Blackmon W. H. Wallace, Jr. Patrick J. Dunne Commissioners Dr. P. Jimenez, Jr. Ken McDaniel i Ronnie Sizemore T. Ray Kring City Secretary with the following absent: constituting a quorum, at which time the following among other business was transacted: Dr. McIver Furman, Mayor, presented for the considera tion of the Council an ordinance. The ordinance was read by the City Secretary. The Mayor presented to the Council a communica- tion in writing pertaining to said proposed ordinance, as follo s: "Co us Christi, Texas 1.967 "TO THE CITY COUNCIL Corpus Christi, Texas Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds voted at an election held on the 28th day of January, 1967 create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring ordinances to be considered and voted upon at three regular meetings. I I, therefore, request that the City Council pass the proposed ordinance canvassing the returns and declaring the result of the election for the issuance of said bonds as an emergency measure. You will please consider this request in connection with the ordinance which has been introduced in the City Council on this subject. The motion was seconded I r by Commissioner The motion was carried by a unanimous vote by he City Council, viz: AYES: Commissioners Blackmon, Wallace, Dunne, f Jimenez, McDaniel and Sizemore. The Mayor requested that the records show that he voted "Aye." This was done. The Mayor announced that the ordinance had been passed. The ordinance is as follows: LJ ORDINANCE NO. cS^ BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS; CANVASSING RETURNS AND DECLARING RESULTS OF AN ELECTION ON THE gUESTION OF THE ISSUANCE OF THE FOLLOWING BONDS: $200,000 PARK BONDS FOR COLE PARK; $100,000 AIRPORT CUSTOMS AND IMMIGRATION BUILDING BONDS; $750 000 SANITARY SEWER- AGE BONDS: $975,000 DRAINAGE IMPROVEMENT BONDS; $5,965,000_STREET_IMPROVEMENT BONDS; $1,800,000 STREET IMPROVEMENT BONDS FOR NAVAL AIR STATION ROAD IMPROVEMENTS; AND DECLARING AN EMERGENCY. WHEREAS, heretofore on the 4th day of January, 1967, the City Council of the City of Corpus Christi, Texas, passed an ordinance calling an election to be held in said City on the 28th day of January, 1967, on the Propositions herein- after stated; and WHEREAS, said City Council has investigated all matters pertaining to said election, including the ordering, giving notice, officers, holding, and making returns of said election; and WHEREAS, the election officers who held said election have duly made the returns of the result thereof, and said returns have been duly delivered to said City Council. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 1. That the City Council officially finds and determines that said election was duly ordered, that proper notice of said election was duly given, that proper election officers were duly appointed by the City Council prior to said election, that said election was duly held, that due returns of the result of said election have been made and delivered, and that the City Council has duly canvassed said returns, all in accordance with law. 2. That the City Council officially finds and determines that only resident, qualified electors who own • TAXABLE PROPERTY IN SAID CITY AND WHO HAVE DULY RENDERED THE SAME FOR TAXATION WERE ALLOWED TO VOTE AT SAID ELECTION, AND THAT THE FOLLOWING VOTES WERE CAST AT SAID ELECTION ON EACH PROPOSITION SUBMITTED: PROPOSITION NO. 1 "FOR THE ISSUANCE OF PARK BONDS FOR COLE PARK IMPROVEMENTS" Wo VOTES; "AGAINST THE ISSUANCE OF PARK BONDS FOR COLE PARK IMPROVEMENTS" 410 VOTES. PROPOSITION NO. 2 "FOR THE ISSUANCE OF AIRPORT CUSTOMS AND IMMI- GRATION BUILDING BONDS" Vores; AGAINST THE ISSUANCE OF AIRPORT CUSTOMS AND IMMIGRATION BUILDING BONDS" —VOTES. That the public importance and the pressing need for the permanent improvements to be constructed by i use of the proceeds of the sale of said bonds create an emergency and an imperative public necessity requiring the suspension of rules and Charter provisions requiring same to be considered and voted upon at three regular meetings, and such facts require that this ordinance be passed and take effect immediately as an emergency measure, and such rules and provisions are hereby suspended and this ordinance is passed and shall take effect as an emergency measure, and shall be in full force and effect immediately upon its passage.
