SATION PLAN FOR ALL POSITIONS IN THE CITY SERVICE; REPEALING
• ALL ORDINANCES IN CONFLICT HEREWITH; CONTAINING A SAVINGS -
CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.; AND DECLARING

SECTION I.I. DEFINITION AND ADOPTION OF COMPENSATION PLAN V,,* r
(a) Salary Schedules. The pay of City employees shall be on the basis "
of appropriate salary schedules prescribedaherein'for the•respective grades x
of positions in the classified service as established by the Civfl Service
Board and for the respective unclassified•positions as listed herein. Each

•- '•salary schedule shall consist of an entrance rate, intermediate rates,'merit ,
rates,'and two longevity rates, The schedule of salaries•as shown in the fol-
lowing subsection shall comprise the compensation plan. A separate salary '

(b) Adoption of Compensation Plan_. The compensation plan is hereby

SECTION 2. ADMINISTRATION OF THE COMPENSATION PLAN
(a) Entrance Salary Rates
(1) Starting Rate on Initial Employment. On original appointment
to any position the salary shall be at the entrance or first step rate except
as otherwise provided herein, and advancement from the entrance rate to the
maximum rate within a salary range shall be by successive steps. The City
Manager may approve initial compensation at the B or C step in the appropriate
salary schedule when the experience, skill, training, or temporary conditions
of the labor market justify the action.
(2) Starting Rate on Return to Duty. When an employee returns to
s
duty in the same class of position after a separation from the City service
of not more than one year, which separation was without prejudice to the
employee, such employee may, at the discretion of the City Manager, receive
the rate in the salary schedule corresponding to the step rate received at the
time of separation and shall subsequently be paid such rate for at least such
period as is normally required for advancement to the next higher salary rate.
(3) Starting Rate on Return from Military Service. Any employee
who leaves or has left the City service to enter the active service of the
armed forces of the United States and who subsequently is reinstated to a
position previously held by him shall be entitled to receive a salary at the
step rate to which he would have'been entitled had his service with the City
re
not been interrupted by service in the armed forces, assuming his manner of
performance to be that evidenced prior to his military service.
(4) Starting Rate in New Position. Whenever an employee is assigned
to duty in a position of a different class not previously held by him and such
change is not in the nature of a promotion, he shall receive the entrance rate
in the salary schedule established for the class or such other rate within the
applicable salary schedule as he may be entitled to by reason of crediting him
in his new position with such prior service that is found to meet the following
conditions; The character and nature of the duties of the position to which
the employee was assigned are similar to'those of the new position; the service
in the former position provided experience which is valuable to the performance
of the duties of the new position.
(5) Rate of Pay on Promotion. In any case where an employee is
promoted to a position of a class with a higher salary schedule, the entrance
salary rate shall be at the lowest step in the higher salary schedule ' that

will provide an increase over the salary received immediately prior'td•such

promotion. Subsequent advancement to higher steps in grade will be on the same
basis as described in paragraph (b) below! However, when an employee is promoted

regularly involved a minimum of four (4) hours overtime per week, the employee"
shall be placed in the step of the higher salary grade which corresponds to
the same salary, tyncluding overtime, as that earned in the lower salary grade.
(b) Advancement of salary within a salary schedule. Advancement in the.:
salary of an employee within a salary schedule shall be based on the achievement
of minimum periods of service and satisfactory performance.
(1) The minimum period of service required for the first salary
advance after appointment to a position shall be six months. For each
succeeding advance, at lease one year of service in the position shall be
required.

(2) Advancement to the first longevity rate shall be made at the .

completion of at least one year of service in a position at D step and at ✓' �•
least ten years of continuous service with the City.

(c) Full -Time Basis of Salary Schedules. The salary prescribed in the
salary schedules are fixed on the basis of full -time service for 40 hours of
work per week or as otherwise indicated for certain classes in the Civil Serv-
ice rules; provided, however, that the Fire Chief shall prescribe the hours
of duty and the number of hours comprising the workweek of Firefighters serv-
ing the probation period while undergoing the period of training prior to
being assigned to regular duty, but such workweek shall not exceed 72 hours
nor be less than 40 hours and shall be administered uniformly. The Fire Chief
shall also prescribe the hours of duty and the number of hours comprising the
workweek of all firemen returning to limited service from an on- the -job injury.
Salaries of part -time positions shall be determined as provided in Section 4
of this ordinance.
(d) Application of Compensation Plan to Positions in the Classified Serv-
ice. The grades assigned to each of the salary schedules refer to the grades
established for each class of positions in the classified service by the Civil
Service Board and included in the classification plan as adopted and amended
from time to time by the Board. Each employee shall be paid within the range
for the grade of his position subject to the provisions of Section 2 of this
ordinance on the administration of the Compensation Plan.
(e) 'Application of the Compensation Plan to Positions in the Unclassi-
fied Service. Each position in the unclassified service, as established below
shall be paid according to the salary schedule for the respective grade indi-
cated below and at the rate within the appropriate schedule to be determined
by the City Manager on the basis of his evaluation of the experience, ability,'
and length of service of the incumbent.
(f) Wage rates on construction work designed by the City Council to be

done as City force account work shall be established by the City Council as
provided by law. '
(g) laborers required to work six days per week on garbage collection on
a regular basis shall be compensated for a minimum of 44 hours with the hours
over 40 being paid on a time and one -half basis.
(3) Advancement to the second longevity step shall be made after
completion of at least one year of service in a position at the first longevity
rate and at least twenty years of continuous service with the City.
'(4) No advancement of salary within a salary schedule shall ever
be made to steps Dl, El Fl, or F2 of the salary schedule. The salary step
of any employee who has attained step D1 of the salary schedule prior to the
passage of this ordinance shall remain unchanged until he has completed ten
years of continuous service with the City or has been promoted to a higher
class. The salary step of any employee whb has attained step E1 of the salary
schedule prior to the passage of this ordinance shall remain unchanged until
he has completed twenty years of continuous service with the City or has
attained step Fl or F2 of the salary schedule prior to the passage of this
ordinance shall remain unchanged until such time that the employee is promoted
to a higher class or until the salary schedules are changed by the City Council
(5) Police and Fire personnel shall not be eligible for longevity
pay as provided above. In lieu thereof, they shall receive longevity pay in
addition to the base salary rates as prescribed above at the rate of $2.00
per month for each completed year of service, in accordance with state law.
(c) Recommendations for Salary Advancement Within Grade. The department
head and /or division head concerned shall recommend in writing to the City
Manager the advancement in salary rate of each employee in his department
and /or division who has met the requirements for salary advancement as enumer-
ated above. This recommendation shall include a certification as to employee's
manner of performance during the months immediately prior to the effective date
of the recommended advancement in salary was satisfactory. (Ord. 5054)
(d) Reappointment of Officer. Salaries for appointed officers having
a definite term shall be subject to reduction or increase by amendment to this
ordinance. Unless otherwise provided', reappointment shall have the same effect
as a continuation of employment and the officer shall receive salary at the
same step rate of which he would have been entitled had his employment been
continuous. (Ord. 4210)
(e) Laborers shall be placed in the appropriate step of the monthly rate
schedule by allowing full credit for service performed as an hourly employee.
For the purpose of future salary advancement, Laborers shall be given credit
for service in the step of the monthly salary schedule to which they are
hereby assigned on the basis of time accumulated in the corresponding step
of the hourly schedule as though the time had been continuously served in the
corresponding step of the monthly salary schedule. All future salary adjust-
ments shall be in accordance with the minimum periods of time established for
advancement to subsequent steps provided however, that no Laborer shall be
eligible for advancement to steps D, E,'or F until a minimum period of 12
months in the monthly salary schedule has been served.
SECTION 3. INITIAL ADJUSTMENTS TO THE COMPENSATION PLAN p
(a) In order to bring all salary rates into conformity with those pro-
vided in the Compensation Plan, the following rules shall be effective in
fixing the rates of pay of incumbents of all classified positions, except
positions in classes of the Police and Fire series, at the time of adoption
of the Compensation Plan.
(1) The rate of pay of an employee receiving less than the minimum
rate of the salary schedule prescribed for the class to which his position is
allocated shall be increased to the minimum rate, provided that the rate of pay
of an employee having five years or more continuous service in his present
position or in an exa ct similar position with the City, shall be advanced
to the second step.
(2) The rate of pay of an employee,receiving the same or more
than the minimum of the salary schedule but less than the second step rate
of the schedule prescribed for the class to which his position is allocated
hall remain unchanged unless or until the employee has completed six months
of satisfactory service in the position, when his salary shall be advanced
to the second rate of the salary schedule.
(3) The rate of pay of an employee receiving the same or more
than the second rate but less than the third rate of the appropriate salary
schedule shall remain unchanged unless or until he has satisfactorily served
in his position 18 months when his salary shall be advanced to the third rate
of the salary schedule.
(4) The rate of pay of an employee receiving the same or more
than the third rate but less than the maximum rate of the appropriate salary
schedule shall remain unchanged unless or until he has satisfactorily served
in his position 30 months, in which case he shall be advanced to the maximum
salary rate of the salary schedule.
(5) The rate of pay of an employee receiving the same or more than
the maximum rate, but less than the first longevity rate, shall remain unchanged
unless or until he has completed ten years of continuous service with the City,
and has satisfactorily served 42 months in his present position.
(6) The rate of pay of an employee receiving the same or more than
the first longevity rate, but less than the second longevity rate, shall remain
unchanged unless or until he has completed twenty years of continuous service
with the City and has satisfactorily served 54 months in his present position.
(7) In any case where the present salary of an employee is at or
above the second longevity rate of the salary schedule, the salary of such
employee shall remain unchanged until such employee is promoted to a higher
class or until the salary schedules are changed by the City Council
(b) The salaries of unclassified employees, except laborers, shall be
adjusted to the rates of appropriate salary schedules specified herein at
the step determined by the City Manager; provided that longevity rates shall
not be used unless employee has met requirements for continuous service with
the City.
(c) According to the terms of the contract between the Corpus Christi
Independent School District and the City of Corpus Christi authorized by the
City on November 18, 1959, all employees of the District employed in the Tax
Office as of November 18, 1959, and desiring to become City employees as of
December 1, 1959, July 31, 1960, or July 31, 1961, or July 31, 1962, will
receive compensation according to subsection (a) - (b) above as though
the date of transfer to the City and the date of adoption of the compensation
plan were the same. Years of service with the District will be considered
to be years of service with the City for longevity purposes.
(d) Whenever any governmental unit consolidates with the City of Corpus
Christi except as previously provided in subsection (c) above, the employees
of the governmental unit so consolidating will receive compensation according
to subsections (a) through (c) above as though the date of consolidation and
the date of the adoption of the compensation plan were the same. Years of
Ydrvice with the consolidating unit will be considered to be years of service
with the City for longevity purposes.

ECTION 4. -COMPENSATION OF PART- T]ME.EMVLOYEES
(a) Compensation of•Part -Time Hourly Employees. A part -time employee shall
be paid on an hourly rate equivalent to the appropriate monthly rate in the salary
schedule for the class. Such hourly rate equivalent shall be computed by divid-
ing the monthly salary by 4 -1/3 times the normal number of hours per week for the
class as specified in the classified plan established in the Civil Service rules.
(b) Advancement in Salary for Part -Time Employees. A part -time employee
may be advanced in pay within a salary schedule in the same manner as other em-
ployees, provided that only actual hours of work shall be considered in determin-
ing such advancement. When the hourly equivalent of required periods of service
has been attained, advancement to the higher step rate may be affected in accord-
ance with Section 2 of this ordinance. .
SECTION S. SPECIAL COMPENSATION PROVISIONS
(a) Compensation While Serving in a Higher Class. In any case when an em-
ployee is qualified for and is temporarily required to regularly and continuously
serve in and have the responsibility for work in a higher class of positions, such
employee while so assigned, shall receive the entrance salary rate of that class
or his present rate whichever is higher.
(b) Compensation of Working Supervisors. In case an employee is working in
a class and assigned in charge of one or more other persons in positions of the
same class or grade, such employee shall be paid at the corresponding step rate in
the next higher salary schedule.
(c) Compensation Adjustments for Extended Workweeks. In those positions in
classes of grade 22 or below where compensation is based on a 40 -hour workweek, em-
ployees required to regularly and continuously work on a schedule of 44 or 48 hours
per week shall be paid according to the following:
44 hours per week Next higher salary schedule over that prescribed for
the class
48 hours per week Second higher salary schedule over that prescribed for
the class
(d) Specialist Pay. When assigned to certain special duties, members of the
Police and Fire Departments shall be paid additional compensation in amounts as set
forth in the Fire and Police Salary Schedule, Section I of this ordinance. Upon the'.
termination of such special assignments by the chiefs of the respective departments,•
the additional compensation shall be discontinued axd the basic salary of the position diall thereafter apply.
SECTION 6. DEDUCTIONS FOR MAINTENANCE FURNISHED IN KIND
The salary rates established in the compensation plan represent total com-
pensation for full -time employment. In cases where quarters and /or subsistence
are provided to an employee by the City as part of the compensation for the po-
sition the value of such maintenance shall be deducted from the prescribed sal-
ary rates before payment to such employee. The value of such quarters and sub-
sistence shall be computed by the department head concerned based on the approx-
imate cost of providing such maintenance and shall be approved by the City Manager.
In no event shall quarters and subsistence be provided by the City for the sole
convenience of the employee.
SECTION 7. OVERTIME COMPENSATION
(a) Authorized Overtime. In emergencies, a department head may prescribe
reasonable periods of overtime work to meet operational needs. Overtime work
shall not be established as a regular continuing extension of the normal work-
week. Compensation for a position requiring an extended workweek shall be in
accordance with paragraph(c), Section 5 of this ordinance and such workweek shall
be considered a regular condition of employment for the position. Overtime work
shall be considered to include all work required and authorized in excess of the
normal hours of work per week established for the position, all periods of work
in excess of 10 hours in one day, and all call -back time after regular working
day has concluded. Overtime work of less than 1/2 hour shall not be considered
for compensation except that the minimum working hours to be reported as call-
back time shall be 2 hours regardless of the actual time required. With the
preceding exceptions, all authorized overtime work shall be reported to the near-
est half hour.
(b) Overtime Compensation. Full -time hourly paid employees, employees in
positions of classes in grade 22 and below in the labor and trades group and all
positions in the Police and Fire series except Police and Fire Chiefs, shall be
paid for authorized overtime work at the rate of one and one -half times the regu-
lar rate except that compensatory time off equal to the actual hours of overtime
may be granted by the department head concerned at the request of the employee
and provided that such rate for positions in the Fire series shall be computed
on the basis of 208 hours per month. All other employees in positions of classes
in grade 22 and below shall be compensated for authorized overtime work by being
granted equal time off; provided that the City Manager may authorize payment at
the regular salary rate for overtime in cases when the granting of equal time
off is not practical. Other salaried officers and employees in positions of
grade 23 or above shall not be eligible for regular overtime compensation as
provided above, but may be granted compensatory time off in unusual cases when
authorized by the City Manager, except upon authorization of the City Manager
overtime may be paid on a straight time basis for work performed under contracts
with the Federal government for civil defense purposes.
(c) Overtime Administration. Where the need for overtime work to be com-
pensated in cash can be anticipated, authority to grant such overtime shall be
requested by the department head concerned and approved in advance by the City
Manager. In unforseen emergencies, the department head may authorize overtime
work to be compensated in cash when he deems it essential to the proper conduct
of the department operations. In all such cases, proper report with justifica-
tion shall be made to the City Manager as prescribed in administrative instruc-
tions of the City Manager. The allocation of funds to a department or unit in
anticipation of emergency overtime payments shall not constitute authority for
overtime work per se. Department or division heads may authorize overtime work
to be compensated by equal time off without approval of or report to the City
Manager.
In the case of employees who are compensated for overtime work by equal
time off, detailed records shall be maintained by each department of overtime
work and compensatory time off granted each employee. Accrual for time off
purposes shall not exceed fifteen (15) working days at any time. In the event
of termination, compensation for time accrued compensatory time shall not exceed
fifteen (15) days.
SECTION 8. PERSONALLY OWNED AUTOMOBILE AND MOTORCYCLE ALLOWANCE
An officer or employee of the City who is required and specifically
authorized by the City Manager to have available and to regularly operate'
his personally owned automobile or motorcycle in the conduct of City business
shall be paid monthly according to the following schedule for such travel:

In case of irregular or occasional need for travel with the use of a
personally owned automobile in the conduct of City business, the City Manager
shall, in lieu of the above, authorize a mileage allowance of eight ($.08)
cents per mile for such travel.
SECTION 9. HOLIDAYS
(a) The following days, or parts of days, are hereby declared holidays
for all City officers and employees with the exception of Police and Fire-
fighting personnel:
The first day of January (New Year's Day)
The thirty -first day of May (Memorial Day)
The fourth day of July (Independence Day)
The first Monday of September (Labor Day)
The fourth Thursday of November (Thanksgiving Day)
The twenty -fifth day of December (Christmas Day): provided,
however, that whenever Christmas Day falls on a Saturday,
that December 24th shall be a holiday instead of December 25th.

(b) When any holiday listed above falls on a Sunday, the following
business day shall be considered a holiday. When any holiday listed above
falls on a Saturday, the preceding Friday shall be considered a holiday.
In addition to the above, any day may be designated as a holiday by proclam-
ation of the Mayor, upon approval of the City Council.
(c) No full time employee shall lose pay as a result of authorized absence
on a prescribed holiday. Monthly salaried employees in the labor and trades
group shall be compensated for,time worked on a holiday at the regular rate.
of pay, or, at the discretion of the division or department head, such employee
may be granted compensatory time off at such a time as the head may designate
for required work on a holiday. All other employees in position in grade 22
or below shall be granted compensatory time off for required work on a holiday.
(Ord. 4302) Part time employees and all employees below grade 7 shall not be
compensated for holidays, except for time actually worked. Compensation for
such part time holiday work will be on a straight time basis.
(d) Any employee who for any reason is absent without pay on a work day
immediately preceding or following a holiday shall not be paid for the holiday
unless worked, in which case he shall be paid only at his regular rate of pay.
(e) One day shall be added to the vacation allowance of each employee
in a position of the Fire or Police series for each designated holiday worked
and such employee shall be required to work on holidays falling within their

assigned workweeks. If a declared holiday falls upon the employee's normal
day off, an extra day Shall be added to his vacation allowance.
When a holiday for all regular City officers and employees falls upon
the normal day off of any employee in the labor and trades group required to
work on a rotating shift, the employee shall be granted equal time off at a

(d) Military Leave. Any full time employee who presents official orders
requiring his attendance for a period of training or other active duty as a
member of the United States armed forces, the Texas State Reserve Corps, or the
Texas State Guard, shall be entitled to military leave with pay for a period
or periods not exceeding a total of fifteen calendar days in any one year.
Such leave to a maximum of fifteen calendar days shall also be granted to
employees who have at least five years of continuous service with the City and
are called to or volunteer for extended active service with the United States
armed forces. Military leave shall be in addition to and may not be concurrent
with authorized vacation leave.
(e) Special Leave.
(1) In addition to leaves authorized above, a department head may
authorize an employee to be absent without pay for personal reasons in accor-
dance with the provisions of the Civil Service rules.
(2) The City Manager may authorize special leaves of absence with
pay for any period or periods not to exceed three calendar months in any one
calendar year for the following purposes: attendance at college, university,
or business school for the purpose of training in subjects relating to the
work of the employee and which will benefit the employee and the City service;
serving on a jury or attending a court as a witness; and for purposes other than
the above that are deemed beneficial to the City service.
(3) The City Council upon the recommendation of the City Manager,
may grant leaves of absence with or without pay in excess of the limitations
above for the purposes of attending extended courses of training at a recog-
nized university or college and for other purposes that are deemed beneficial
to the City service.
(f) Absence Without Leave. An employee who is absent from duty shall
report the reason therefor to his supervisor prior to the date of absence
when possible and in no case later than noon on the first day of absence.
Any unauthorized and unreported absence shall be considered absence without
time designated by the head of the division or department.
SECTION 10. LEAVES OF ABSENCE
(a) Vacation Leave. Every officer or employee in the City service
except part time, temporary, and seasonal employees, all positions below
Grade 7, and Police and Firefighting personnel shall accrue and be allowed
vacation leave with pay on the number of regular hours worked per week according
to the following schedule:
40 hours per week 12 working days vacation per year
44 hours per week 13 working days vacation per year
48 hours per week 14 working days vacation per year
Employees who are regularly required to work more or less hours per week
than set forth in the above schedule shall accrue and be allowed vacation leave
in the same ratio as 12 working days bears to 40 hours. A working day of vaca-
tion is defined as 8 working hours.
Employees who have completed 15 years of continuous service with the City
shall accrue and be allowed 5 working days of vacation leave with pay in addi-
tion to the allowance in the above schedule.
Vacation leave credit may be accumulated to a maximum of 25 working days
at any one time and such leave may be granted in periods of not less than one
day and not more than 25 days; however, employees who regularly work � day on
a sixth working day of a week may take vacation in the amount of � day pro-
viding it is taken concurrently with other days of authorized vacation leave.
Accrued vacation leave shall be reviewed annually on an employee's anniversary
date of employment and any vacation leave credit in excess of 25 working days
to which an employee may have otherwise been entitled shall be permanently
withdrawn on that date. Exceptions to this rule may be permitted for the con-
venience of the City upon written approval of the City Manager.
Vacation leave credit previously accrued on a calendar day basis shall be
converted to a working day basis effective October 21, 1963.
Absence on account of sickness, injury or disability in excess of that
ereinafter authorized for such purposes may, at the request of the employee
and within the discretion of the department head, be charged against vacation
leave allowance.
No vacation credit shall be granted or paid at termination unless the
employee has been employed for a period of time in excess of six months. An
employee, or his beneficiary in the event of death, shall be paid for accrued
vacation leave credit upon separation from the service at the rate of his last
monthly salary or hourly rate for an equivalent period. No more than 25
working days of vacation shall be paid an employee upon termination.
Official City holidays occurring during an employee's vacation shall not
be considered or charged as a part of the employee's vacation.
Each department shall keep necessary records of vacation leave allowance
and shall schedule vacation leaves with particular regard to seniority of the
employees, in accord with the operating requirements, and, insofar as possible,
with the requests of employees.
(b), Sick Leave. Every employee in the City service, except Policemen
and Firemen, part time, temporary, and seasonal employees may be granted one
working day sick leave allowance for each completed month of service upon 3
recommendation of the division and department head. Such sick leave allowance
may be used only by an employee when incapacitated to perform his duties due
to sickness or non - service - connected injury, when quarantined, or in the event
of a serious illness or death in the employee's immediate family. All fore-
seeable leaves for such purposes shall require specific prior approval of the
department head. In the event of sick leave for any purpose, the department
head may require a certificate of a medical doctor or other competent pro-
fessional individual giving information as to the circumstances involved. The
immediate family for these purposes shall be regarded to include the parents,
spouse, children, brothers, and sisters in any case, and also shall include
grandparants, grandchildren, and immediate in -laws when living in the household
of the employee. Policemen and Firemen shall be provided sick leave benefits
ave and a deduction of pay shall be made for such period of absence. Such
absence may be made the ground for disciplinary action.
SECTION 11. REQUIREMENTS AS TO CONTINUITY OF SERVICE
Service requirements for advancement within compensation schedules and
for other purposes as specified in this ordinance, shall have the implication
of continuous service, which means employment in the City service without
break or interruption. Leaves without pay of less than thirty days and
leaves of absence with pay shall not interrupt continuous service and shall
not be deducted therefrom. Absences on leave without pay in excess of thirty
days except for disability leave and extended service with the armed 'forces
of the United States shall be deducted in computing total service but shall
not serve to interrupt continuous service. All absences without leave in
excess of one day shall be deducted from and shall interrupt continuity of
service. In case of repeated one day absences without leave the City Manager
may consider the service of the employee interrupted and shall have the
personnel record of the employee show the same.
For the purpose of establishing an initial basic record on continuous
service for all employees, no leaves of absence or absences without leave
shall be considered to have interrupted service nor shall they be deducted
from total service. The date thus recorded shall be referred to as contin-
uous service date and shall be adjusted forward in the amount of any
deductible time occurring in the future in accordance with the preceding
paragraph. Upon interruption of service followed by reinstatement or return
to duty, the continuous service date shall be the effective date of rein-

statement or return to duty.

(c) Disability Leave. Firemen and Policemen will be paid according to
state law for injuries occurring while in the course of employment. All other
employees of the City will be compensated in cases of injury while occurring
in the course of employment necessitating the employee's absence from work as
follows:
(1) All cases of injury occurring while in the course of employment
necessitating the employee's absence from work shall be 'compensated for under
the provisions of voluntary Workmen's Compensation agreement concerning the
particular class of employment, and the employee shall be considered absent

without pay from and after the time of injury as provided by said Workmen's
Compensation policy.
(2) Every employee except under circumstances provided in sub-
paragraph (3), upon his request, shall be entitled to use accrued sick leave
credit to the extent of such credit, or a portion thereof, during which such
incapacity to perform his duties exists, and upon recommendation of the division A
head and the department head of such employee such sick leave shall be available
to the employee, provided that the rate of pay during such sick leave shall
be reduced from the regular rate of pay by the amount of Workmen's Compensation
being paid to said employee for the same period of timer.
(3) In the event the employee is not hospitalized for the injury,
he shall not be entitled to begin the use of accrued sick leave until after
one week from the date of injury. However, in the absence of such hospital-

ization any employee who suffers an injury occurring while in the course of
employment necessitating his absence from work may elect to use accrued vacation
leave credit, upon approval of the department head concerned, in order to draw
compensation prior to the beginning of the second week.'
(4) The recommendation of the department head or division head may
by them or the City Manager or the City Council be limited, extended within
the maximum herein provided, or terminated at any time.

SECTION 12. ADMINISTRATION AND MAINTENANCE OF COMPENSATION PLAN, AND OVERALL
PERSONNEL ADMINISTRATION.
(a) Responsiblities of the City Manager. The City Manager shall be res-
ponsible for but may delegate the work of administering the compensation plan
including, but not limited to, the processing of salary advancements, the
determination of proper salary rates within the existing ordinance provisions,
and the preparation of recommendations and initiation of approved revisions to
the compensation plan on the basis of changes in cost of living and prevailing
rates of pay for comparable positions outside the City service. Any changes

recommended by the City Manager shall be considered by the City Council and the
changes in the salary schedule deemed appropriate shall be effective upon favor-
able action by the City Council.
The City Manager also shall have responsibility for and may delegate the
work of administering all personnel matters in connection with unclassified
personnel including, but not limited to, the recruitment and screening of such
personnel and the preparation of class specifipations including job descriptions
and desirable qualification requirements for the unclassified position.
The City Manager also shall, with the assistance of others designated by
him, develop a program of overall personnel administration including, but not
limited to, in- service training and career development, organization and staffing
studies, long -range recruitment activities, employee and vehicular safety pro-
grams, and a management - employee relations plan for furthering the cooperation
of employees and supervisors on personnel matters.
(b) Employee Requests for Compensation Adjustments. Any employee shall
have the right to the consideration of any request he may have with respect to
changes in the application of the compensation plan to his position. The
employee shall initially make his request to the department head who shall
promptly seek to arrive at a solution which is consistent with the compensation
plan and acceptable to the employee. Where the department head is unable'to
resolve such a request, the matter shall then be submitted to the City Manager
or his authorized representative for consideration and final decision by the
City Manager.
SECTION 13. REPEAL OF CONFLICTING ORDINANCES
All ordinances or parts of ordinances in conflict with the provisions of
this ordinance be and the same are hereby repealed.
SECTION 14. SAVING 'CLAUSE.
If any section, sentence, clause, or phrase of this ordinance shall be
held, for any reason, to be inoperative, void, or invalid, the validity of the
remaining portions of this ordinance shall not be affected thereby, it being
the intention of the City Council in adopting this ordinance, that no portion
thereof, or provision herein, shall become inoperative or fail by reason of
invalidity of any other portion or provision and the City Council of the
City of Corpus Christi, Texas, does hereby declare that it would have severally
passed and adopted the provisions contained herein, separately and apart one
from the other.
SECTION 15. EFFECTIVE DATE
This ordinance shall take effect as of August 1, 1966.
SECTION 16,
This ordinance shall be deemed a continuance in effect of the provisions of

ordinance No. 3656 and the amendments thereto, except as herein changed and

SECTION 17.
The fact that there is an immediate need to create certain new position

classes and a need to maintain an efficient administration of City affairs
creates a public emergency and an imperative public necessity requiring the sus-
pension of the Charter Rule that no ordinance or resolution shall be passed
finally on the date of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor,
having declared such emergency and necessity to exist, having requested the
suspension of said Charter Rule and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the
day of August, 1966.
