AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
AN AGREEMENT, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, BY AND BETWEEN THE CITY OF CORPUS CHRISTI AND
FLOCHAH CORPORATION, RELATING TO THE CONSTRUCTION OF A
SIDEWALK AND STAIRWAY FROM PARKING LOT 1 ADJACENT TO
MESQUITE STREET TO THE TWIGG STREET OFF -RAMP IN ORDER
TO CONNECT THE PARKING LOT WITH ROADWAY BRIDGE RAMP "V ",
WHICH RAMP SERVICES VEHICULAR TRAFFIC FROM BROADWAY
STREET NORTHBOUND TO U.S: 151, ALL IN THE CITY OF CORPUS
CHRISTI, NUECES COUNTY, TEXAS, AS MORE FULLY SET FORTH
IN THE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND
MADE A PART HEREOF; AND DECLARING AN EMERGENCY.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF CORPUS CHRISTI AND FLOCHAH CORPORATION, RELAT-
ING TO THE CONSTRUCTION OF A SIDEWALK AND STAIRWAY FROM PARKING LOT 1
ADJACENT TO MESQUITE STREET TO THE TWIGG STREET OFF -RAMP IN ORDER TO CONNECT
THE PARKING LOT WITH ROADWAY BRIDGE RAMP "V ", WHICH RAMP SERVICES VEHICULAR
TRAFFIC FROM BROADWAY STREET NORTHBOUND TO U. S. 151, ALL AS MORE FULLY SET
FORTH IN THE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART
HEREOF.
SECTION 2. THE NECESSITY TO ENTER INTO THE AFORESAID AGREEMENT
AT ONCE IN ORDER THAT CONSTRUCTION OF THE SAID SIDEWALK AND STAIRWAY MAY
BE BEGUN WITHOUT DELAY CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC
NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE
OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND
THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND
NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE,
THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT
IS ACCORDINGLY SO ORDAINED, THIS THE DAY OF SEPTEMBER, 1966.

Gentlemen:
This is written to confirm our understandings re-
lating to the construction of a sidewalk and stairway from
Parking Lot 1 adjacent to Mesquite Street to the Twigg
Street off -ramp in order to connect the parking lot with
roadway Bridge Ramp 'Y', which ramp services vehicular traffic
from Broadway Street northbound to U.S. 181.
This company has caused plans for the sidewalk and
stairway facility to be prepared at its expense by Architect
J. W. Machlan. We understand that the plans have been approved
by the City and the State Highway engineer.
The City will enter into a supplemental agreement
with the State of Texas represented by the State Highway
Engineer to provide for the construction, maintenance and re-
moval of the sidewalk and stairway.
In consideration of the assumption by the City of
the obligations imposed upon it by such supplemental agreement
with the State of Texas, this company will at its expense
cause the sidewalk and stairway facility to be constructed in
accord with the approved plans and specifications above men-
tioned and will, upon the completion of the same, turn the
facility over to the City of Corpus Christi as its property.
It is understood that the only obligation of this company in

connection with this transaction is to provide the plans and
specifications and the construction work pursuant to the
plans and specifications, as above mentioned, and upon the com-
pletion of the work and the acceptance of the work by the City
as being performed according to the plans and specifications,
all obligations of this company shall be fulfilled.
Your acceptance of this offer by the company may be
acknowledged by signing and returning copy of this letter.
