cHAPTER 11— PENALTIES
Section 11 -1: PhNAUI:y FOR VIOLATION OF
ELECTRICAL CODE: Any person, firm, corpora -
t,„n or association who violates any of the provi-
sions of this Ordinance shall be deemed guilty of a
misdemeanor and upon conviction thereof, shall be

lars nor more than two hundred ($200.00) dollars,
and each and every day of continuance thereof shall
constitute a distinct and separate offense.
Section 11 -2: VIOLATION: Violation of any of the
terms or provisions of this Code by any corporation
or association shall subject the officers and agents

tion, or association, to the penalty herein provided.
Section 11 -3: CONVICTION: Conviction under the
provisions of this Code shall be deemed just cause
for the revocation of any certficate or ucense which
said person, firm, corporation or association may

and examination for re -issue of such certncate or
license shall be at the discretion of the Board, but
in no event shall be delayed longer than a period of
one (1) year.

quired to keep in force a certificate of registration
during their terms of office. Upon termination of
their services, for any reason, they shall be issued
a certnicate of the same class as had been issued to
them and was in force at the tune of their appoint-
ment to office. The certificate anall be issued only
for the remainder of the year and there shall be no
charge for such certificate.

Section 3 -7: DUTIES OF CHIEF ELECTRICAL
INSk+E ,70R: The Chief Electrical Inspector shall
have the following duties:
(a) lie shall emorce the provisions of this Code.
(b) He shall delegate any powers of inspection to
his subordinates which he deems advisable.
(c) He shall collect, or have collected all fees as
provided herein and transmit same to the proper

(d) He shall, upon application, grant permits for
the installation, extension, or alteration of electrical
conductors and equipment.
(e) He shall make inspections of all electrical
work as provided In this Cide.
(f) He shall keep complete records of all permits
issued, inspections and re- inspections made and
other official work performed in accordance with
the provisions of this Code.
(g) He shall keep a complete record of all Elec-
trical Certificates of Registration in accordance
with the provisions of this Code.
(h) He shall keep on file a list of inspected elec-

trical appliances issued by Underwriters' Labora-
tories, Inc., which list shall be accessible for public
reference during regular office hours.
Section 3 -8: POWERS OF ELECTRICAL IN-
SPECTORS: The City Electrical Inspectors shall
have the following powers and duties:
(a) To enforce the provisions of this Code and to
arrest any person who violates any of such provi-
sions. For such purpose, the Inspectors shall have
the powers of a Police officer.
(b) To enter any house or premises by due process
Of law, if necessary during reasonable hours, to
examine any electric wiring or installation of elec-
trdcal wiring, fixtures or equipment therein, in the
performance of his official duties.

electrical construction or equipment has been in-
stalled without a permit as required herein.
(d) To order compliance with provisions of this
Code where a change of occupancy occurs in a
building which requires changes or alterations to
existing wiring.
(e) To disconect electrical service or services, in
cases of emergency where necessary for safety of
Persons or property or where electrical equipment
may interfere with the work of the Fire Department.
(f) To attach to electrical equipment or electrical
meters any official notice or seal which might be
necessary to prevent the use of electricity; and it
shall be unlawful for any person to use any such
seal or break, change, destroy, tear, mutilate, cover
or otherwise deface or insure any such official no-
tice or seal posted by any City Electrical Inspector,
Section 3 -0: BADGES: The City Electrical Inspec-
tors shall each wear an appropriate badge evidenc-
ing his authority and eommission of police powers.
Section 3 -10: LIABILITY OF INSPECTORS:
Where action is taken by the Chief Electrical In-
spector or Electrical Inspectors to enforce the pro-
visions of this Code, such acts shall be done in the
name of and on behalf of the City, and the inspectors
in so acting for the City shall not render themselves
Personally liable for any damage which may accrue
to persons or property as a result of any act com-

Section 10 -1: SALM PROHIBITED- It shall be
unlawful for any person, firm, association, or cor-
poranon within the incorporated limits of Corpus
Christi to sell, expose for sale, offer to sell, dispose

appliance which has not been endorsed by the
Underwriters Laboratories, Inc., or other nationally
recogmxed standards Association; or without first
obtaming approval from the Chief Electrical In-

standards of the Underwriters Laboratories, Inc.
and /or provisions of this Code are met. When ma-
terial or equipment is approved by the Chief Elec-
trical Inspector such approval shall continue until
the material or workmanship on the article ap-
proved is changed. When the material or workman-
ship is hange the article shall be re-examined for

approval.
(b) When no applicable standard can be used to
determine whether an article is reasonably safe the
Chief Electrical Inspector may grant provisional ap-
proval and allow its sale until such time as it can
be tested or determined whether the article is safe
to persons or property.
(c) when an article is disapproved by the Chief
Electrical Inspector the decision may be appealed
for review by the Board.
(d) The Chief Electrical Inspector shall keep in
his office a complete list of electrical equipment,

Section 9 -15: RAT PROOFING: All electrical in-
stallations shall be made so that rat proof conditions
shall be maintained.
Section 9 -16: SERVICE EQUIPMENT: No Part
of the service equipment shall be placed in a bed-
rooms.
Section 9 -17: SWITCHES AND METER CABI-
NETS: Switches and meter cabinets shall not be
used as junction boxes.
Section 9 -19: LINE AND LOAD CONDUCTORS:
Line and load conductors shall not be used in
metering troughs.
Section 9 -19: GROUNDING CONDUCTORS:
Grounding conductor Number 4 or larger may be
attached to the surface without protection unless
subject to severe mechanical injury. Number 9 may
be run along the surface of the building without
metallic protection if it is rigidly stapled to the
construction. Grounding conductors smaller than
Number 0 must be in metal enclosure.
Section 9 -20: GROUNDING CONNECTIONS FOR
ALTERNATING CURRENT SYSTEMS: A. Connec-

thereof of the total (Gross) distance around the
room as measured horizontally along the wall at

Section 3 -11: SPECIAL R'ULMG: If a special rul-

for similar types of occupancy or building will be
changed in the future, a copy of such ruling shall

the Board before it becomes effective.
Section 3 -12: SPECIAL PER'M11SS10N: The elec-
trical regulations of this Code may be modified or
waived by special permission in Particular cases
where such modification or waiver Is reasonable,
does not differ from the intent of the Code and does
not create an injustice. Such permission shall in an
cases be obtained from the chief electrical inspector
in writing prior to starting -the work, and a copy of
the pernssion shall be filed in the office of the
Chief Electrical Inspector and reviewed by the
Board in meeting.
CHAPTER 4— EXAMINING AND SUPERVISORY
BOARD OF ELECTRICIANS
Section 4-1. EXAMINING AND SUPERVISORY
BOARD OF ELECTRICIANS CREATED: There's
hereby created the ExamlNng and Supervisory
Board of Electricians, consisting of five (5) per-
sons who shall be appointed by the Mayor and
Council. of the Director ohave ub)�Woorks and the
Chief Electrical Inspector.
Section 4.2. QUALIFICATIONS: Persons who

Section 4-3. TENURE OF OFFICE: The mem-
bers of the Examining and Supervisory Board of
Electricians shall hold office from the date of their
appointment and qualification until the date of their
reappointment, or their successors have been ap-
pointed and qualified. As soon as this Code becomes
effective a Board shall be appointed for a term of
two years. Any member of the Board may be re-
moved by majority vote of the Mayor and CIty
Council for good cause following a public hearing
and at least ten days notice thereof. Vacancies
Within the Board shall be filled by appointment for
the unexpired term.
Section 44. REGULAR AND CALLED MEET-
INGS: The Examining and Supervisory Board of
Electricians shall hold one regular meeting per
month and such special or called meetings as are
necessary for its proper performance of duty.
Section 45. POWERS AND DUTIES: The Board
shall select a Chairman and shall prescribe a pro-
cedure and order of business for hearing applica-
tions for Certificates of Registration and for hear-
ing appeals from the decisions of the Chief Elec-
trical Inspector and aggrievement appeals as pro.
vided herein. The Chief Electrical Inspector of the
City of Corpus Christi shall act as secretary to
said Board, but shall be excused from acting as
secretary to the Board in the event of hearing of
appeals from decisions of the electrical inspectors
section and in his stead another person designated

upon the qualifications of all applicants for Certifi-

Section 9 -12: SPECIAL ELECTRICAL FIX-
TURES RULES: The following specific regulations
covering the installation, type and location of cer-
tain electrical fixtures shall be observed as set forth.
(a) All bathroom, kitchen, private garage and
basement fixtures, and all other fixtures installed in
wet locations shall be controlled from wall switches.
(b) Receptacle outlets or fixtures with receptacle
outlets installed in bathrooms shall be installed not
less than five t5) feet above the finished floor.

from the ceiling shall be equipped with approved re-
inforced cord and terminate in a socket or receptacle
cap with a 1/8" pipe size insulating bushing, and it

of Registration have been issued; provided that said

tion, repair and maintenance of electrical conduc-
tors and equipment.
(a) Examinations shall be conducted in -the man-
ner and sequence &�rescribed by the Board relative
to each classification as specified in Chapter 5 oY
this Code.
(b) The Board shall examine each applicant per -
talnirng to the competency of the applicant.
(c) Examinations shall be graded promptly by
the Board and the results or findings of the Board
shall be filed with the City Secretary within thirty
(30) days of the date of the examination.

RULES, The following spec regulations covering
circuiting in building distribution systems shall be
observed in all electrical installations Within the
City.
(a) In all Commercial, Industrial, Public Building,
and Private Residence electrical wiring systems,
no conductors shall be smaller than No. 12 AWG
size, except for use in special low voltage, low
amperage, or control circuits.
In open spans of wiring, the minimum size con-
ductor shell be not less than No. 10 AWG, and when-
ever the span is over fifty (50) feet in length, the
minimum size conductor shall be No. 8 AWG.

corporation whose rights under a Certificate of Com-
petency or license have been suspended or revoked

(e) All meters shall be installed in approved meter
enclosure in accordance with Plate 3 herein and
shall be supplied by the utility company. All meters
shall be installed not lower than five feet, six inches
(5'6") nor higher than six feet -zero inches (5' -0")
from grade, floor, or walk elevation directly below
said location to the center of the meter. Other than
this height of installation will be granted only by
special permission from the Chief Electrical In-
spector.
(f) Meters and meter boxes where subiect to me-
chanical injury, shall be protected by metal guards.
(g) Where one service run is installed to control
several installations, apartments or customers, the
main cabinet and individual cut -offs or disconnect
switches shall be accessible at all times to each such
premises so controlled and each such cut -off or dis-
connect switch shall be clearly marked to identify
same with the premises which it controls.
(h) Panels shall not be located on open porches,
bedrooms, bathrooms, or restrooms.
Section 9 -7: DISTRIBUTION TO AND IN
BUILDINGS: The electrical system from
service entrance to point of service shall be run in
separate conduits or raceways and when a three
phase power and single phase lighting system are
used from different transformer banks they shall
be installed in separate conduits or raceways.

nership or corporation, they shall file the names of
officers who own or operate the .business, their ad-
dresses, the address of the business, and the name
and address of the person who shall be responsible
for the conduct and in charge of the business for all
work done under this Code. The applicant shall
further state the method of supervision of work to
be contracted by the firm and the name of the reg-
istered electrician who is legally proficient as speci-
fied in this Code and shall be responsible for the ac-
tual installatioin, repair, and /or maintenance of
electrical conductors and equipment which is to be
carried on by the person, firm or corporation.
(b) The applicant or a qualified member of the
firm, partnership or corporation shall furnish three
(3) written references with the application.
(c) If the applicant intends to conduct -the busi-
ness and supervise the work himself of installing,
repairing and the maintaining of electrical conduc-
tors and equipment, he shall be examined as pro-
vided herein for the cuss of work in which he in-
tends to engage.
(d) Master Electrician: Applicants for a certifi-
cate of registration as Master Electrician shall file
with the application an affidavit, setting forth that
such applicant is not less than twenty -one (21) years
of age and has had not less than five (5) years ex-
perience in the installation, alteration, and repair of
electrical equipment and conductors, or equally
qualifying experience.
(e) Limited Master Electrician: If the applicant
desires to do work in electrical sign or electrical ele-
vator installation, repair, and /or maintenance, he
shall pass a special examination on the same basis
as that given to a master electrician, but with dia-
grams and a set of questions applicable to his par-
ticular classification.
(1) Applicant shall 'be examined as provided in
Chapters 4 and 5. A certificate of graduation from,
or an affidavit of attendance at a recognized techni-
cal school or college shall be credited year for year
as three (3) years of the required five (5) years ex-
perience.
(f) Maintenance Electrician: Applicants for regis-
tration as Maintenance Electrician shall file with the
application an affidavit, setting forth that he is not
less than twenty -one (21) years of age and has had
not less than two (2) years experience in building
electrical maintenance under a person who was a

— tilled electrician; or he has held at least a Jour-
neyman Electrician's certificate for a continuous
Period of not leas than twelve (12) months.

duit except where approved fittings meet the re-
quirements of a tight joint when encased in con-
crete.
(c) All underground installations of rigid non-
metallic conduit shall be encased in concrete enve-
lope as set forth in Section 9 -2, paragraphs (b) and
(c) herein except where "heavy wall" types of con-
duit is approved for installations outside of heavy
vehicular traffic areas.
(d) All rigid non - metallic conduit used in under-
ground installations shall be so placed that mini-
mum stress shall be imposed on, or sustained by
the said conduit and /or concrete envelope.
(e) All rigid non - metallic conduit where terminat.
ed in man -holes or Junction boxes shall be ended
with approved type of entrance fittings to enable
safe conductor pull -in, and where approaching ter-
mination or ending of a run in a vertical riser shall
be joined or coupled with approved rigid Steel con-
duit by means of approved weather -proof fitting or
coepling before encasing with concrete as set forth
in Section 9 -2, paragraphs (b) and (c). The vertical

Section 9 -6: SERVICE ENTRANCE and METER
LOCATION: The service entrance shall be located
at a point on the building most convenient for con-
nection to the utility company's service pole or dis-
tribution center, and with due regard for property
rights in crossing of adjacent pramises or running
overhead service wire construction over a roof or
along a wall of any building. The distance between
light and .power service entrances on each building
shall not be greater than four feet (4 FL). Should a

rigid metal conduit sizes of one -half (JA ") inch to
and including one (1 ") inch shall be coated with
approved waterproof preservative and immediately
prior to back filling of earth, or shall be encased jn
a three (3 ") inch covering of approved concrete
measured from the outside circumference of the
conduit.
(b) All underground installations of single runs
of approved rigid metal conduit size one and one-
fourth aw)inch and larger shall be wrapped and
coated with approved waterproof preservative, or
shall be encased In three (3 ") inch covering of ap-
proved concrete measured from the outside cir-
cumference of the conduit.
(c) Grouped runs of approved rigid metal conduit
shall be separated by an approved space to permit
approved concrete to encase each such coadvit; but
in no case sball there be less than two and one -half
(21h ") inches of concrete above, below, or on each
side of outside runs in a group. Plate No. 2, herein-
after, shall be considered as a basic standard for
spacing and arrangement of underground conduits
to be encased in approved concrete envelope, as
herein specified. The same basic spacing and ar-
rangement shall govern installations of any other
number of approved types of conduits to be used.
Section 9 -3: ELECTRICAL METALLIC TUBING:
Electrical metallic tubing shall not be installed in

Section 9-4: FLEXIBLE METAL CONDUIT; The
installation of flexible metal conduit for all electri-
cal wiring systems, indoor or outdoor, is hereby
prohibited except as hereinafter providede
(a) Use of flexible metal conduit is permissible
for encasing electrical conductors in wiring systems
involving movable machines or motors thereon, but
shall be limited to not more than three (31) feet
length being used for any such individual use.
(b) Use of flexible metal conduit is permissible
for encasing electrical conductors in wiring systems
where inaccessibility for installation Precludes the
use of rigid conduit or electrical metallic tubing
for such installation, but a "Special Ruling" shall
be secured from the Chief Electrical Inspector for
each such case before proceeding with the work.
Section 9 -6: NON - METALLIC CONDUIT: The in-

employ of or under the supervision of a holder of a
license or a Limited Master Electrician( Sign) or
a Limited Master Electrician (Elevator); and that
he shall perform all installation, alteration and re-
pair of equipment In accordance with this Code and
that he will not independently engage in the busi-
ness of contracting such electrical work.
(I) Apprentice .Electrician: Applications filed for
a Registration as Apprentice Electrician shall state
the a of the applicant and the intent that he is
engaging in the learning of and assisting in the In-
stallation, maintenance, or repair of electrical wir-
ing, fixtures and equipment working directly under
the supervision of a -person holding a sate of
any of the foregoing classifications: or that he is en-
rolled in a certified trade school pursuing a course
in the electrical trades.
Section 5-4: GENERAL: In the actual work of In-
stalling, t cooductora or equip t fo which Te repairing permit its
required'by ordinance, there shall be present and in
direct supervision a qualified electrician of the
proper classification. It shall be required that an
electrician of the registered classification of the
first three grades as listed In Section 5 -2, above, be
liable and responsible for layout and technical sup-
ervision of any work which has required the secur-
ing of permits, and a journeyman or higher class-
ified grade electrician shall be In direct "on the job"
supervision of work carried on as specified herein:
except in work falling under the classifications of
Sign or elevator work, which work shall be per-
formed by or directly supervised by the person
holding such certificate of registration or a journey-
man particularly qualified in such branch of elec-
trical work. Should it come to the notice of the
Chief Electrical Inspector or his assistants that such
supervision and control are not being maintained,
the inspector may order the work to be discontinued
and the person, firm or corporation to whom the
permit has been isued shall discontinue further
work until proper supervision has been employed or
supplied; provided further that nothing herein shall
be construed as prohibiting the employment of ap-
prentices assisting a person duly registered and
qualified under the provisions of this Code.
Provided further that no more than one (1) Ap-
prentice is El � ectrician on any one electrical

Section 5 -5: FEES FOR FxAMINATION OR
REGISTRATION: The fees covering examination
for a Certificate of Registration or a registration
card to qualified electricians of all classes shall be
payable to the City of Corpus Christi at the office
of the Chief Electrical Inspector as set out in Table
1, herein. The examination fee shall accompany the
application for registration.
(a) The registration fee shall be paid to the City
Electrical Inspector before the issuance of a Certifi-
cate of Registration and only after the person has
been approved by the Board of Registration.
(b) Annual renewal of Certificate of Registration
shall be accomplished by issuance of a certified re-
ceipt signed by the Chief Electrical Inspector issued
Upon payment each year extending the validity of
correspondingly numbered certificates for that year,
only. The holder of said Certificate shall affix and
display each yearly receipt upon the face of his
Certificate in the designated space. He shall remove
and destroy any previously issued receipt.
(c) Annual renewal of a Registration card shall
be required as herein set forth and in compliance
with regulations of Section 5 -8, herein.

than a provision of said National Electrical Code
the provision in this ordinance shall control.
(b) Due to unusual climatic conditions prevan-
ing in and about Corpus Christi, certain exceptions
to the wiring methods and materials as set forth in
National Standards herein adopted shall be made as
set forth in Chapter 9 of this Code.
Section 8 -2: STANDARDS FOR ELECTRICAL
EQUIPNZNT: All electrical equipment installed
or used shall be reasonably safe to persons and
property in conformity with the provisions of this
code, the applicable statutes of the State of Texas
and any rules or regulations issued by authority
thereof.
(a) ,Conformity of electrical equipment with the
applicable standards of the Underwriters' Labora-
tories, Inc. shall be prima facie evidence that such
equipment is reasonably safe to persons and prop-
erty.
(b) Only standard Parts and materials approved
by the Underwriters' Laboratories, Inc. or by the
Chief Electrical Inspector as set forth in Chapter 10,
herein, shall be permitted in electrical repair or
maintenance work.
Section 8 -3: STANDARDS FOR ELECTRIC
SIGNS: All electrically illuminated or electrically
pswered outdoor and indoor signs and displays shall
be reasonably safe to persons and property and in
conformity with the provisions of this Code and any
results or regulations issued by authority thereof.
(a) Conformity of all types of electrical signs with
applicable standards of the Underwriter's Labom-
tortes, Inc. and the National Electrical Code, Na-
tional Electrical Safety Code or electrical provisions
of other safety codes which have been approved by
the American Standards Association shall be prima
facie evidence that such installations are reasonably
safe to persons and property.
(b) Conformity of construction, erection, founda-
tion and/or means of support of all such signs with
the City Building Code shall be approved by the
City Building Inspector before permits for electrical

Code.
Section 8 -4: CONDITDONS FOR CERTIFICATE
OF APPROVAL: A certificate of approval shall be
issued upon the completion of an electrical installs-

Section 5 -2.
(a) A certificate of registration shall not be trans-
ferable and mall be issued to the person examined
by the Board and named on certificate and known
as the holder of the certificate.
tb) A certificate of registration shall not be valid
unless it bears the signature of the holder, Chief
Eectrical Inspector, and Chairman of the Board
with the seal of the Board.
(e) A certificate of registration shall provide a
designated space on whien the annual receipt of re-
newal fee shall be placed each year.
(d) A Certificate of Registration shall expire De-
cember 31 of each year, and unless renewed, the
holder shall be deemed unregistered under the
provisions of this Ordinance; provided, however,
that reinstatement and renewal can be done by
payment at the annual fee within six (8) months, or,
where the certificate holder has secured the cer-
tificate by examination, by payment of twice the
anual fee within two (2) years of the date of ex-
piration. Failure to secure reinstatement and re-
newal within two (2) years from the expiration
date shall require a new application and examina-
tion as in the first instance.
(e) Should the holder of a certificate of registra-
tion take up another occupation or otherwise indi-
cate that he has abandoned his occupation as classi-
fied in Chapter 5 of this Code, even though he may
apply for registration each year, he shall be ex-
amined every two (2) years to maintain his regis-
tration.
(f) Persons, firms, or corporations holding any
certificate of Registration within classifications as
listed under Chapter 5 of this Code, which is valid
and has not expired at the date of the passage of
this Code, shall be subject to the terms of this Code,
but shall within three (3) months after the effective
date of this Code, make 8pplication for the proper
certificate of Registration as provided in this Code,
but shall not be required to pay the examination
fees or be examined for the respective grade or class

(a) The Registration Card as issued shall bear the
signature of the Chairman of the Board and the sig-

cant or registrant has paid to the City the required
registration or annual renewal fee for his clawifica-
tion as set forth in Section 5 -5 (d) Table 1, herein.
(•b) Each such Registration Card shall expire at
Midnight of December 31 of each year and a new
card shall be registrant upon receipt of the annual without w

Section 5 -8: LOST OR DESTROYED: Registry
t1no Certificates r cards lost or destroyed during

by the Chief Electrical Inspector in accordance with
the rulas and regulations of this Cod pprovided sat_
iafactory evidence has been presentet�l by the regis-
trant of such loss or destruction, and provided the

evidence of his registration as he is required to have

Section 5-10: TERAIINATION OF REGLSTRA-
TION: NO REFUND: Each Registration Certificate
or Card when issed shall be leaned to a person
firm or Corporation to be ]mown as the holder of
said Registration and should such person, firm or
Corporation dissolve or surrender its Charter, such
Registration shall become null and void, however,
no refund shall ever be made for the unexpired por-
tion of the registration.
Section 5 -11: REGISTRATION: Upon presenta-
tion to the Chief Electrical Inspector of a Certifi-
cate Board by tinge the Chairman and the off the
applicant, the classification applied for, and that
he has pawed the required examination' and after
the applicant has paid to the City of Corpus Christi
the registration fee prescribed in this chapter,
the Chief Electrical Inspector shell register the
name of the applicant in the records kept for that
purpose and shall issue to the applicant a Certifi-
cate of Registration.
Section 7-8: PROPER SUPERVISION: In the ac-
tual work of installing, maintaining, altering or re-
Pairing any electrical wiring device or equipment
for which a permit is required by tbis Code, there
shall be present and in dix•ect supervision a quail-
fled electrician of the proPr classification of regis-
tration as specified in Section 5-4, herein.
Section 7 -8: ELECTRICAL SERVICE CONNEC-
TIONS: It shall be unlawful for any person, firm or
corporation to make connections from a source of
electrical energy to any electrical wiring, device r
equipment which has been disconnected by order of
the electrical inspector or the use of which has been
Prohibited for reasons herein set forth until a cer-
tificate of approval has been issued by shim authoriz-
ing the reconnection and me of such wiring, de-
vices r equipment.
(a) It shall be unlawful for any unauthorized

CHAPTER 6— STANDARDS
Secttoa 8-1: STANDARDS FOR >;'r.'pr' WCAL
INSTALLATIONS: All installations of electrical
wiring and equipment shall be reasonably safe to
Persons and nrnperty and in conformity with the
Provisions of this ordinance, the applicable statutes
of the State of Texas and any rules or regulations
issued by authority thereof.
(a) The book entitled "National Electrical Code, 1965
Edition," a copy of which, authenticated by the Sig-
natures of the Mayor and City Secretary, and made

to be correctly installed, replaced or repaired, the
electrical inspector shall endorse his approval upon
the inspection certificate stating that the wiring or
installation work has been installed in accordance
with the provisions of this Code. For each and every
final inspection requested by electrician in charge
of a job after the first has been made the final In-
spection shall be paid as hereinbefore provided.
Section 7-4: WORK LEFT OPEN: It shall be un-
lawful for any person to cover, or cause to be cov-
ered, any part of a wiring installation with flooring,
lath wall- hoard, or other material until the electri-
cal inspector shall have approved the wiring instal-
lation in part or as a whole, except as herein set
forth.
Section 7 -5: INSPECTOR'S REMOVAL RE-
QUEST: It shall be the duty of the electrical in-
spector to cause all abandoned dead wire, unused
Ws or electrical apparatus an the outside of the
buildings or in streets or alleys to be removed at
the expense of the owners hereof, by giving the
said owners written notice.
Section 7 -5: INTERFERENCE: It shall be unlaw-
ful for any unauthorl2ed person to, in any manner,
change or alter electrical conductors or equipment
in or on any building. If in the course of the erec-
tion of a building or structure, electrical coeduc-
tora or eqquipment have previously been installed 3n
such position as to interfere with the erection or
completion of the structure, Mice mall be immedi-
ately given the authonlzed person or firm using the
electrical conductors or equipment, and he shall be
required to accomplish this needed change in ac-
cordance with this Code.
Section 7 -7: PERIODIC GENERAL INSPECTION:
The Chief Electrical Inspector shall inaugurate
thorough periodic reinspections of installations of all
electric wiring, electric devices, and electric equip-
ment now installed, or that may hereafter be in-
stalled within the City of Corpus Christi, and with-
in the scope of this Code, and when the installation
of any such wiring, devices or equipment is found
to be defective, dangerous or in an unsafe con-
dition, the person, firm or corporation owning, us-
ing or operating the same shall be notified in writ-
ing and shall make the necessary repairs or changes
required to place such wiring, devices, or equip-
ment in a safe condition within five days, or any
longer period specified by the Chief Electrical In-
spector in said notice. The Chief Electrical inspector
for shall immediately order the disconnection, or
discontinuance of electrical service to such wiring,
devices, or equipment until same has been made
safe as directed. (32)
Section 5 -12: REGISTRATION NOT TRANSFER-
ABLE: It Shall be unlawful for any person to lend,
rent or transfer his Certificate of Registration, his
badge or any rights to any other person, and for any
person to make use of any such rights which are not
actually his own.
Section 5 -13: ALTERING OR AMENDING REG-
ISTRATION: It shall be unlawful for any person
other than the Chief Electrical Inspector at the
direction of the Board to alter or amend In any
manner any instrument of Registration as act forth
herein.
Section 5 -14: DISPLAY OR EVIDENCE OF REG-
ISTRATION• It shall be required that all registrants
fittingly display their certificates or cards of regis-
tration as provided herein.
(a) Every holder of a certificate as a Master Elec-
trician, Limited Master Electrician (sign) or Limited
Master Electrician (Elevator) shall display his mr-
tificate in a conspicuous place in his principal place

work may be carried out by persons who are not
registered electricians:
(a) The replacement of lamps, fuses, and connec-
tion of portable devices to suitable receptacles
which have been permanently installed.
(b) The installation, alteration or repairing of any
wiring, devices or equipment for the operation of
signal or transmission of intelligence, where
such wiring, devices, appliances, or equipment op-
erates at a voltage not exceeding fifty (50) volts
between conductors and do not include generating
or transforming equipment.
(c) The installation, alteration or repair of elec-
tric wiring, devices, appliances and equipment in-
stalled by or for an electrical public service corpora-
tion operating under a franchise from the City when
for the use of such corporation in the generation,
transmission, distribution or metering of the electrI-
cal energy or for the use of such a corporation in
the operation of street railways, signals, or the trans-
mission of intelligences as specified in Chapter 1.
(d) Any work involved in the manufacture or test
of electrical materials, devices, appliance or appara-
tus, but not including any installation of wiring
other than that required for testing purposes, If such
equipment as completed is approved by the Chief

Electrical Inspector before it is installed or used
within the City, under a permit covering such in-
stallation.
CHAPTER a— PERMITS AND FEES,
ELECTRICAL INSPECTION
Section 6 -1: PERMTS REQUHM: It shall be
unlawful for any person, firm or corporation to in-
stall or cause to be installed, or to permit any per-
son to install, any electrical wiring, .fixtures 4r
changes or repairs, the scope�o? this Cod
without first having procured a permit therefor is-
sued by the city electrical inspector, except as pro-
vided herein. There shall be one permit for each
building for which rough work for electrical con-
ductors, or electrical equipment is installed. Amen_
sort' buildings, tourist cottages or group houses shall
not'be considered separate buildings when the work
is to be installed as one complete project, and at
one time; except where separate switches or meter
loops are installed thereon.
Section 6 -2: PERNIITS NOT REQUIRED: No per-
mit shall be required for the making of minor repair
or maintenance work, the replacement of ]amps or
the connection of portable electrical equipment to
suitable permanently Anstalled receptacles, No per -
firm or organization dor the replacing of, refrigeration refrlger-
SUM motor by another motor of the same horse-
power and rating, solenoid valves, low pressure con-
trols, or other controls that are a part of the re-
frigeration system when the, electrical supply to
same is or has been properly installed by a licensed
electrician, No germ�t shall be required for the
installation of electrical conductors or equipment
to be n then generration r transmissions sale Cor�� o
electrical energy as outlined in their franchises; nor
for the use of such corproation in the transmission
of intelligence. No permit shall be required for say
work involved in the manufacturing, testing or
servicing, altering or repairing of electrical equip-
ment or apparatus, except that this exemption shall
not include any permanent wiring.
No permit shall be required for the installation of
electrical conductors or equipment to be installed
by any Contractor where such installation is in ac-
cordance with the Plans and Specifications there-
tofore approved by the City, and where such instal-
lation will be within and on premises within the
control and supervision of the State of Texas and /or
the State Highway Department of Texas, and where
such installations will be a part of facilities operat-

work, address and permit number. The Electrical
Inspector shall then make an inspection of the elec-
tric Installation within twenty-four (24) hours from
the time of notification (exclusive of Sundays and
legal holidays). If said wiring or Installation work
has been installed in accordance with the terms and
Provisions of this Code, the city electrical inspector
shall sign the inspection card, noting thereon, the
date of approval of the work. More than one rough
inspection may be made without charge when 0

(a) FAULTY WORK: If the electric wiring or
e installation of fixtures or equipmreaY -1s found to be
faints incorrectly or defectively installed, the elm_
trim inspector shall notify the responsible person
who installed such work of the changes necessary to

electrician shall, within forty-eight (48) hours from
the time of notification make or start to make the
changes ordered and shall proceed with the work
until the same is completed. Upon completion there-
of and payment of the Reinspection Fee, he shall
notify the electrical inspector to the effect that
faulty work has been corrected The latter shall

work is found to comply with this Code he shall

Section 7 -3: FINAL INSPECTION' Uppoo the com-
pletion of all electrical wiring or installation of fix -

ism, the electrician in charge shall notify the Chief
Electrical Inspector that the work is ready for final
inspection, giving the Electrical Permit Number and
Street Address; and the Chief Electrical Inspector
shall then cause inspection to be made within twen-
ty -four (24) hours from time of receipt of notifi-
cation (exclusive of Sundays and legal Holidays),
and if any faulty or defective wiring or equipment
is found, the electrician in charge shall be notified
of the changes to be made in order that such work
shall conform to this Code. If such work is found

ditions require; however, such fixtures or altera-
tions shall be of a character that will make the elec-
tric system in the building as a whole conform to
the spirit of this Code. In the event of a special
ruling by the Chief Electrical Inspector for some
unusual type of construction or occupancy not out-
lined herem, and which will establish a policy on
future work, the chief Electrical Inspector shall
make a written ruling obtain approval from the
Board, and shall place the same on file in his office
for public information.
Section 6-9: TIME LIMITATION OF PERMITS:
If electrical wiring or installation of fixtures or
equipment work authorized under a permit is not
started within sixty (60) days after issuance of such
permit, or if the work is started and then discon-
tinued and the work remains discontinued without
Justifiable cause for a period of sixty (60) days, the
permit shall become void, and no work shall be done
on the premises until a new permit is issued and all
necessary fees .paid. No refunds shall be made for
permits that have become void.
Section 6 -10• REVOCATION OF PERMITS: The
Chief Electrical Inspector shall have the right to
declare a permit null and void if there has been
misrepresentation of facts or any violation of the
provisions of this Code.
Section 6-11: REFUND OF PERMIT AND IN-
SPECT ON FEES: An electrical permit may be can-
celled by the applicant at any time within sixty (60)
days of the date of its issuance. If no work has been
done ,under such permit the Chief Electrical Inspec-
tor, when formally requested in writing by the ap-
plicant, may refund 75% of the permit fee paid, but
in no case shall the City retain less than $2.00 to
cover the cost of auditing the fee and preparing the
request for refund.
CHAPTER 7— MSPECTIONS
Section 7 -1: INSPECTIONS REQUIRED: It shall
be unlawful for any person, firm or corporation to
make connections from a source of electrical energy
to any electrical wiring, devices or equipment on an
installation for which a permit is required, as set
forth in this Code, until a certificate of approval
has been issued by the Electrical Inspector author-
izing such connection and the use of such wiring,
devices or equipment.
Section 7 -2: ROUGH INSPECTION: When the
rough wiring or installation work is completed on
any premises, the person responsible therefor shall
notify the Electrical Inspector that the job is ready
for inspection, giving proper identification of the
ad, maintained, and controlled by the State of Texas
and/or said State Highway Department of Texas.
Section 6 -3• PERMIT FEES: Before proceeding
with the installation, alteration of or the addition to
any electrical wiring or equipment within or on any
building structure or premises, publicly or privately
owned within the corporate limits of Corpus Christi
the Master Electrician in charge of such propose
work shall first file with the Chief Electrical Inspec-
tor an application requesting inspection, and pay
fees to the City in accordance with the following
schedule to secure a permit to carry on such work.
(a) The term "circuit" herein shall mean each
main feeder, submmain or branch circuit, for power,
light or any other purpose or service; and each fused
or other type of automatic cutout protected wire of
a final branch muldwire circuit and shall be
charged for and considered as a circuit within the
terms of this section of this Code.
Qb) The term "outlet" shall mean, and be con-
strued as, any gp�int on a wiring system at which a
switch is installed or electricity is taken from a cir-
cuit for light power, or any other purpose or service.
(c) The term `outlet addition' or "outlet exten-
sion" shall mean, and be construed as any outlet in-
stallation made over and above the number as re-
quested in the permit, or as shown on the plans for
new construction; or outlet installation extending
from or added to old existing circuits, respectively.
(d) The term "Investigation Fee" shall mean, and
be construed as, that if the office of the City Elec-
trical Inspector has not been notified within seven-
ty -two (72) hours (Sunday and Legal Holidays ex-
cepted) after a specific job is started, an. Investiga-
tion Fee shall be charged and collected from the
person responsible for and /or in charge of the job;
said fee to be in addition to all other permit fees
connected with said job.
(e) Permit applications c vering the installation
of motors on any job shall specify each motor indi-
vidually and no grouping of motors per machine, or
other such grouping of horsepower shall be per-
mitted.

INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT
THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED
THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED
FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN
FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE AND PUBLICATION, IT

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-

THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; 1, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
