AN ORDINANCE
ADOPTING THE 1965 FIRE PREVENTION CODE AND THE
1466 M NDM NTS THERETO, RECOMMENDED BY THE
AMERICAN INSURANCE ASSOCIATION (FORMERLY KNOWN
AS THE NATIONAL BOARD OF FIRE UNDERWRITERS);
PROVIDING PENALTIES FOR THE VIOLATION THEREOF;
REPEALING ALL FO MFR ORDINANCES OR 'PARTS THEREOF
CONFLICTING OR INCONSISTENT WITH THE PROVISIONS
OF THE CODE HEREBY ADOPTED.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THE 1965 FIRE PREVENTION CODE AND THE 1966
AMENDMENTS THERETO BE, AND THE SAME ARE HEREBY, ADOPTED AND INCORPORATED
AS FULLY AS IF SET OUT AT LENGTH HEREIN, AND FROM THE DATE ON WHICH THIS
ORDINANCE SHALL TAKE EFFECT, THE PROVISIONS THEREOF SHALL BE CONTROLLING
WITHIN THE LIMITS OF THE CITY OF CORPUS CHRISTI. A COPY OF THE SAID
1965 FIRE PREVENTION CODE AND THE 1966 AMENDMENTS THERETO ARE NOW ON
FILE IN THE OFFICE OF THE CITY SECRETARY OF THE CITY OF CORPUS CHRISTI.
SECTION 2. ALL FORMER ORDINANCES OR PARTS THEREOF IN CONFLICT
HEREWITH OR INCONSISTENT WITH THE PROVISIONS OF THE CODE HEREBY ADOPTED
ARE HEREBY REPEALED.
THAT THE FOREGOING ORDINANCE WAS READ FOR THE FIRST TIME AND

SUBJECT Adoption of _the 1965 Edition of the Fire Prevention Code
In compliance with the Council's request, I have had the Fire Department
and the Building Inspection Department make a comparative study of the
1965 edition of the Fire Prevention Code and the 1953 edition which we
are now using.
Attached is a copy of a memorandum from the Fire Department outlining
the changes which have been made in the 1965 edition, together with a
statement from the City Building Official that, in his opinion, the 1965
edition would in no way increase thercost of construction for industrial
or commercial builders in the City.
I have, therefore, put the ordinance adopting the 1965 edition back on
the Council Agenda for the third reading and recommend its approval.

1• We have examined the 1965 Edition of the Fire Prevention Code which
is now being considered for adoption by the City Council. Our conclusion
is that the intent of this code is to prevent or safeguard life and pro-
perty from the hazards of fire and explosion arising from the storage and
handling of hazardous substances.
2. Comparing this code with the Southern Standard Building Code we find
that the contents of the Fire Prevention Code deal with safety require-
ments of hazardous materials and not construction types or specifications
of construction materials as outlined in the Southern Standard Building
Code for Group H (Hazardous Occupancy), Therefore, we conclude that the
Fire Prevention Code, 1965 Edition would in no way increase the cost of
construction for industrial or commercial buildings in the City of Corpus
Christi, Texas.

using Class I solvents 1953 code placed heavy restrictions
upon these systems.
This section in 1965 code has less sections but is more
clearly written than 1965•ccde,.

ARTICLE 10 (Article 9 in 1953) - Some rewording, no material change.
ARTICLE 11 (Article 10 in 1953) - Section 11.3 deletes subsection B
(Section 10.03 subsection 3 in 1953) requiring special
arrangement of electrical circuits in room containing a
100 or more persons.
ARTICLE 12 (Article 11 in 1953) - This article adds "Blasting
Agents" to the title. Better defined and-more specific
in 1965 code.
ARTICLE 13 (Article 12 in 1953) - Section 13.3 Subsection C (Section
12 :02 Subsection C in 1953) - Changes from 15 to 30 days
advance application for fireworks display.
Section 13.6 (Section 12 :06 in 1953) - Changes the
seizure of stocks of fireworks from the Chief of the
Bureau of Fire Prevention to the State Fire Marshal.
Texas has no State Fire Marshal. Covered by State Law.
ARTICLE 14 (Article 13 in 1953) - No material change.
ARTICLE 15 (Article 14 in 1953) - Section 15.24 added dealing with
exhaust air filters. Section 15.210 (Section 14.28 in
1953) lengthened and better defined.
Section 15.312 adding covering roll coating of materials.
Division V added covering automobile under coating.
ARTICLE 16 (Article 15 in 1953) - Section 16.17 added covering the
sale of applicances using Class I liquids. Article 16
Section 16.21 through 16.28 (Division II Section 15.201

flammabie Liquids much better defined in 1965 code.
Division III added covering the storage of flammable
liquids in closed containers (Barrels, drums, etc. not
exceeding 60 gallons, Division IV (Division III in 1953) covering
piping, valves and fittings expanded in 1965 code. Division V
(Division IVin 1953) expanded and more specific. Division VI
(Division V in 1953) covering service stations more
thorough -in 1965 code. Greatly expanded. Division VIII
of 1953 code covering storage and use of flammable liquids
as fuel for heating and power devices deleted from 1965
code. Covered in other divisions of Article 16. Division X
covering inside storage and mixing rooms deleted from 1965
code. Division X (Division XI in 1953 code) covering tank
vehicles is expanded and more specific in 1965 code.

This process using ethylene gas coverd generally in
1953 code.
ARTICLE 18 (Article 16 in 1953) - Covering fumigation and thermal
insecticidal fogging. Expanded and more specific in
1965 code allowing better control.
ARTICLE 19 No Material Changes.
ARTICLE 20 (Article 19 in 1953) - Covering hazardous chemicals.
This code has also covered compressed gasses in 1953
which is covered in 1965 code by Article 8. Article 20
expands and better defines coverage.
ARTICLE 21 (Article 20 in 1953) - Covering liquefied petroleum
gasses adds Sections 21.7, 21.8, 21.9, 21.10 and 21.11
more thoroughly covering the subject.
ARTICLE 22 (Article 21 in 1953) - Some rewording, Subsection E.
Section 22.5 added - No material change.
ARTICLE 23 (Article 22 in 1953) - No Material Change
ARTICLE 24 Covering oil burning equipment added in 1965 code. Not
specifically covered :h 1953 code.
ARTICLE 25 Covering manufacture of organic coatings not specifically
covered in 1953 code.

Summary:
The 1965 Fire Code recommended by the American Insurance
Association is a modernization of the 1953 Fire Code,
Recommended by the National Board of Fire Underwriters.
It is,much better defined and contains sources of
information which should greatly aid those who are
charged with fire prevention enforcement to better
serve public safety. The 1965 code should also benefit
the public in general as it is more comprehensive and
easier to interpret and follow.
