HomeMy WebLinkAbout08700 ORD - 12/20/1967TEXAS: AN ORDINANCE AMENDING AN RDINANCE ENTITLED "ADOPTING AND PROVID- FOR THE COMPENSATION PLAN FOR ALL POSITIONS IN THE CITY SERVICE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; CONTAINING A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY ", SING ORDINANCE 8127 PASSED AND APPROVED BY THE CITY COUNCIL ON AUGUST 3, 1966, AS AMENDED, BY AMENDING SECTION 2, SUBSECTION (a), PARAGRAPH 1, AND SECTION 2, SUBSECTION PARAGRAPHS 2 and 3 AND ADDING PARA- GRAPH 6 TO SUBSECTION b OF SECTION 2 THEREOF AND SUBSTITUTING A NEW SALARY SCHEDULE; AND AMENDING SECTION SUBSECTION b BY ESTABLISHING CERTAI POSITIONS OVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That Section 1, Subsection (a) of said ordinance No. 8127, be, and the same is hereby amended by substituting the attached schedule of salaries as the compensation plan for all positions except Fire and Police, and certain positions in the Transit and Health and Welfare Departments. SECTION 2. That Section 2, Subsection (a), Paragraph 1 of said Ordinance No. 8127,be,and is hereby amended to hereafter read as follows: (1) Starting Rate on Initial Employment. On original appointment to any position classified in salary grades 1 through 24, the salary shall be at the entrance or first step except as otherwise provided herein, and advancement from the entrance rate to the maximum rate within a salary range shall be by successive steps. The City Manager may approve initial compensation for positions in salary grades 1 through 24 at the B, or C step in the appropriate salary grade, when the experience, skill, training or Page 2 labor market conditions justify the action. The City Manager may approve initial compensation in salary grades 25 through 43 at the B, C. D, E, or F step in the appropriate salary grade when exceptional experience, training, or labor market conditions justify the action. SECTION 3. That Section 2, Subsection (b), Paragraphs 2 and 3 of said Ordinance No. 8127,be, and the same is hereby amended to here- after read as follows: (2) Advancement to the E step shall be made at the completion of at least one year of service in the D step and at least 10 years of continuous service with the City, except as provided in Section 4 of this Ordinance (3) Advancement to the F step shall be made at the completion of at least one year of service at the E step and at least 20 years of continuous service with the City, except as provided in Section 4 of this Ordinance. SECTION 4. That Section 2, Subsection (b), of said Ordinance No. 8127, be, and the same is hereby amended by adding the following Paragraph 6. (6) To recognize exceptional performance or current labor market conditions, the City Manager may approve advancement in salary of any position in grades 25 through 43 to any step of the salary grade, but such advancements can not exceed 2 steps in any 12 month period. The provisions of this section shall be in addition to all other provisions for step advancement within grade set forth in this Ordinance. Page 3 • SECTION S. That Section 1, Subsection (b) of said Ordinance No. 8127, be, and the same is hereby amended by creating the following positions and class grades: 1. Chief Design Engineer Grade 34 Job Code 306 2. Chief Engineers' Assistant Grade 27 Job Code 305 SECTION 6. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 7. The effective date of the above changes shall be January 1, 1968 SECTION 8. The fact that there is an immediate need to create certain new positions and a need to maintain an efficient administration of City affairs creates a public emergency and an imperative public necessity re- quiring the suspension of the Charter Rule that no ordinance or resolution shall be passed finally in the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having requested the suspension of said Charter Rules, and that this ordinance be passed finally on the date of its introduction and that such ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED. �J PASSED AND APPROVED, THIS THE OC DAY OF DECEMBER, 1967.
