AN ORDINANCE
PROVIDING FOR THE TEMPORARY CLOSING OF CHAPARRAL STREET
FROM THE NORTH CURB LINE OF LAGUNA STREET TO THE SOUTH
CURB LINE OF WILLIAMS, FROM THE NORTH CURB LINE OF
WILLIAMS TO THE SOUTH CURB LINE OF LAWRENCE, FROM THE
NORTH CURB LI E OF LAWRENCE 'CO THE SOUTH CURB LINE OF
SCHATZEL STREET, AND FROM NORTH CURB LINE OF SCHATZEL
TO THE SOUTH CURB LINE OF PEOPLES STREET; PROVIDING FOR
THE EFFECTIVE DATES OF SAID PERIOD OF CLOSING; PROVIDING
REGULATIONS FOR THE ADMINISTRATION OF AFFAIRS DURING THE
PERIOD OF CLOSING. PROVIDING FOR AN EFFECTIVE DATE; PRO-
VIDING FOR PUBLICATION; PROVIDING A SEVERANCE CLAUSE;
AND DECLARING AN EMERGENCY.
WHEREAS, THERE I5 USUALLY AN INCREASE IN SHOPPING BY MEMBERS OF
THE PUBLIC DURING THE PERI00 BETWEEN NOVEMBER 20 AND JANUARY 2 FOLLOWING,
WHICH CAUSES A CROWDED CONDITION IN THE DOWNTOWN AREA OF THE CITY; AND
WHEREAS, THE ELIMINATION OF VEHICULAR TRAFFIC FROM SOME PORTIONS
OF THE DOWNTOWN AREA AND LIMITING THE USE OF SUCH AREA CLOSED TO TRAFFIC
TO PEDESTRIAN TRAFFIC AND MERCHANDISE DISPLAYS WOULD CONTRIBUTE TO THE
SAFETY AND GENERAL WELFARE OF THE PUBLIC DURING SAID PERIODS OF TRAFFIC
CONGESTION; AND
WHEREAS, THE TRAFFIC SAFETY ADVISORY BOARD AND THE TRAFFIC
ENGINEER OF THE CITY OF CORPUS CHRISTI HAVE STUDIED THE PROBLEMS INVOLVED
AND RECOMMENDED CHANGES IN REGULATIONS HEREINAFTER SET FORTH:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT TRAFFIC BE BARRED FROM THE FOLLOWING AREAS OF
CHAPARRAL STREET: NORTH CURB LINES OF LAGUNA STREET TO THE SOUTH CURB
LINE OF WILLIAMS STREET, NORTH CURB LINE OF WILLIAMS STREET TO THE SOUTH
CURB LINE OF LAWRENCE STREET, THE NORTH CURB LINE OF LAWRENCE STREET TO
THE SOUTH CURB LINE OF SCHATZEL STREET AND NORTH CURB LINE OF SCHATZEL
TO SOUTH CURB OF PEOPLES STREET, AND THAT SAID AREAS BE BARRICADED TO
THROUGH TRAFFIC, IT I5 DIRECTED THAT SAID AREAS BE BARRICADED 50 AS TO
ALLOW EMERGENCY VEHICLES SUCH AS FIRE, POLICE AND AMBULANCE VEHICLES TO
ENTER SAID AREAS IN CASE OF EMERGENCY. IT 1S FURTHER PROVIDED THAT
VEHICLES OF THE CITY OR UTILITY COMPANIES FURNISHING PUBLIC UTILITIES,
SUCH AS ELECTRICITY, GAS, WATER AND TELEPHONE SERVICE TO SAID AREAS BE
PERMITTED TO ENTER SAID AREAS IN CASE OF EMERGENCY AND THAT COMMERCIAL

TRUCKS, GARBAGE COLLECTION VEHICLES AND DELIVERIES TO MERCHANTS WITHIN
SAID BARRICADED AREAS BE PERMITTED DURING THE HOURS OF 10:00 P. M. TO THE
FOLLOWING 10:00 A. M.
SECTION 2. IN MAINTAINING THE " FQVR -BLOCK AREA ON CHAPARRAL
STREET THE FOLLOWING REGULATIONS SHALL BE OBSERVED:
A. PARKING METERS WILL BE REMOVED FROM POSTS WITHIN SAID FOUR -
BLOCK AREA.
B. No PAINT OR MARKINGS SHALL BE PERMITTED WHICH IN ANY WAY
OBLITERATE OR DEFACE ANY PAVEMENT MARKINGS HERETOFORE EXISTING FOR THE
GUIDANCE OF VEHICULAR TRAFFIC.
C. THE CONSTRUCTION WORK FOR DISPLAYS OF MERCHANDISING WITHIN
SAID AREAS SHALL BE CONDUCTED IN ACCORDANCE WITH CITY SPECIFICATIONS, AND
IN ACCORDANCE WITH THE ELECTRICAL, PLUMBING AND BUILDING CONSTRUCTION CODES
OF THE CITY AND AFTER FURNISHING ADEQUATE ASSURANCE THAT ALL DAMAGES WILL
BE REMEDIED BY THE PERMITTEE.
D. LIABILITY INSURANCE SHALL BE FURNISHED FREE OF COST TO THE
CITY, PROVIDING FOR PUBLIC LIABILITY PROTECTION TO THE PUBLIC AND NAMING
THE CITY AS AN INSURED IN THE POLICY LIMITS OF AT LEAST $25,000.00/$50,000.00.
SUCH POLICY SHALL BE FILED WITH THE CITY SECRETARY PRIOR TO NOVEMBER 21,
1966.
SECTION 3. THE PROVISIONS OF THE CORPUS CHRISTI CITY CODE, 1958,
AS AMENDED, ARE HEREBY AMENDED TO MAKE EFFECTIVE PROVISIONS OF THIS ORDI-
NANCE FOR THE PERIOD BEGINNING AT 12:01 A.M., NOVEMBER 21, 1966, EXTENDING
TO 12:00 MIDNIGHT, JANUARY 1, 1967.
SECTION 14. THE PROVISIONS OF THIS ORDINANCE SHALL BECOME EFFECTIVE
IN ACCORDANCE WITH THE DATES HEREINABOVE SET FORTH.
SECTION 5. PUBLICATION SHALL BE MADE IN THE OFFICIAL PUBLICATION
OF THE CITY OF CORPUS CHRISTI, ONE TIME, WHICH PUBLICATION SHALL CONTAIN
THE CAPTION STATING IN SUBSTANCE THE PURPOSE OF THE ORDINANCE.
SECTION 6. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION,
CLAUSE, PHRASE, OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID, IT

SHALL NOT AFFECT ANY VALID PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF
THE CITY OF CORPUS CHRISTI TO WHICH THESE RULES AND REGULATIONS RELATE.
SECTION 7. THE NECESSITY TO SET FORTH THE REGULATIONS AND
CONDITIONS HEREINABOVE SET OUT, AS PERTAINS TO THE REGULATION OF TRAFFIC,
AND THE NECESSITY TO SET FORTH THE TERMS AND CONDITIONS FOR OPERATIONS IN
THE FOUR —BLOCK DOWNTOWN AREA, AS HEREINABOVE SET OUT, DURING THE PERIOD
OF NOVEMBER 21, 1966 TO JANUARY 2, 1967, CREATES A PUBLIC EMERGENCY AND AN
IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE
THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF
ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT
THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DE-
CLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUS-
PENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE TAKE EFFECT AND
BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE AND PUBLICATION,
IT IS ACCORDINGLY SO ORDAINED, THIS THE / DAY OF NOVEMBER, 1966.
