A RESOLUTION
w
WHEREAS, the City of Corpus Christi has continuously been concerned
with the planning for its total metropolitan area and the surrounding counties;
and
WHEREAS, the City of Corpus Christi and the Area Development Committee,
an organization of business and community leaders from Corpus Christi and sur-
rounding areas, in 1953 financed and adopted the first Comprehensive Plan for
the City of Corpus Christi and the surrounding area; and
WHEREAS, the City has frequently joined.iryth other governmental agen-
cies in planning for the Corpus Christi metropolitan area; and
WHEREAS, the City of Corpus Christi has joined with Nueces County and
the State of Texas in preparing the Corpus Christi Transportation Plan 1963 -64;
and
WHEREAS, the City of Corpus Christi and the Area Development Committee
have recently entered into a contract for $101,100 with Harland Bartholomew and
Associates to bring up to date the land use, transportation, education, and
other segments of the Urban Area Comprehensive Plan; and
WHEREAS, the counties in the Corpus Christi region have joined together
to form the Coastal Bend Regional Planning Commission for the purpose of advis-
ing the various governmental units in the 12 county area regarding common prob -,
lems generated by urbanization and growth; and
WHEREAS, the City of Corpus Christi is pleased with the progress being
` made by the Regional Planning Commission; and
WHEREAS, the City is of the opinion that it could better assist in
planning for the future of the Coastal Bend Region if it were a participating
member in the Coastal Bend Regional Planning Commission; and
WHEREAS, the City has been advised that certain Federal programs,
which will enable the Coastal Bend Region to more adequately plan for its future
and to receive Federal assistance in constructing improveffients to better serve

its residents, will become available only if the cities involved are voting mem-
bers of the Regional Planning Commission.
NOW, THEREFORE, BE IT RESOLVED (1) that the City Council of the City
of Corpus Christi does hereby request the Coastal Bend Regional Planning Commis-
sion to.-so amend its bylaws and to take such other actions as may be necessary •

to enable the City of Corpus Christi and other area cities to be voting members
of the Regional Planning Commission.
(2) That until such time as the Mayor and City Council of the City

of Corpus Christi are able to nominate or appoint their representatives to
the Regional Planning Commission that the Commission consider the following
representatives of Nueces County as being representatives of the City of
Corpus Christi and allow these representatives to speak for both the officials
of Nueces County and the Mayor and Council of the City of Corpus Christi:

Hector DePena
Lon C. Hill
W. C. Price
Guy I. Warren
Harvey Weil
(3) That the Mayor and members of the City Council offer their full.
support and the assistance of the City staff to the Regional Planning Commission.
(4) That the Regional Planning Commission be advised that the Mayor
and members of the City Council would be pleased to meet with the members of
the Regional Planning Commission or a committee thereof at any time to discuss
the best means of accomplishing the intent of this resolution.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO -
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL. '
