AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH LOYD W. RICHARDSON, FOR CONSTRUCTION
CONSISTING OF PUMPING HYDRAULIC FILL FOR THE EXPAN-
SION OF COLE PARK-;-APPROPRIATING AND REAPPROPRIATING
OUT OF PARK CONSTRUCTION FUNDS CURRENTLY BUDGETED IN
ACTIVITY NO. 4122, CODE 502 OF THE GENERAL FUND, THE
SUM OF $110.205.00 FOR THE CONSTRUCTION CONTRACT;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH LOYD W. RICHARDSON FOR CONSTRUCTION CONSISTING OF PUMPING
HYDRAULIC FILL FOR THE EXPANSION OF COLE PARK, ALL AS MORE FULLY SET OUT
IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE
OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY
REFERENCE, AND ACCORDING TO THE BID OF LOYD W. RICHARDSON, OPENED ON THE
2ND DAY OF NOVEMBER, 1966, THE SAID BID OF LOYD W. RICHARDSON BEING THE
LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED OUT
OF NO. 102 GENERAL FUNDS CURRENTLY BUDGETED IN PARK CONSTRUCTION ACTIVITY
NO. 4122, CODE 502, THE SUM OF $110,205.GO FOR CONSTRUCTION, INCLUDING CON-
TINGENCIES AND LEGAL ADVERTISING.
SECTION 3. THE NECESSITY TO AUTHORIZE THE EXECUTION OF THE
ABOVE MENTIONED CONTRACT AND THE APPROPRIATION AND REAPPROPRIATION OF THE
NECESSARY FUNDS TO PUMP HYDRAULIC FILL FOR THE EXPANSION OF COLE PARK
CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING
THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI-
NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH EMERGENCY AND PUBLIC NECES-
SITY EXIST, HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT
THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE

EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS
ACCORDINGLY SO ORDAINED, THIS THE � DAY OF NOVEMBER, 1966.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO -
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
