHORIZED TO EXECUTE AND FILE AN APPLICATION ON BEHALF OF THE CITY OF CORPUS CHRISTI WITH THE HOUSING AND HOME FINANCE AGENCY, TO AID IN THE FINANCING OF A CAPITAL IMPROVEMENT PROJECT GENERALLY DESCRIBED AS: , A. ACQUISITION OF THE FACILITIES, BUSES AND RELATED ASSETS OF THE NUECES TRANSPORTATION COMPANY, EXCLUDING ITS PARLOR COACHES AND $538 490.00 CHARTER PERMITS B. PURCHASE OF 19 NEW 35-PASSENGER ($20,000 EACH) AND 8 45- PASSENGER ($30,000 AIR-CONDITIONED DIESEL TRANSIT BUSES AND DELIVERY COSTS ($400 EACH) LESS RESALE 80, VALUE OF 27 USED BUSES ($50,000) 5 8 U 00.00 C. THAT THE CITY MANAGER IS AUTHORIZED TO EXECUTE AND FILE WITH SUCH APPLICATION AN ASSURANCE OR ANY OTHER DOCUMENT REQUIRED BY THE HOUSING AND HOME FINANCE AGENCY UNDER ITS REGULATION EFFECTUATING TITLE VI OF THE CIVIL RIGHTS ACT OF 1964- 3. THAT HERBERT W. WHITNEY, CITY MANAGER, IS AUTHORIZED TO FURNISH SUCH ADDITIONAL INFORMATION AS THE HOUSING AND HOME FINANCE AGENCY MAY REQUIRE IN CONNECTION WITH THE APPLICATION OR THE PROJECT. 4. THAT THE NECESSITY TO PROMPTLY FILE SUCH APPLICATION CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE & V .DAY OF APRIL, 1966.
