On this the 25th day of June, 1966, the CitN Council
of the City,'of Corpus Christi, Texas, convened in
meeting, with the following members of said Council p / sent,
to -wit:
McIver Furman Mayor
Jack R. Blackmon
W. H. Wallace, Jr.
Patrick J. Dunne
Dr. P. Jimenez, Jr. Commissioners
Ken McDaniel
Ronnie Sizemore
T. Ray Kring Ci ecretary
with the following absent: o-�
constituting a quorum, at which time the following among other
business was transacted:
Mr. McIver Furman, Mayor, presented for the considera-
tion of the Council an ordinance. The ordinance was read by the
City Secretary. The Mayor presented to the Council a communica-
tion in writing pertaining to said proposed ordinance, as follow,:

Gentlemen:
The public importance and the pressing need for
buying and constructing a public bus transportation system
with the proceeds of the bonds voted at the election held on
June 25, 1966, creates an emergency and an imperative public
necessity requiring the suspension of rules and Charter pro-
visions requiring ordinances to be considered and voted upon
at three regular meetings. I, therefore, request that the
City Council pass the proposed ordinance canvassing the
returns and declaring the result of the election for the
issuance of said bonds as an emergency measure. You will

please consider this request in connection with the ordinance
which has been introduced in the City Council on this subject.

Commissioner moved that the Charter
provision prohibiting ordinances from being passed finally on
the date introduced be suspended for the reasons stated in the
written request of the Mayor and stated in the emergency clause
f the dinance. The motion was seconded by Commissioner

BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS, CANVASSING RETURNS AND
DECLARING RESULTS OF AN ELECTION "ON SHE
QUESTION OF THE ISSUANCE OF BONDS FOR THE
PURPOSE OF BUYING AND CONSTRUCTING A PUBLIC
BUS TRANSPORTATION SYSTEM IN THE AGGREGATE
AMOUNT OF 500,000; AND DECLARING AN EMERGENCY.
WHEREAS, heretofore on the 1st 'day of June, 1966,
the City Council of the City of Corpus Christi, Texas, passed
an ordinance calling an election to be held in said City on the
25th day of June, 1966, on the Proposition hereinafter stated;
and
WHEREAS, said City Council has investigated all
matters pertaining to said election, including the ordering,
giving notice, officers, holding, and making returns of said
election; and
WHEREAS, the election officers who held said election
have duly made the returns of the result thereof, and said
returns have been duly delivered to said City Council.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS;.
1. That the City Council officially finds and
determines that said election was duly ordered, that proper
notice of said election was duly given, that proper election
officers were duly appointed by the City Council prior to said
election, that said election was duly held, that due returns of
the result of said election have been made and delivered, and
that the City Council has duly canvassed said returns, all in
accordance with law.
2. That the City Council officially finds and
determines that only resident, qualified electors who own
taxable property in said City and who have duly rendered the
same for taxation were allowed to vote at said election, and

that the following votes were cast at said election on the
Proposition submitted:

"FOR THE ISSUANCE OF BUS SYSTEM BONDS " Votes;
"AGAINST THE ISSUANCE OF BUS SYSTEM BONDS" 11hpotes.
3. That the City Council officially finds, determine
and declares the result of said election to be that said Propos
tion so submitted received a favorable majority vote and
and that said bonds may be issued in accordance with law.
4. That the public importance and the pressing need
for buying and constructing a public bus transportation system
with the proceeds of the sale of said bonds create an emergency
and an imperative public necessity requiring the suspension of
rules and Charter provisions requiring same to be considered and
voted upon at three regular meetings, and such facts require
that this ordinance be passed and take effect immediately as an
emergency measure, and such rules and provisions are hereby
suspended and this ordinance is passed and shall take effect
as an emergency meausre, and shall be in full force and effect
immediately upon its passage.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
