AN ORDINANCE
AUTHORIZING THE DIRECTOR OF FINANCE TO EXECUTE, FOR AND
ON BEHALF OF THE CITY OF CORPUS-CHRISTI, APPLICATIONS
AND OTHER PERTINENT DOCUMENTS, AND FILE THE SANE IN THE
APPROPRIATE STATE OFFICE, FOR THE PURPOSE OF OBTAINING
FEDERAL FINANCIAL ASSISTANCE UNDER THE FEDERAL DISASTER
ACT PUBLIC LAW 675, 61ST CONGRESS; lit U.S.C. 1635-1635G);
AND DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT HAROLD F. ZICK, DIRECTOR OF FINANCE, BE, AND HE
IS HEREBY, AUTHORIZED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, A PUBLIC ENTITY ESTABLISHED UNDER THE LAWS OF THE STATE OF TEXAS,
THIS APPLICATION AND TO FILE IT IN THE APPROPRIATE STATE OFFICE FOR THE
PURPOSE OF OBTAINING CERTAIN FEDERAL FINANCIAL ASSISTANCE UNDER THE FEDERAL
DISASTER ACT PUBLIC LAW 875, 81ST CONGRESS; 42 U.S.C. 1855- 1855G).
SECTION 2. THE NECESSITY FOR IMMEDIATE AUTHORIZATION OF THE
DIRECTOR OF FINANCE SO AS TO PROCESS THE APPLICATION OF THE CITY FOR FINANCIAL
ASSISTANCE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION
SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI-
NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH PUBLIC EMERGENCY AND
NECESSITY EXIST, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED
AND THAT THIS RESOLUTION BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE,
IT IS ACCORDINGLY SO RESOLVED, THIS THE I DAY OF JANUARY, 1968.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE2 A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL} 1, THEREFORE
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
