A RESOLUTION
WHEREAS, THE CORPORATION COURT OF THE CITY OF CORPUS CHRISTI,
HAS ESTABLISHED A YOUTH JURY PROGRAM BY WHICH YOUTHFUL OFFENDERS, UNDER
THE AGE OF 17 YEARS, WHO REQUEST TO DO SO MAY BE TRIED BEFORE A JURY MADE
UP OF TEENAGERS WHO VOLUNTEER TO SERVE AS TEENAGE JURORS. THE COURT HAS
SET ASIDE A PARTICULAR TIME DURING EACH WEEK DURING WHICH TIME TEENAGERS
MAY BE TRIED BY TEENAGE JURORS, AND HAS ESTABLISHED A JURY WHEEL SYSTEM
BY WHICH TEENAGE JURORS MAY BE CHOSEN; AND
WHEREAS, THE NUECES COUNTY YOUTH COUNCIL, BY AND THROUGH ITS
LEADERSHIP, HAS FURNISHED TO THE COURT THE NAMES OF THOSE TEENAGERS WHO
HAVE VOLUNTEERED TO SERVE AS TEENAGE JURORS, MANY OF 14HOM HAVE SERVED IN
THE PAST AND WILL PROBABLY SERVE IN THE FUTURE AS JURORS; AND
WHEREAS, THE OPTIMIST CLUBS OF CORPUS CHRISTI, BY AND THROUGH
THEIR LEADERSHIP, HAVE PROVIDED SPONSORSHIP OF THE NUECES COUNTY YOUTH
COUNCIL AND HAVE PROVIDED CHAPERONS AND SUPERVISION OF THE YOUTH JURY
PROGRAM THROUGH THE VOLUNTEER CONTRIBUTION OF TIME OF MANY OF ITS MEMBERS;
AND
WHEREAS, THE NUECES COUNTY JUNIOR BAR ASSOCIATION, THROUGH ITS
LEADERSHIP AND MEMBERSHIP, HAS GRACIOUSLY VOLUNTEERED AS DEFENSE COUNSEL
FREE OF CHARGE TO ANY YOUTHFUL OFFENDER UNDER THE AGE OF 17 YEARS WHO
REQUEST THEIR SERVICES:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, THAT THE SAID CITY COUNCIL, BY THIS RESOLUTION,
AGGRESSIVELY SUPPORTS AND APPROVES OF THE ESTABLISHMENT OF THE TEENAGE
JURY SYSTEM IN THE CORPORATION COURT OF CORPUS CHRISTI, TEXAS, AND DOES
HEREBY CONGRATULATE JUDGE 0. E. CANNON AND JUDGE ROBERT BUNTING FOR THEIR
ENDEAVORS IN THIS BEHALF; AND
BE IT FURTHER RESOLVED, THAT THE SAID CITY COUNCIL, BY THIS
RESOLUTION, DOES HEREBY CONGRATULATE THE MEMBERS OF THE NUECES COUNTY YOUTH
COUNCIL, THEIR SPONSORS, THE OPTIMIST CLUBS OF CORPUS CHRISTI AND THE
NUECES COUNTY JUNIOR BAR ASSOCIATION, FOR THEIR PARTICIPATION IN THIS
ACTIVITY; AND

DE IT FURTHER RESOLVED, THAT SIGNED COPIES OF THIS RESOLUTION
BE SENT TO THE CORPORATION COURT OF CORPUS CHRISTI, TEXAS, THE GOVERNING
BODY OF THE NUECES COUNTY YOUTH COUNCIL, EACH OF THE OPTIMIST CLUBS OF
CORPUS CHRISTI, AND THE PRESIDENT OF THE NUECES COUNTY .JUNIOR BAR ASSOCI-
ATION.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FORE-
GOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR
THE SUSPENSION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCIL; I, THEREFORE, HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO-
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
