CITY OF CORPUS CHRISTI
On this 4th day of January, 1967, the City Council
of the City of Corpus Christi, Texas, convened in Regular
Meeting, with the following members of said Council present,

to -wit:

with the following absent:
constituting a quorum, at which time he following among other
business was transacted:
Dr. McIver Furman, Mayor, presented for the considera-
tion of the Council an ordinance. The ordinance was read by the
City Secretary. The Mayor presented to the Council a communica-
tion in writing pertaining to said proposed ordinance, as follows:

"TO THE CITY COUNCIL,
Corpus Christi, Texas
Gentlemen:
The public importance and pressing need for the
permanent improvements to be constructed by use of the
proceeds of the bonds contemplated to be voted pursuant
to said ordinance create an emergency and an imperative

public necessity requiring the suspension of rules
and Charter provisions requiring ordinances to be
considered and voted upon at three regular meetings.
I, therefore, request that the City Council pass the
proposed ordinance calling an election for the issuance
of said bonds as an emergency measure. You will please
consider this request in connection with the ordinance
which has been introduced in the City Council on this
subject.

Commissioner - moved that the
Charter provision prohibiting ordinances from being passed
finally on the date introduced be suspended for the reasons
stated in the written request of the Mayor and stated in the
emergency clause of the ordinance. The motion was seconded by

BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS, CALLING AN ELECTION ON THE QUESTION OF THE
ISSUANCE OF THE FOLLOWING BONDS: $200,000 PARK
BONDS FOR COLE PARK; $100,000 AIRPORT CUSTOMS AND
IMMIGRATION BUILDING BONDS; $750,000 SANITARY SEWER-
AGE BONDS; $975,000 DRAINAGE IMPROVEMENT BONDS;
$5,965,000 STREET IMPROVEMENT BONDS; $1,800,000 STREET
IMPROVEMENT BONDS FOR NAVAL AIR STATION ROAD IMPROVE-
MENTS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
1. THAT AN ELECTION BE HELD IN SAID CITY OF CORPUS CHRISTI,
TEXAS, ON THE 28TH DAY OF JANUARY, 1967, AT WHICH ELECTION THE FOLLOWING
PROPOSITIONS SHALL BE SUBMITTED TO THE RESIDENT, QUALIFIED ELECTORS OF
THE CITY OF CORPUS CHRISTI, TEXAS, WHO OWN TAXABLE PROPERTY IN SAID CITY
AND WHO HAVE DULY RENDERED THE SAME FOR TAXATION:
PROPOSITION NO. 1
COLE PARK IMPROVEMENT BONDS
SHALL THE CITY COUNCIL OF SAID CITY BE AUTHORIZED TO
ISSUE THE BONDS OF SAID CITY, IN ONE OR MORE SERIES OR
ISSUES, IN THE AGGREGATE PRINCIPAL AMOUNT OF $200,000, WITH
THE BONDS OF EACH SUCH SERIES OR ISSUE, RESPECTIVELY, TO
MATURE SERIALLY WITHIN NOT TO EXCEED 25 YEARS FROM THEIR
DATE, AND TO BEAR INTEREST AT RATES NOT TO EXCEED 5% PER
ANNUM, FOR THE PURPOSE OF IMPROVING LANDS FOR PARK PURPOSES
AT COLE PARK; AND SHALL SAID CITY COUNCIL BE AUTHORIZED TO

ISSUE THE BONDS OF SAID CITY, IN ONE OR MORE SERIES OR
ISSUES, IN THE AGGREGATE PRINCIPAL AMOUNT OF $100,000, WITH
THE BONDS OF EACH SUCH SERIES OR ISSUE, RESPECTIVELY, TO
MATURE SERIALLY WITHIN NOT TO EXCEED 25 YEARS FROM THEIR
DATE, AND TO BEAR INTEREST AT RATES NOT TO EXCEED 5% PER
ANNUM, FOR THE PURPOSE OF PROVIDING FUNDS FOR PERMANENT
PUBLIC BUILDING IMPROVEMENTS, TO -WIT: CONSTRUCTION OF AN
AIRPORT CUSTOMS AND IMMIGRATION BUILDING; AND SHALL SAID
CITY COUNCIL BE AUTHORIZED TO LEVY AND CAUSE TO BE ASSESSED

THE BONDS OF SAID CITY, IN ONE OR MORE SERIES OR ISSUES, IN THE
AGGREGATE PRINCIPAL AMOUNT OF $750,000, WITH THE BONDS OF EACH
SUCH SERIES OR ISSUE, RESPECTIVELY, TO MATURE SERIALLY WITHIN
NOT TO EXCEED 25 YEARS FROM THEIR DATE, AND TO BEAR INTEREST
AT RATES NOT TO EXCEED 5% PER ANNUM, FOR THE PURPOSE OF CON-
STRUCTING IMPROVEMENTS TO THE SANITARY SEWERAGE SYSTEM OF THE
CITY IN THE WEST LEOPARD STREET AREA, FLOUR BLUFF AREA, AND
OTHER SANITARY SEWER IMPROVEMENTS; AND SHALL SAID CITY COUNCIL
BE AUTHORIZED TO LEVY AND CAUSE TO BE ASSESSED AND COLLECTED

THE BONDS OF SAID CITY, IN ONE OR MORE SERIES OR ISSUES, IN
THE AGGREGATE PRINCIPAL AMOUNT OF $975,000, WITH THE BONDS OF
EACH SUCH SERIES OR ISSUE, RESPECTIVELY, TO MATURE SERIALLY
WITHIN NOT TO EXCEED 25 YEARS FROM THEIR DATE, AND TO BEAR
INTEREST AT RATES NOT TO EXCEED 5% PER ANNUM, FOR THE PURPOSE
OF CONSTRUCTING DRAINAGE IMPROVEMENTS, INCLUDING THE CLARKWOOD
AREA, WALDRON ROAD - GLENOAK AREA, LAMONT, GOLLIHAR PARK AREA,
McARDLE -DODD AND VIOLA AREA, GREENWOOD- LAWTON AREA, CROCKETT
HEIGHTS -SAN DIEGO AREA, EDGEWATER TERRACE AND OTHER NEIGHBORHOOD
DRAINAGE IMPROVEMENTS; AND SHALL SAID CITY COUNCIL BE AUTHORIZED
TO LEVY AND CAUSE TO BE ASSESSED AND COLLECTED ANNUAL AD VALOREM
TAXES IN AN AMOUNT SUFFICIENT TO PAY THE INTEREST ON SAID BONDS

PROPOSITION NO. 5
STREET IMPROVEMENT BONDS.
SHALL THE CITY COUNCIL OF SAID CITY BE AUTHORIZED TO ISSUE
THE BONDS OF SAID CITY, IN ONE OR MORE SERIES OR ISSUES, IN THE
AGGREGATE ,PRINCIPAL AMOUNT OF $5,965,000, WITH THE BONDS OF EACH
SUCH SERIES OR ISSUE, RESPECTIVELY, TO MATURE SERIALLY WITHIN
NOT TO EXCEED 25 YEARS FROM THEIR DATE, AND TO BEAR INTEREST AT
RATES NOT TO EXCEED 5% PER ANNUM, FOR THE PURPOSE OF IMPROVING
THE STREETS OF THE CITY, INCLUDING GOLLIHAR FROM DODY TO
GREENWOOD; ALAMEDA FROM MONTCLAIR TO OCEAN DRIVE; OCEAN DRIVE
FROM LOUISIANA TO ALAMEDA, EVERHART FROM AVALON TO STAPLES AND

AGGREGATE PRINCIPAL AMOUNT OF $1,800,000, WITH THE BONDS OF EACH
SUCH SERIES OR ISSUES,, RESPECT- IVELY, TO MATURE SERIALLY WITHIN
NOT TO EXCEED 25 YEARS FROM THEIR DATE, AND TO BEAR INTEREST AT

THE STREETS OF THE CITY, TO -WIT: THE REROUTING OF NAVAL AIR

That Mrs. Dora Vetters is hereby appointed Presiding Judge
,and Mrs. Margie Lawrence is hereby appointed Alternate Pre-
siding Judge of a special canvassing board which shall count j
and canvass the absentee votes. The City Secretary shall
conduct the absentee voting, and the office of the City
Secretary in the City Hall is hereby designated as the place
I
at which absentee voting shall be conducted during regular
office hours of the City Secretary. That the Presiding Judge
i
at each polling place shall appoint not less than two nor more
than three qualified election clerks to serve at the election,
but one of such clerks shall be the Alternate Presiding Judge.
If the Presiding Judge is unable to serve at the election,
the Alternate Judge shall serve as the Presiding Judge.
3. That said election shall be held in accordance
with the provisions of Chapter 1, Title 22 of the Revised
Civil Statutes of Texas, 1925, as amended, including the
provisions of Article 704, as amended by Chapter 382, passed
at the first called session of the 44th Legislature, and the

City Charter of the City of Corpus Christi, Texas, and only
legally qualified electors who own taxable property in the
City and who have duly rendered the same for taxation shall
be qualified to vote.
4. The ballots for said election shall have written
or printed thereon the following:

5. A SUBSTANTIAL COPY OF THIS ORDINANCE SMALL SERVE AS PROPER
NOTICE OF SAID ELECTION. NOTICE SHALL BE GIVEN IN ACCORDANCE WITH
ARTICLE 704, REVISED CIVIL STATUTES OF 1925, AS AMENDED. THE MAYOR
IS AUTHORIZED AND DIRECTED TO HAVE A COPY OF SAID NOTICE POSTED AT THE
CITY HALL IN SAID CITY AND AT EACH OF THE VOTING PLACES IN SAID CITY,
NOT LESS THAN FIFTEEN DAYS PRIOR TO THE DATE FIXED FOR HOLDING SAID
ELECTION. HE SHALL ALSO CAUSE SAID NOTICE TO BE PUBLISHED ON THE
SAME DAY IN EACH OF TWO SUCCESSIVE WEEKS IN A NEWSPAPER OF GENERAL

1 circulation published within said City, the date of the
first publication to be not less than fourteen days prior
to the date set for said election. Except as otherwise
provided in said Article 704, as amended, the manner of
holding said election shall be governed by the laws governing
general elections.
6. That the public importance and the pressing need
for the permanent improvements to be constructed by use of
the proceeds of the sale of said bonds create an emergency
and an imperative public necessity requiring the suspension
of rules and Charter provisions requiring same to be considered

and voted upon at three regular meetings, and such facts require
that this ordinance be passed and take effect immediately as an
emergency measure, and such rules and provisions are hereby
suspended and this ordinance is passed and shall take effect
as an emergency measure, and shall be in full force and effect
immediately upon its passage.

RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY
COUNCILS I, THEREFORE HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE
OR REQUIREMENT AND PASS THIS ORDINANCE FINALLY ON THE DATE IT IS INTRO -
DUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
