CONNECTION WITH THE DESIGN OF PLANS AND SPECIFICATIONS
FOR CONSTRUCTION OF THE EVERHART ROAD IMPROVEMENTS FROM
PADRE ISLAND DRIVE TO HOLLY ROAD, PROJECT NO. 220- 67 -89;
APPROPRIATING OUT OF NO. 220 STREET BOND FUND THE SUM OF
$18,500, OF WHICH $17,850 IS FOR ENGINEERING SERVICES AND
$650 IS FOR SOIL EXPLORATIONS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A
CONTRACT WITH ROY M. MUNROE FOR ENGINEERING SERVICES IN CONNECTION WITH THE
DESIGN OF PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF THE EVERHART ROAD
IMPROVEMENTS FROM PADRE ISLAND DRIVE TO HOLLY ROAD, PROJECT No. 220- 67 -89,
A COPY OF SAID CONTRACT BEING ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF N0. 220 STREET '
BOND FUND THE SUM OF $18,500, OF WHICH $17,8330 IS FOR ENGINEERING SERVICES
AND $650 IS FOR SOIL EXPLORATIONS.
SECTION 3. THE NECESSITY TO AUTHORIZE AND DIRECT THE EXECUTION
OF THE AFORESAID CONTRACT AND TO APPROPRIATE THE NECESSARY FUNDS TO ENABLE
THE COMMENCEMENT OF THE SERVICES HEREINABOVE SET FORTH CREATES A PUBLIC
EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF
THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON
THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE
READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, HAVING REQUESTED THAT

I hereby propose to furnish engineering services to the City
of Corpus Christi, as outlined below, for the improvement of
Everhart Road from Padre Island Drive to Holly Road. This
project shall include the widening and paving of Everhart Road
according to City standards and it shall include the necessary
storm sewers to serve the immediate area now drained by Ever-
hart Road. The storm sewers shall be designed to serve any
additional area planned to be drained into Everhart at a later
date. It shall also include the intersection with Padre Island
Drive. The lowering of Tex -Mex Railroad shall be optional de-
pending upon the wishes of the City. It is understood that all
engineering services shall be provided as outlined below except
that if participation in extensive hearings or negotiations with
Tex -Mex Railroad are required of my company, this extra work
shall be negotiated on a per'diem basis.
A. PRELIMINARY & DESIGN PHASE -
1. Participation in preliminary conferences with the
Department of Public Works of the City of Corpus
Christi, with the Texas Highway Department and
with Tex -Mex Railroad.
2. Field survey work and preliminary plans necessary
for the preparation of detailed plans.
3. Preparation of detailed construction drawings and
specifications. Drawings to be prepared on stand-
ard City of Corpus Christi sheets. Specifications
to be in accordance with City of Corpus Christi
standard specifications. Plans shall include a
description of each piece of property that adjoins
the project with the front footage and the name of
the property owner.
4. Preparation of cost estimate, notice to bidders,
bidders proposal forms, five (5) sets of plans and
twenty (20) sets of specifications.
B.
Compensation Y -P7% of construction cost payable 2 %% w� h n
preliminary stage is completed and 5% when detailed
construction drawings and specifications are completed.
1. Assistance to City in securing bids, tabulating
bids, and analyzing bids.
2. Acting as the City's representative during con-
struction. This is to include periodic visits
to the site to check on progress and quality of
work and to determine in general if work is pro-
ceeding in accordance with plans and specifications.
3. Consultation with City during construction.
4. Review shop and working drawings furnished by
contractors and material suppliers.
5. Review laboratory tests, etc.
6. Prepare or review of monthly estimates and final
estimate for payment to contractor.
7. Final inspection of project.

8. Revise construction drawings to show the work as
actually constructed and furnish one set of re-
producible drawings to City
Compensation - 1.5% of construction cost payable when
project is completed and accepted by the City of Corpus
Christi.
C. CONSTRUCTION LAYOUT, STAKING AND SUPERVISION
1. Furnish a four man field party to include one man
qualified to act as resident inspector, all surveying
equipment and transportation.
Compensation - 1.75 times salary cost or $15.00 per hour.
2. Furnish a three man field party to include all survey-
ing equipment and transportation.
Compensation - 2 times salary cost or $12.00 per hour.
3. Furnish a resident inspector including transportation.
Compensation - 2 times salary cost.
4. In addition to above, all direct non labor costs, ex-
cept for transportation, shall be either furnished by
the City or shall be charged to the City at cost plus
10 %. This is to include stakes, marking pens, flagging,
etc.

All services in this proposal include Workmens Compensation
Insurance and Public Liability and Property Damage Insurance.
