HomeMy WebLinkAbout08303 ORD - 01/04/1967�s • THE STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI On this 4th day of January, 1967, the City Council of the City of Corpus Christi, Texas, convened in Regular Meeting, with the following members of said Council present, i to -wit: Dr. McIver Furman Mayor Jack R. Blackmon W. H. Wallace, Jr. Patrick J. Dunne Commissioners Dr. P. Jimenez, Jr. Ken McDaniel Ronnie Sizemore T. Ray Kring City Secretary with the following absent: constituting a quorum, at which time he following among other business was transacted: Dr. McIver Furman, Mayor, presented for the considera- tion of the Council an ordinance. The ordinance was read by the City Secretary. The Mayor presented to the Council a communica- tion in writing pertaining to said proposed ordinance, as follows: "Corpus Christi, Texas January 4, 1967 "TO THE CITY COUNCIL, Corpus Christi, Texas Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds contemplated to be voted pursuant to said ordinance create an emergency and an imperative 8303 public necessity requiring the suspension of rules and Charter provisions requiring ordinances to be considered and voted upon at three regular meetings. I, therefore, request that the City Council pass the proposed ordinance calling an election for the issuance of said bonds as an emergency measure. You will please consider this request in connection with the ordinance which has been introduced in the City Council on this subject. Yours very truly, /s/ McIver Furman McIver Furman Mayor." Commissioner - moved that the Charter provision prohibiting ordinances from being passed finally on the date introduced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the ordinance. The Mayor requested that the records show that he voted Aye. This was done. Commissioner R.e moved that the ordinance be assed finally. The motion was seconded by Commissioner The motion was carried by the following vote: AYES: Commissioners Blackmon, Wallace, Dunne, Jimenez, McDaniel and Sizemore. NAYS- None. The Mayor requested that the records show that he voted Aye. This was done. The Mayor announced that the ordinance had been passed. The ordinance is as follows- II 0 TEXAS: • AN ORDINANCE 830'x3 BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, CALLING AN ELECTION ON THE QUESTION OF THE ISSUANCE OF THE FOLLOWING BONDS: $200,000 PARK BONDS FOR COLE PARK; $100,000 AIRPORT CUSTOMS AND IMMIGRATION BUILDING BONDS; $750,000 SANITARY SEWER- AGE BONDS; $975,000 DRAINAGE IMPROVEMENT BONDS; $5,965,000 STREET IMPROVEMENT BONDS; $1,800,000 STREET IMPROVEMENT BONDS FOR NAVAL AIR STATION ROAD IMPROVE- MENTS; AND DECLARING AN EMERGENCY. That Mrs. Dora Vetters is hereby appointed Presiding Judge ,and Mrs. Margie Lawrence is hereby appointed Alternate Pre- siding Judge of a special canvassing board which shall count j and canvass the absentee votes. The City Secretary shall conduct the absentee voting, and the office of the City Secretary in the City Hall is hereby designated as the place I at which absentee voting shall be conducted during regular office hours of the City Secretary. That the Presiding Judge i at each polling place shall appoint not less than two nor more than three qualified election clerks to serve at the election, but one of such clerks shall be the Alternate Presiding Judge. If the Presiding Judge is unable to serve at the election, the Alternate Judge shall serve as the Presiding Judge. 3. That said election shall be held in accordance with the provisions of Chapter 1, Title 22 of the Revised Civil Statutes of Texas, 1925, as amended, including the provisions of Article 704, as amended by Chapter 382, passed at the first called session of the 44th Legislature, and the i City Charter of the City of Corpus Christi, Texas, and only legally qualified electors who own taxable property in the City and who have duly rendered the same for taxation shall be qualified to vote. 4. THE MAYOR IS AUTHORIZED AND DIRECTED TO HAVE A COPY OF SAID NOTICE POSTED AT THE CITY HALL IN SAID CITY AND AT EACH OF THE VOTING PLACES IN SAID CITY, NOT LESS THAN FIFTEEN DAYS PRIOR TO THE DATE FIXED FOR HOLDING SAID ELECTION. Except as otherwise provided in said Article 704, as amended, the manner of holding said election shall be governed by the laws governing general elections. 6. That the public importance and the pressing need for the permanent improvements to be constructed by use of the proceeds of the sale of said bonds create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring same to be considered I and voted upon at three regular meetings, and such facts require that this ordinance be passed and take effect immediately as an emergency measure, and such rules and provisions are hereby suspended and this ordinance is passed and shall take effect as an emergency measure, and shall be in full force and effect immediately upon its passage.
